Book excerpt: To understand the availability of data to identify operating and support (O & S) costs, this Note develops aggregative cost estimating relationships to explain O & S costs. A database called VAMOSC is used in conjunction with other information on aircraft characteristics to relate O & S costs per aircraft to flying hours per aircraft, flyaway cost, number of aircraft, and design age. At the total O & S cost level, flyaway cost is an acceptable proxy for aircraft type and the mission design series year of initial operational capability. These cost estimating relationships give impressive explanatory results; whether they have equal predictive power remains to be seen. They may be helpful for assessing Air Force trade-offs between modernization and operating tempo and eventually for understanding the cost of achieving alternative readiness levels.

The report discusses prior research on cost-per-flying-hour calculations--i.e., the practice of multiplying projected flying hours by a cost-per-hour factor in certain segments of the budgetary process. This report looks across Air Force mission designs (systems) and estimates general, historical relationships between expenditure levels and flying hours. A fixed-plus-variable cost structure is estimated with expenditures neither increasing nor decreasing in proportion to flying hours. The author concludes with the policy implications of his findings, noting that current Air Force budgeting approaches likely overestimate funding needs when flying hours are increasing and underestimate needs when flying hours are decreasing.

In FY02, net sales of DLRs to Air Force commands hit historic highs. To provide the Air Force Cost Analysis Improvement Group with a tool to better understand the commands-- budgetary submissions, we develop several explanatory BERs to understand why flying DLRs are at their particular levels. Using longitudinal regression statistical methods, we explain the historical net sales of flying DLRs using estimating models that relate net sales to the contemporaneous values of aircraft characteristics, operational tempo, and time-related variables. This is but one part of a larger project to develop better estimating methods for use by the acquisition community and to examine the impact of Air Force and DoD policies on weapon system costs. The findings will also be of interest to those in the national security community who are involved in analyzing alternative military postures, and to members of the aircraft industry's analytical community.

This report focuses specifically on the effects of material mix, manufacturing techniques, and geometric part complexity on the cost of military airframes. It begins by offering background information on those materials that are most critical to airframe manufacture and on the relative advantages of both traditional and evolving part fabrication techniques. It then proceeds to a quantitative analysis of the cost implications of various materials and manufacturing techniques on airframe production, drawing both from an industry survey and from analysis of industry data. The data thus derived are then integrated with those of a comprehensive historical database. The report concludes that composites, while offering a number of advantages over metals in airframe manufacture, are generally associated with higher costs across a range of categories. At the same time, it concludes that while new manufacturing technologies hold the potential to diminish airframe manufacturing costs, the increased airframe complexity of future fighter aircraft may well offset this advantage. The report recommends that cost analysts remain abreast of changes in industry practice so that they may more accurately gauge the potential effects of such changes on future airframe costs.

Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. CBO updated that analysis in July 2003 (ADA416284); its publication The Long-Term Implications of Current Defense Plans: Summary Update for Fiscal Year 2004 revised CBO's earlier work to take into account changes incorporated in the President's budget for fiscal year 2004 and the 2004 FYDP. Because it was a summary, the July 2003 paper omitted many of the detailed data displays contained in CBO's January 2003 study. This briefing updates those omitted displays consistent with the 2004 FYDP. The briefing does not incorporate changes to the FYDP resulting from Congressional action on the President's fiscal year 2004 budget request.
