Book excerpt: Many people believe that environmental regulation has passed a point of diminishing returns: the quick fixes have been achieved and the main sources of pollution are shifting from large "point sources" to more diffuse sources that are more difficult and expensive to regulate. The political climate has also changed in the United States since the 1970s in ways that provide impetus to seek alternatives to regulation. This book examines the potential of some of these "new tools" that emphasize education, information, and voluntary measures. Contributors summarize what we know about the effectiveness of these tools, both individually and in combination with regulatory and economic policy instruments. They also extract practical lessons from this knowledge and consider what is needed to make these tools more effective. The book will be of interest to environmental policy practitioners and to researchers and students concerned with applying social and behavioral sciences knowledge to improve environmental quality.

Available in PDF, EPUB and Kindle. Book excerpt: Most environmental learning takes place outside of the formal education system, but our understanding of how this learning actually occurs is in its infancy. By surfing the internet, watching nature documentaries, and visiting parks, forests, marine sanctuaries, and zoos, people make active choices to learn about various aspects of their environment every day. Free-Choice Learning and the Environment explores the theoretical foundations of free-choice environmental education, the practical implications for applying theory to the education of learners of all ages, and the policy implications for creating new and sustainable environmental education opportunities.

Book excerpt: Three House of Representatives' subcommittee hearings were held in March, May, and July 1996 to evaluate the goals, priority setting, and advisory mechanisms of federal programs in agricultural research, education, and extension. To become competitive in global markets, farmers will need to rely on the research community to provide up-to-date technology and market information. The purpose of the hearings was to establish research priorities for the 21st century, improve the efficiency and effectiveness of the federal research investment, and improve accountability through the establishment of a coordinated advisory and priority setting mechanism. Testimony was received from U.S. Senators and Representatives; Under-Secretaries from the U.S. Department of Agriculture (USDA); and spokespersons for agribusiness associations, agricultural science associations, research institutions, land grant universities, and the Extension Service. The following topics were discussed: the role of the National Center for Agricultural Utilization and Research (Peoria, Illinois) in commercialization of agricultural products; financial and political threats to the federal government's role in agricultural research and education; research priorities related to human nutrition, new agricultural and livestock pests and diseases, food safety, and farming's environmental issues; replacing petrochemical ingredients in industrial products with agriculture-based ingredients; proposed participants and processes in setting research priorities for government funding; importance of sustainable agriculture; the needs of rural families and communities that are not usually well supported in USDA budgets and extension programs; worldwide research on consumer food preferences; structure and funding of federally funded agricultural research programs conducted by land grant universities, the USDA Agricultural Research Service, and the agribusiness industry; and the role and methods of the Cooperative Extension Service in disseminating research-based information to farmers. Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive overview of local food systems explores alternative definitions of local food, estimates market size and reach, describes the characteristics of local consumers and producers, and examines early indications of the economic and health impacts of local food systems. Defining ¿local¿ based on marketing arrangements, such as farmers selling directly to consumers at regional farmers¿ markets or to schools, is well recognized. Statistics suggest that local food markets account for a small, but growing, share of U.S. agricultural production. For smaller farms, direct marketing to consumers accounts for a higher percentage of their sales than for larger farms. Charts and tables.

Book excerpt: This book investigates the role of wealth in achieving sustainable rural economic development. The authors define wealth as all assets net of liabilities that can contribute to well-being, and they provide examples of many forms of capital – physical, financial, human, natural, social, and others. They propose a conceptual framework for rural wealth creation that considers how multiple forms of wealth provide opportunities for rural development, and how development strategies affect the dynamics of wealth. They also provide a new accounting framework for measuring wealth stocks and flows. These conceptual frameworks are employed in case study chapters on measuring rural wealth and on rural wealth creation strategies. Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Several key hypotheses are proposed about the process of rural wealth creation, and these are investigated by case study chapters assessing common rural development strategies, such as promoting rural energy industries and amenity-based development. Based on these case studies, a typology of rural wealth creation strategies is proposed and an approach to mapping the potential of such strategies in different contexts is demonstrated. This book will be relevant to students, researchers, and policy makers looking at rural community development, sustainable economic development, and wealth measurement.
