Available in PDF, EPUB and Kindle. Book excerpt: Forests play a vital role in maintaining Nepal's impressive biodiversity, which has global significance: With only 0.1 percent of the world's total area, Nepal contains 2 percent of the planet's flowering plants, 8 percent of its birds, and 4 percent of its mammals. As Nepal develops its forest resources, it needs to minimize the biotic pressures affecting the structure and dynamics of forest plant communities and wildlife populations and thereby reverse the current destructive pressures on the country's biodiversity. The study aims to provide a better understanding of the ways in which forest resources are used in Nepal. Its focus is to examine systematically the costs and benefits of present and possible future sustainable and biodiversity-friendly management practices from household, national, and global perspectives. The authors define the analytical framework and the costs of financial and economic alternatives. They also present the economic, social, institutional and legal issues, and recommend strategies for change. The report should be of use to national and donor agencies concerned with the management of natural resources and conservation of biodiversity in Nepal, providing a framework for possible future donor support to the sector. It highlights issues that are of importance in the formulation and implementation of natural resource management programs by government and non-government agencies.

Available in PDF, EPUB and Kindle. Book excerpt: Community forestry focuses on the link between forest resources and livelihoods and contributes to forest conservation and reforestation. It is widespread in Nepal, with a very high proportion of the rural population involved, and is widely recognized as one of the most successful examples of community forestry in Asia. Through a combination of literature reviews and original research, this volume explores key experiences and outcomes of community forestry in Nepal over the last four decades as a model for improving forest management and supporting local livelihoods. The book takes a critical approach, recognizing successes, especially in forest conservation and restoration, along with mixed outcomes in terms of poverty reduction and benefits to forest users. It recognizes the way that community forestry has continued to evolve to meet new challenges, including the global challenges of climate change, environmental degradation and conservation, as well as national demographic and social changes due to large-scale labour migration and the growing remittance economy. In addition to examining the changes and responses, the book explores ways that community forestry in Nepal might move forward. Lessons from Nepal have relevance to community forestry and community-based approaches to natural resource management around the world that are also experiencing global pressures and opportunities.

Book excerpt: The community forestry programme in Nepal has been a major thrust area of forest management over the last two decades. Community forestry programme is operating with twin objectives of forest management and human resource development at grassroots levels by establishing community forestry users groups. The present study was carried out in three community forestry users groups of Nawalparasi district, Nepal. The study examined the functioning and governance of community forestry users groups, share of income derived from community forestry among different income groups of users, determinants of forest income, impact of community forestry on income distribution among different user groups, impact of community forestry on employment and wage rates in the labour market.Different descriptive analysis and statistical test suggests there is need to establish agroforestry system, provide more trainings, run different programmes for income generating activities, provide more employment by involving forest dependent people in different forest activities and establishing forest based industries by users group to uplift the socio-economic condition of forest dependent low income population

Book excerpt: Most of Nepal's rural population use timber, fuel wood, fodder, and non-timber forest products for their subsistence. However, the state and ruling elites have been exploiting forests in order to generate funds and resources to maintain their power by distributing them to royal relatives, high-ranking officials, political supporters and hill migrants throughout Nepal's Tarai. The growing population and rate of migration from the hills to the Tarai have put considerable pressure on the Tarai forests, resulting in the conversion of forest into agricultural land and causing environmental degradation. This thesis presents detailed qualitative and quantitative research findings from an empirical study in Bara district in the Tarai to develop clear understanding of the complexities of the social situation and the dynamics of how different groups' livelihood use of forests has been affected by rapid forest conversion. It also examines the diversity of responses of both socio-economic and institutional adaptation in the wake of forest decline and scarcity of forest products, with a specific focus on the coping strategies of the Tarai's indigenous people. A critical analysis is presented of how the poorest, who are most dependent on forest resources, have been most negatively affected by access restrictions to government managed forests, community forests, collaborative forest management and private forests. The varying impacts of access regimes on households located at different distances from the forest are presented to show the current limitations of both 'community forestry' and 'collaborative forestry' policies. This thesis illustrates how community forestry and collaborative forest management are not unproblematic when mediated by Nepal's complex caste, class and power relations. The evidence presented shows how the existing systems fall short of this. The study contributes to the growing body of literature that examines the ways in which local populations have been excluded from their traditional use-rights to forest resources, and explains how state-led policies and practices are biased in favour of elites. The roots of the problem are found to be government policies that lack a propoor orientation and local elites who create opportunities for themselves at the expense of the poor.

Book excerpt: Forest rights devolution in Nepal from the late 1980s created different types of community-based forest management institutions, in particular community forestry user groups. Effective forest regeneration led to a new focus on entrepreneurial opportunities for improving livelihoods and social equity, resulting in considerable if unstable enterprise growth. Employing the concept of enabling and asset investments, the study examines how user groups have established and managed forest-based enterprises, taking account of regulatory and non-regulatory factors. The study is based on primary data from interviews with 12 community-managed forest enterprises as well as secondary data from the published, government and grey literature. In light of the high export demand for non-timber forest products from India and elsewhere, there has been gradual policy support for enterprise development from the government. Enabling investments by the government, donors and non-governmental organizations have built momentum and contributed to success. Forest-based enterprises have the potential to change the face of Nepal’s rural economy. However, complex and poorly harmonized regulatory requirements have kept many community-managed forest enterprises in a state of informality and unable to attract asset investment. An emerging second generation of community-managed forest enterprises can benefit from reductions in regulatory burdens and attract asset investments capable of overcoming current obstacles to growth.

Book excerpt: This paper identifies the essential features of the forestry economics literature emphasizing what is different about forestry and what are forestry's important features for project and program analysis. The important conclusion, is that economic tools are both available and appropriate for the analysis of a wide range of forest policy problems. The report is divided into two parts. The characteristics that received special attention in the first part are the embodiment of both productive capital and final output in any standing forest inventory, and the long time periods that often distinguish forest production. A third distinguishing characteristics is the joint production nature of many forest resource services. The second part of the paper visits seven special topics that are important to forestry and economic development: (1) timber production; (2) smallholder forest management; (3) forestry research, education, and extension; (4) tenure; (5) policy spillovers from other sectors of the economy that can substantially alter forests and forestland management; (6) non-timber multiple use values; and (7) deforestation, timber famine or its counter, sustainable forest management.
