Book excerpt: Abstract: The purpose of this thesis project was to write a grant and explore funding sources that would facilitate the development and implementation of an educational support program for foster youth. An extensive review of the literature was conducted to investigate the needs and educational barriers of youth in the foster care system and discern how best to address these needs. A program was designed which utilized interagency communication, advocacy, and a support class to reduce disciplinary involvement and truancy as well as increase academic success among participating foster youth. The Stuart Foundation was selected as a funder because of the foundation's specified dedication to child welfare and educational issues, which synergized with the goals of the proposed project. A grant was written to support the generating of a three-year pilot program for foster youth at two selected junior high schools in San Luis Obispo County in California. Submission and funding of this grant were not requirements for successful completion of this project.

The current climate of accountability has created the need for education and child welfare professionals to address the unique needs of students in foster care to increase academic achievement. Additionally, recent legislation in California, such as AB490 and AB 1808 modified the Education Code and Welfare and Institutions Code. These mandates include a requirement that the unique educational circumstances of foster children are addressed by child welfare, public education and the judiciary. This study explores strategies and interventions that may increase the academic achievement of students in foster care. The study compares academic outcomes for foster youth receiving tutoring services from three different programs. These findings speak to the impact of supplemental academic support services and the practical application of these services for this vulnerable population. The findings serve to inform public education, child welfare and Foster Youth Services programs throughout the State of California and across the United States.

Book excerpt: There is a significant achievement gap for students in foster care, evidenced by low academic performance, high rates of absenteeism and disciplinary referrals, and an overrepresentation in special education programs. Research indicates that the difficulties students in foster care face span domains of social, emotional, behavioral, and academic functioning. Consequently, it is important for schools to recognize and respond to the unique needs of students in foster care to provide the necessary resources for academic success. The intention of this study was to examine and better understand what programs and support services elementary school principals believe are most effective in assisting elementary schools students in foster care achieve academically. The research was conducted within a southern California elementary school district and the research sample included eight interviewees. Participants responded to questions about perceptions of the current programs and support services provided to foster care students in their district and their insight on additional programs and supports needed to foster a positive learning environment and ensure their continued success. The participants revealed three major themes that they have experienced through their work with students in foster care. These themes included Social and Emotional Supports, Consistent Communication and Collaboration, and Continuous Professional Development. Future research in this area might provoke policymakers, district, and school leaders to assist in enhancing the educational experiences and outcomes of students in foster care by recognizing their differing needs and guiding teachers to ensure all students move forward in equitable ways.

The purpose of this project is to write a grant and identify a funding source to implement training workshops for educators, child welfare and school social workers, and foster parents to increase the awareness of the risk factors for drop-out and the programs and practices that have contributed to student academic success. Part of the funds will be used to develop resource packets for workshop attendees. A prospective funder was identified, although actual funding and submission of this grant proposal were not requirements for the successful completion of this project.

Book excerpt: There are an estimated half million foster youth in the United States, 71% of which are of school age, according to Gustavsson and McEachron (2012). There are numerous factors that contribute to poor academic performance among fostered youth. Many of which can be linked to lack of resources, emotional trauma, lack of support. Foster children are almost twice as likely to underperform throughout their primary education, then non-fostered youth (Burley, M. & Halpern, M., 2001). Fostered adolescent girls, as a group, are subject to many psychosocial stressors that can negatively impact their academic performance and increase their risk of dropping out of school. Examples of psychosocial stressors include, abusive a dysfunctional family relationship, childhood trauma, abandonment and trust issues, low-self-esteem and poor self-efficacy, transient living conditions resulting in excessive school absence, and limited positive peer relationships. This project presents a school-based psychoeducational group intervention targeting fostered adolescent girls aged 14-18. The aim of this psychoeducational support group is to increase retention, academic success and graduation, as well as provide resources and emotional support to address the challenges commonly faced by girls in foster care. Curriculum components of the proposed psychoeducational group for fostered adolescent girls include: (1) developing a support network among foster youth girls; (2) constructing and applying coping skills in response to the fostered experience; (3) developing skills in cognitive reframing to promote self-efficacy; (4) reducing anxiety and promoting positive coping while debriefing foster care experiences; (5) goal setting and identifying strengths to improve self-efficacy; and (6) strategies to support academic achievement and college readiness.

Book excerpt: Inconsistencies in the educational system and difficult life conditions make foster youth less likely than their peers in the general population to attend college and obtain a degree. Studies have estimated that between 2%-11% of all foster youth in the United States graduate with a four-year degree (Casey Family Programs, 2010; Pecora, 2012; Wolanin, 2005) compared to 33% of the general population (Ryan & Bauman, 2016). This research illustrates factors that assist former foster youth on their pathway to higher education. In doing so, the research uncovers important themes that contribute knowledge to the literature on higher education for marginalized populations, more specifically foster youth. The purpose of this research is to provide individuals working with foster youth information that can be used to assist students as they move into and through higher education. The study is based on 14 semi-structured interviews with students in the Guardian Scholars Program (GSP) at California State University, Sacramento (CSUS) and University of California, Davis (UCD), the Guardian Professions Program (GPP) at UC Davis, and the three program directors from each campus program. The research utilizes the concept of resiliency as a framework to analyze the findings. This study found that all 14 students interviewed shared two factors: resiliency, as well as having had an important supportive relationship with an adult who helped them further their education. Findings also show the biological family plays a large role in the students’ motivation to pursue education, as they either want to make them proud or use their family’s situation as motivation to succeed. The majority of students find campus support programs contribute to their success in higher education. Students interviewed for this study felt graduate school seemed more attainable once they had knowledge of support services for alumni of care students who wish to pursue graduate school. Participants recommend providing outreach about support services at college campuses to foster youth as early as middle school and no later than high school to create higher expectations and provide students with knowledge of their options beyond high school. Recommendations include extending the age limit of support programs and grants, provide more training to administration in educational institutions about foster youth students,include foster youth and their unique needs into training programs for future teachers, and look for ways to increase students’ resiliency.

Book excerpt: This study looked at social workers' abilities, within the Antelope Valley, to provide services that will enhance academic achievement amongst foster youth. The primary research question for this study aimed to answer: What are the self-reported capabilities of the Social Workers in the Antelope Valley to provide support that could improve academic achievement amongst foster youth? This study used an anonymous online survey that examined the social workers' abilities to provide services that will enhance academic achievement amongst foster youth by examining their knowledge, skills and self-efficacy when working with foster youth and their education services. Data from approximately 68 social workers currently working at the Lancaster and Palmdale DCFS offices helped establish a baseline of where social workers currently are in providing educational services to foster youth and helped identify areas of improvement. The results indicated that social workers are implanting best practices (identified by research) "sometimes". While social workers feel confident while working with foster youth and their educational needs, they over all, still feel they can benefit from more training and understanding of the education system. Implications of the research suggest that social workers would benefit from further training to help social worker gain a better understanding of the education system in order to effectively encourage foster youth educational achievement and transition to post-secondary education.
