Book excerpt: This thesis estimates visitation to U.S. national parks over the period 1993 -2010 in attempt to determine what factors influence visitation rates over time. Three factors are predicted to be important determinants of national park visitation rates. These factors are entrance fees, travel costs (represented by driving costs), and income. Both travel costs and income have been shown to be significant determinants of national park visitation rates in the economic literature; however, the effect of entrance fees on visitation rates is inconclusive. Determining how the factors of interest influence visitation rates is accomplished by first developing a theoretical demand and supply model of park visits. The theoretical model informs the empirical model with predictions for how changes in entrance fees affect the quantity of visits when fees are above, below, or at the market-clearing level of the fee. These predictions are tested empirically by estimating a linear model of both annual and monthly park-level visitation to a sample of 165 national parks. The main results of the analysis show that income is not a significant determinant of national park visitation rates, but that both travel costs and entrance fees have a negative effect on visitation. Further, more detailed estimation procedures that analyze visitation to parks pooled based on designation and level of use show that the effect of entrance fees on national park visitation rates is both park-specific and season-specific.

Book excerpt: "A number of studies have examined park visitation patterns and consumer preferences using available national and state park visitation data (Kupfer et al., 2021; Volenec et al., 2021; Wood et al., 2013; Yan et al., 2021a). However, municipal park visitation remains largely understudied due to the difficulty and costliness associated with data collection and analysis. This study utilizes high frequency mobile device location data to measure changes in municipal and state park visitation caused by COVID-19 response policies. We exploit spatial and temporal variation in COVID-19 mandates at the county level in the U.S. state of Idaho and at the state level in the United States to identify the causal effect of mandates on park visitation. The research finds that people were more likely to recreate in, and come from, areas with less restrictions. One may expect the same people that preferred regions without mandates to come from areas with mandates as a way to avoid strict at-home measures. However, it would seem the opposite is true. Visitation rates were about seven percent lower in areas with a mask mandate than would be expected if no policies were in place. Our research brings insight on the behavioral response to restrictions and on recreational choice behavior. Estimates of visitation patterns based on visitors’ origin states indicate that of the people who recreate in Idaho, a state with limited COVID-19 response, the from out-of-state visitation rate was 21 percent less for visitors from states with mask mandates than that of visitors from states without mask mandates."--Boise State University ScholarWorks.

Book excerpt: Yellowstone National Park visitor data were obtained from a survey collected for the National Park Service by the Park Studies Unit at the University of Idaho. Travel cost models have been conducted for national parks in the United States; however, this study builds on these studies and investigates how benefits vary by types of visitors who participate in different activities while at the park. Visitor clusters were developed based on activities in which a visitor participated while at the park. The clusters were analyzed and then incorporated into a travel cost model to determine the economic value (consumer surplus) that the different visitor groups received from visiting the park. The model was estimated using a zero-truncated negative binomial regression corrected for endogenous stratification. The travel cost price variable was estimated using both 1/3 and 1/4 the wage rate to test for sensitivity to opportunity cost specification. The average benefit across all visitor cluster groups was estimated at between $235 and $276 per person per trip. However, per trip benefits varied substantially across clusters; from $90 to $103 for the "value picnickers, " to $185?$263 for the "backcountry enthusiasts, " $189?$278 for the ??do it all adventurists, " $204?$303 for the "windshield tourists, " and $323?$714 for the "creature comfort" cluster group.

Today, there are 59 National Parks and over 400 total NPS units, which received over 330 million recreation visits in 2016. This thesis uses first difference regression models on panel data to estimate the relative effect on National Park attendance of several determinants of demand. The regression results are used to forecast future attendance, and a benefit transfer method is used to estimate the consumer surplus produced by visits. The results show that the two most important determinants of demand are gasoline prices, which act as a proxy for travel costs, and the number of U.S residents aged 65 or older. Implications of these findings are also explored below.
