Book excerpt: This article examines the sustainability of the subnational business environment index (BEIs) as a development tool for subnational promotion of private sector growth and competitiveness. We define sustainability as the BEI's continued application after its external support has been concluded. The 13 BEIs examined here have been largely financed by international aid agencies over the past decade. We compare the main features of all the current or recent subnational BEIs we could locate, covering countries in Asia, Eastern Europe, and Latin America. We discuss their origins, financing, conceptual approaches, methodological parameters, intergovernmental linkages, and longevity. A few of them have been applied repeatedly as intended by index proponents, but nearly half of the indices have been discontinued. Two are eminently sustainable and another appears to be. The apparently successful index in El Salvador is highlighted. We conclude that indices face serious limitations, including politicization, weak business sector interest, lack of local funding, and need for an impartial sponsor. Yet indices do show some promise for reform where the index is well developed and where conditions that appear favorable to their successful utilization apply—that is, in countries with a strong private sector, governmental interest, and an open economy.

Recent Canadian metropolitan reforms are setting precedents and could influence metropolitan agendas worldwide. This edited collection deals with the recent local government reforms in major Canadian cities—Toronto, Ottawa, Montreal, Winnipeg, and Vancouver—and provides comparative insights from other countries—Britain, the United States, Korea, and Israel. Steps undertaken by Canadian provinces have seemingly preferred in some cases ‘old regionalism' territorial reforms over 'new regionalism' horizontal networks of governance. Canadian experiences indicate that both weak metropolitan mechanisms and neighborhood-level governments tend to be unstable, often not fulfilling expectations. Moreover, it seems that only old regionalism deals effectively with sharing fiscal burdens, whereas new regionalism approaches can be effective in development. The cross-national case studies provide a perspective on the role of different political systems and political cultures in determining the metropolitan governance agenda and the reforms undertaken, revealing considerable similarities in the agenda and diversity in responses.

Governing and Ruling addresses this regime resilience puzzle by examining the political logic of its taxation system, especially the ways in which taxation helps China handle three governance problems: maneuvering social control, improving agent discipline, and eliciting cooperation. Changdong Zhang argues that a taxation system plays an important role in sustaining authoritarian rule, in China and elsewhere, by combining co-optation and repression functions. In Fig. 1a, regional developmentanalyses are revealed, where the economyis sliced vertically into regions and their dynamics are investigated. The study of the evolution of industries, typical of evolutionary industrial e- nomics, is represented in Fig. 1b, where the economy is divided horizontally into sectoral slices. This approach has progressed considerably in recent years (see Malerba 2006, for a recent survey). Modi?cations of industries have important spatial implications, which however are not normally at the core of these ana- ses even though spatial patterns of innovation differ greatly from sector to sector (Breschi 2000). Our approach operates in the manner of Fig. 1a and we will focus on regions, extending the analysis to industries only where this is regionally and structurally relevant. Hence, the approach in the book belongs to the tradition of regional development theories, but, in contrast to the more traditional analyses, we will not consider the region as an economic unit per se. Rather, interactions between and within regions are very relevant to the performance of individual regions in an integrated world and will be at the core of the analyses of the following chapters.
