This paper empirically explores the effectiveness of European Structural Funds by means of a panel data analysis for 13 countries in the European Union. We show that - on average - Structural Funds are ineffective. For countries with the 'right' institutions, however, Structural Funds are effective. The latter result is obtained for a wide range of conditioning variables, such as openness, institutional quality, corruption and indicators for good governance.

In 2004 ten new member countries joined the EU, and it is expected that this enlargement will cause strong regional disparities within the Union. For this reason the distribution of financial support by structural policy will undergo drastic changes. In this study we consider two main themes. First, convergence of the current EU Member States is empirically tested for the period 1995-2001, and the effect of the structural funds in this context is identified. Structural funds do indeed appear to have had a positive impact, and poorer countries (like Greece) appear to have caught up with the richer countries. The importance of the structural funds in this respect therefore cannot be neglected. Second, we touch on the problem of moral hazard and the substitution effect. It may be expected that receivers of structural funds in some cases are not really eligible and may therefore use the funds inefficiently. Our first and preliminary results seem to indicate that the less clean countries (or as we measure it, more 'corrupt' countries) of the current EU-15 do not gain less economic growth from the structural funds. The hypothesis that structural funds contributed to fewer interregional disparities within the current 15 European countries cannot be rejected. This may mean the intended plans of channelling a big share of the funds to the candidate countries in 2007-13 will probably contribute to higher economic growth in these countries.

The second chapter examines the effectiveness and efficiency of the cohesion policy in reducing regional disparities, with a reference to the preceding funding period. Due to the restriction on the length of in this paper, the reduction of regional disparities will be assessed by examining economic performance and employment according to the objectives of the cohesion policy and its financial instruments. Due to the difficulties in separating the contributions of the cohesion policy from the overall effects of progress, the achievements of the Lisbon objectives will be scrutinized in the following section. Selected Structural Indicators will be examined to remark on the progress in the set key areas. The following section aims to conduct a partial examination of the impact and weaknesses of pre-accession assistance. Examining the question of institutional and administrative capacity building, the section will scrutinize the development of economic performance of and employment levels in the new Member States in the 2000–2006 funding period. The objective of the preceeding chapter is to determine the impacts of the Europe 2020 objectives on cohesion policy, examine the adequacy of established goals, and compare the Europe 2020 objectives with those of the Lisbon Strategy. The objective of the last section is to analyze the proposals for a reformed cohesion policy as submitted in the BARCA report. The evaluation aims to verify if the rules delivered the desired results to European citizens and businesses at a minimum cost and if they are still fit for purpose. Within this process, the Commission entrusted a consortium of DIW, E.CA Economics and Sheppard Mullin with the retrospective evaluation support study on the EU regional aid framework applicable from 2014 to 2020 ("the RAF 2014"). The RAF 2014 comprises the Guidelines on Regional State Aid ("RAG") and the provisions applicable to regional aid in the General Block Exemption Regulation ("GBER"). The RAF 2014 contains provisions for both investment and operating aid, but the present study focused exclusively on the evaluation of investment aid rules. The objective of this study is to provide the Commission with an independent evidence-based assessment of the implementation of the RAF 2014 and its effects on regional development and competition.
