Book excerpt: While the economic impacts of resource use pervade discussions of coastal zone management, most discourses tend to be ill-defined and incomplete, and to lack a solid basis in economic theory. This primer was written to eliminate this confusion for those non-economists who seek insight into economic thought and into how economic analysis can contribute to coastal zone management. The first half of the report introduces readers to basic concepts and analytical methods in microeconomics, public finance, and environmental and resource economics. The foundation for monetary valuations becomes apparent as the concepts are explained. The realization that neither markets nor prices are required for economic valuations is an important result of the explication. Consequently, one can assess losses associated with pollution, reduced access, and so on in units that are commensurable with market-oriented development. The second half of the primer inculcates these basic concepts and methods through (1) critiques of several stereotypical, pseudoeconomic arguments, (2) a case study of the benefits of protecting water quality for recreation, and (3) a benefit-cost analysis of a hypothetical acquisition program that is intended to protect groundwater quality, to protect opportunities for aquatic recreation, and to reduce the growth in traffic.

Written by an international consultant, this handbook reflects a global perspective on the natural resources, sensitivities, economics, development, productivity, and diversity of coastal zones. The emphasis is on tropical and subtropical coastal ecosystems, but the information is widely applicable. In addition to its comprehensive coverage of general concepts related to coastal regions, the book describes the strategic basis for coastal management, provides a set of working tools for management and planning activities, and presents case histories of management projects around the globe. Extensive references are provided for each management analysis, practice, technique, and solution. Coastal Zone Management Handbook is made up of four sections:

Book excerpt: Coastal Governance provides a clear overview of how U.S. coasts are currently managed and explores new approaches that could make our shores healthier. Drawing on recent national assessments, Professor Richard Burroughs explains why traditional management techniques have ultimately proved inadequate, leading to polluted waters, declining fisheries, and damaged habitat. He then introduces students to governance frameworks that seek to address these shortcomings by considering natural and human systems holistically. The book considers the ability of sector-based management, spatial management, and ecosystem-based management to solve critical environmental problems. Evaluating governance successes and failures, Burroughs covers topics including sewage disposal, dredging, wetlands, watersheds, and fisheries. He shows that at times sector-based management, which focuses on separate, individual uses of the coasts, has been implemented effectively. But he also illustrates examples of conflict, such as the incompatibility of waste disposal and fishing in the same waters. Burroughs assesses spatial and ecosystem-based management’s potential to address these conflicts. The book familiarizes students not only with current management techniques but with the policy process. By focusing on policy development, Coastal Governance prepares readers with the knowledge to participate effectively in a governance system that is constantly evolving. This understanding will be critical as students become managers, policymakers, and citizens who shape the future of the coasts.

Book excerpt: This book explores the background, progress and effectiveness of coastal zone management. Economic activity and people are increasingly concentrated in the coastal zone, as are important and often fragile natural resources. One way to address the resulting conflicts is through co-ordinated planning that attempts to foster wise development while protecting natural resources. In recent decades, pressures for both preservation and development have grown more intense at many locations, as people continue to migrate to coastal areas to take advantage of economic opportunities, to retire, and to pursue recreational interests.

Book excerpt: Most of the chapters in this volume are authored by staff or associates of the Centre for Social and Economic Research on the Global Environment (CSERGE). CSERGE is a research centre sponsored by the UK Economic and Social Research Council (ESRC), which specialises in interdisciplinary work focussed on environmental management issues. Weare grateful for the long term support that we have received from the ESRC. We would also like to acknowledge the efforts of Ann Dixon and SHin Pearce in the preparation of this volume. vii INTRODUCTION CHAPTER 1. ECOLOGICAL ECONOMICS AND COASTAL ZONE ECOSYSTEMS' VALUES: AN OVERVIEW. Turner, R. K. , Bateman, I. J. and Adger, W. N. 1. 1 Coastal zone pressure and sustainable management challenges Given the continued intensification of the process of globalisation - involving population growth, population density changes via urbanisation, industrial development, increased trade and capital flows, liberalisation of transnational corporation activity and lifestyle and attitudinal changes - coastal zones and their hydrologically linked catchment areas have come under heavy environmental pressure. The scale and extent of socio-economic activities have profound implications for the now coevolving natural and human systems and their complex interrelationships (Turner, Perrings and Folke, 1997). The consequences of this process of change manifest themselves across a range of spatial and temporal scales. Indeed the juxtaposition of different spatial, functional and temporal scales that is inherent in the catchment-coastal ecosystems-seas/oceans continuum poses particularly difficult challenges for both science and resource management/governance.
