The type of operation strategy and signal timings utilized are typically based on the designed operation of the intersection at a desired Level of Service during peak traffic conditions. However, during off-peak traffic periods, the same strategy could cause extensive vehicle delay when much lower traffic volumes are present. The main objective of the study is to define the existing off-peak issues and propose solutions to mitigate problems. This study describes various off-peak period issues and includes reviews of modern traffic signal control systems. It also entails an evaluation of different traffic signal operation strategies which can be deployed to mitigate the off-peak issues. This study also covers flashing signal controls and adaptive control systems. Another objective is to perform a computer simulation which is included to extend the scope of the research. The results showed that upgrades and optimization of traffic signal controls can be an efficient way to decrease number of stops, gas consumption and vehicle emissions. The results of the study showed that actuated traffic signal controls are the best solution for low traffic volume periods. Implementation of actuated traffic controls can decrease overall delay, number of stops, gas consumption and vehicle emissions.

Book excerpt: A comparative study of 5 signal timing control methods indicated that the most efficient method of signal control is the micrioprocessor which would allow an intersection to operate under actuated control during certain periods of the day and under predetermined timing patterns during other periods. The 5 signal timing methods considered were: Traffic Engineering Method, FHWA Design Manual Method, Fully Actuated Operation Method, Microprocessor with lagging Left-Turn Method, and Microprocessor with Leading Left-Turn Method. The "before" and "after" evaluation of these methods was made by pairing them in a series of six comparisons using time-lapse photography to supply vehicle data. The site selected for application of these comparisons was the Diamond Interchange of Interstate 95 Golfair Boulevard in Jacksonville, Florida. The study procedure is appropriate for signal timing studies made at: a diamond interchange, other interchange configurations with a ramp terminal and nearby signalized intersections, and a 2-way major street intersected by one or more one-way street pairs.

The control decision involves a trade off between the motorists on the artery and those on the cross streets. The motorists on the artery are irritated by frequent stops if signals are not coordinated, while those on the cross street are annoyed by a long waiting time if signals are coordinated. The choice between coordination and free operation is often subjective, especially when semi-actuated signals are involved. The paper presents a method to facilitate the choice between coordination and free operation on arterial roadways controlled by semi-actuated signals when traffic is light during off-peak hours. The decision is made based upon a disutility function which is a combination of the number of stops on the artery and the average cross street waiting time. A case study was performed to demonstrate the application of this methodology under the closed loop signal system in the City of Gainesville, Florida. The results indicate that this method provides a promising tool for arterial control with semi-actuated signals during late night hours.
