Book excerpt: The primary goals of this project for JTO and ONR (Grant N00014-07-1-1060) were to further develop Extinction Imagers for use in the ocean environment, and to extend the capabilities into the Short Wave IR (SWIR). Extinction Imaging is a method for determining the effective extinction coefficient over an extended path using a sensor at one end of the path. It uses calibrated imagers to acquire the relative radiance of a dark target near the other the end of the path and the horizon sky in the direction of the dark target. It is completely passive and thus covert, and the hardware is robust and relatively inexpensive. It uses rigorous equations, which determine the extinction coefficient from the measured apparent contrast of the radiance of the dark target with respect to the horizon sky. The project was very successful. We found that the ocean surface could readily be used as a dark target in red and SWIR wavelengths. Both the red and the SWIR measurement results were excellent for daytime. Comparisons with standard instruments, as well as uncertainty analysis, indicated that extinction imagers provide better measurements of the atmospheric extinction losses over extended paths than other methods of which we are aware. Our secondary goals were to address the night regime, and to address slanted paths above the horizontal. Regarding night, we found that the visible sensor acquired excellent data, but the ocean surface was not a good dark target in our wavelengths. Recommendations on the handling of night are given in the report. Regarding the lines of sight above the horizon, we developed a slant path algorithm that determines beam transmittance. It performed very well. Recommendations are made regarding integration of these techniques for military applications

Book excerpt: The capability and performance of the AN/GMQ-13 Cloud Height Set, commonly referred to as the Rotating Beam Ceilometer (RBC), was reviewed. Included in the study is an assessment of its ability to meet specific requirements for automting the measurement of cloud field properties, that is, layering and cloud cover, through the application of the hierarchical clustering technique. It is concluded that a single RBC system cannot meet current stated requirements for cloud height measurement. An RBC with a 1600 ft baseline can meet the high altitude requirement but has difficulty with low ceilings that are also associated with conditions of restricted visibility. An RBC with a 400-ft baseline does well at low altitudes but is totally inadequate at high altitudes. An obvious compromise would be the deployment of two RBCS, or one projector and two receivers. The hierarchical clustering technique for the determination of cloud field properties was previously demonstrated in AFGL and AWS field tests. The resolution and accuracy to be obtained is a function of the number of ceilometers available, their orientation, and time averaging considerations.

Book excerpt: Ceiling and visibility measurements are included in an Automatic Weather Observing System (AWOS) which is intended to satisfy the needs of aviation. The performance of one ceilometer and two visibility sensors was examined to determine whether they can meet the requirements of AWOS systems. The visibility sensors employed two different principles of operation: a transmissometer and a forward-scatter meter. The sensors were field tested at Arcata CA, Sterling VA, and Otis Air National Guard Base MA. During the last portion of the field testing the sensors were interfaced to a commercially available AWOS system to verify the sensor interfaces. The results of the evaluation indicate that the laser ceilometer and the transmissometer were generally satisfactory, but that the forward-scatter meter required additional development and testing because of electronic defects in the units tested. A major goal of the study was to develop and evaluate acceptance test procedures for AWOS ceilometers and visibility sensors. Accuracy and maintenance requirements, standard reference, sensors, and test methods were examined. (Author).
