Available in PDF, EPUB and Kindle. Book excerpt: The Kurdistan region of Iraq is facing an economic and humanitarian crisis as a result of the influx of Syrian refugees which began in 2012 and internally displaced persons (IDPs) in 2014. The region's population increased by 28 percent over a short period, placing strains on the local economy, host community, and access to public services. This book provides national and regional policy makers with a technical assessment of the impact and stabilization costs needed for 2015 associated with the influx of refugees and IDPs. The stabilization cost for 2015 is estimated at US$1.4 billion in additional spending above and beyond the region's budget. This estimate could significantly increase should the crisis persist longer. The study highlights how prices and unemployment have increased, and refugees and IDPs entering the labor market are pushing wages down. A surge in violence led to supply side shocks. The ISIS crisis has had a significant effect on trade of goods and services. Transportation routes were disrupted. Foreign direct investment flows have declined and operations of foreign enterprises have been adversely affected. Disruption of public investment projects have had a negative impact on the economy. Based on the World Bank estimates, economic growth contracted by 5 percentage points in the region and the poverty rate more than doubled, rising from 3.5 percent to 8.1 percent. While the government has been responsive to addressing the needs of the displaced population up until now, more resources are needed to avert this humanitarian crisis and address the needs of the displaced population in the medium- and long-term. The report is an outcome of close collaboration between a wide spectrum of World Bank experts and regional government institutions and international partners.

Book excerpt: Kurds and their Struggle for Autonomy: Enduring Identity and Clientelism is a comprehensive study of the roots of Kurdish identity, the processes of identity formation among the Kurds, and the Kurds’ seemingly never-ending struggle for self-determination. By relying on a hybrid theoretical model of identity politics, this book offers a thorough treatment of the origins, characteristics, and evolution of Kurdish culture in general, and political culture in particular. It also examines the historical explanations and nuances of Kurdish struggles for some form of autonomy, assesses economic imperatives that shape the potentials and challenges of Kurdish social and political life, and offers a critical review of the contemporary Kurdish institutional and policy dynamics in Iraq and Syria.

Book excerpt: This monograph provides strategies to increase private-sector employment, including ways to reemploy civil-service workers in the private sector, in the Kurdistan Region - Iraq. Prepared for and at the request of the Kurdistan Regional Government (KRG), this monograph is based on a variety of research methods and analyses. These include a review of the existing literature, analyses of survey data, analysis of Kurdistan regional and Iraqi national documents and laws, and a qualitative assessment of numerous conversations with government officials and private-sector employers. The KRG can develop its private sector by removing obstacles to starting or expanding a business, by identifying sectors for which conditions are particularly favorable for private-sector growth and supporting them, and by outsourcing and privatizing some functions that the KRG currently performs. However, private-sector growth does not guarantee that civil-service workers will leave for private-sector employment. Civil-service workers will need the qualifications necessary for private-sector jobs and will have to expect that the benefits of private-sector employment outweigh the benefits of civil-service employment. At the same time, as the KRG devises methods for encouraging civil-service workers to leave for the private sector, a key challenge will be to ensure that the most productive employees stay with the KRG in order to ensure the proper functioning of government.

Book excerpt: The second scientific World Kurdish Congress was held in October 2012 at Hewler with the theme of improving the quality of life, science and culture for progress in Kurdistan. The papers presented focused on various important aspects of culture, economy, education, health, industry and political science in Kurdistan. The objective of this conference was to create a network of academicians to exchange and develop knowledge and work together with the Kurdistan Regional Government on how to further enhance the progress within the Kurdish society. This volume is a collection of 26 studies presented at the Congress and includes an introduction by the editors and a summary report of the Congress. The topics presented here are diverse, covering several areas pertinent to the current Kurdish situation. The studies are divided into ten areas: namely, agriculture and rural development; diaspora; education and research; health and quality of life; industry; information technology and e-government; infrastructure and development; language; human rights; and politics. In the last part of the volume, the organization committee provides a compilation of recommendations from the Congress to the Kurdistan Regional Government.

Book excerpt: The Kurds in Iraq by Kerim Yildiz, explores the key issues facing the Kurds in Iraq in the aftermath of the US-led invasion and chaos of the occupation. It is the most clear and up-to-date account of the problems that all political groups face in rebuilding the country, as well as exploring Kurdish links and international relations in the broader sense. It should be required reading for policy-makers and anyone interested in the current position of the Kurds in Iraq. Yildiz explores the impact of war and occupation on Iraqi Kurdistan, and in particular the crucial role of the city of Kirkuk in the post-war settlement. He also looks at how UN rifts potentially affect the Kurds; relations between Iraqi Kurds and Turkey; relations with Iran; and US policy towards the Kurds.

Book excerpt: The Iraqi Kurds have enjoyed de facto statehood in the north of Iraq for over a decade but Intra-Kurdish fighting, military incursions by Turkey and Iran and the constant threat posed by Saddam Hussein have plagued this 'democratic experiment'. In this book, Stansfield explores the development of the Kurdish political system since 1991. He examines the difficult and often violent relations between the two dominant powers, the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), and their relationship with the Kurdish Regional Government in order to understand the current state of Iraqi Kurdish politics and the operation of the state. This topical in-depth study identifies the main dynamics of Iraqi Kurdish politics, analyzes the record and potential of the 'Kurdish democratic experiment', and identifies the present and future Kurdish leaders.

Available in PDF, EPUB and Kindle. Book excerpt: The twentieth century saw dramatic changes in the once Kurd-dominated Kirkuk region of Iraq. Despite having repeatedly relied on the Kurdish population of Iraq for military support, on three occasions the United States have abandoned their supposed allies in Kirkuk. The Great Betrayal provides a political and diplomatic history of the Kirkuk region and its international relations from the 1920s to the present day. Based on first-hand interviews and previously unseen sources, it provides an accessible account of a region at the very heart of America's foreign policy priorities in the Middle East. In September 2017, Iraqi Kurdistan held an independence referendum, intended to be a starting point on negotiations with the Iraqi Government in Baghdad on the terms of a friendly divorce. Though the US, Turkey, and Iran opposed it, the referendum passed with 93% of the vote. Rather than negotiate, Iraq's Prime Minister Heider al-Abadi issued an ultimatum and then attacked the region. Iraq's Kurdish population have been abandoned, once again, by their supposed allies in the US. In this book, David L. Phillips reveals the failings of America's policies towards Kirkuk and the devastating effects of betraying an ally.

This book was released on 2023-07-07 with total page 414 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a collection of eight studies covering several areas pertinent to the current technological and banking services situation in the Kurdistan region of Iraq. The economy of the Kurdistan Region of Iraq (KRI) is mainly dependent on oil revenue. The oil export revenue constitutes more than 90% of the government’s fiscal revenue. In addition to that, the public sector plays an excessive role in the economy, with public spending to GDP being over 70% while revenue from taxation constitutes less than 30% of total revenue. As the economy is not diversified, there is a large gap between demand and supply of locally produced tradeable goods, leaving the KRI economy highly dependent on imports. Another structural challenge of the KRI economy is its dependence on cash and a weekly financial system. Although the region has witnessed extraordinary economic growth from 2008 to 2014, the growth rate decreased from 8 to 1 percent, trade and investment dropped to 5 percent, and the unemployment rate significantly increased to over 20% by the end of the year 2019. To maintain the progress of economic development, it is necessary to upgrade the country’s industrial structure in order to be able to generate more value-added products, which requires advancement in technological infrastructure to employ more sophisticated technologies. There is not much written about Kurdistan and its economy, and yet there is a comprehensive development plan and resources to be used for education, research, rehabilitation, development, and reconstruction. As such, this book would be of interest to researchers, decision-makers, governmental and non-governmental organizations, undergraduate and graduate students, and the general public with an interest in the Middle East and contemporary Kurdish issues. It is a good up-to-date handbook for policymakers and NGOs involved in the rehabilitation, reconstruction, and development of Iraq.
