Groundwater is pumped from wells to supply drinking water to about 130 million U.S. residents and is used in all 50 states. About 40 percent of the nation's public water supply and much of the water used for irrigation is provided by groundwater. Despite the importance of groundwater as one of our most precious natural resources, an organized, effective program to provide an ongoing assessment of the nation's groundwater resources does not exist. With encouragement from the U.S. Congress, the USGS is planning for a new program of regional and national scale assessment of U.S. groundwater resources, thus helping bring new order to its various groundwater resources-related activities. The Survey's senior scientists requested advice in regard to the design of such a program. In response, the committee undertook this study in support of developing an improved program relevant to regional and national assessment of groundwater resources. This report is a product of the Committee on USGS Water Resources Research, which provides consensus advice on scientific, research, and programmatic issues to the Water Resources Division (WRD) of the U.S. Geological Survey (USGS). The committee is one of the groups that work under the auspices of the Water Science and Technology Board of the National Research Council (NRC). The committee considers a variety of topics that are important scientifically and programmatically to the USGS and the nation, and it issues reports when appropriate. This report concerns the work of the WRD in science and technology relevant to assessments of groundwater resources on regional and national scales. The USGS has been conducting scientific activity relevant to groundwater resources for over 100 years and, as summarized in Appendix A, today groundwater-related work occurs throughout the WRD.

Book excerpt: Located at the interface between uplands and surface water networks, headwater wetlands act as a natural filter to improve downstream water quality and play a critical role in maintaining the ecological integrity of downstream aquatic ecosystems. Vulnerable to development pressure, as well as indirect impacts from land use and climate change, the loss and alteration of headwater wetlands has been linked to the loss of biodiversity and regional water quality declines worldwide. The overall goal of this dissertation is to address some of the challenges associated with the management and conservation of headwater wetlands in the coastal plain of Virginia including: the identification of palustrine forested wetlands in flat coastal landscapes (Chapter II); and improved understanding of the impacts of land use (Chapter III) and climate change (Chapter IV) on the hydrologic regime of headwater wetlands. First, a simple model of wetland distribution was developed by characterizing the depth to groundwater using widely available geospatial data, including surface water features and a high-resolution digital elevation model. Comparison with the National Wetland Inventory (NWI) and targeted field validation indicated that this model provides an effective approach to identify palustrine forested wetlands often unmapped by NWI. Results from this study indicate that there may be at least 37% more wetland area than is currently mapped within the study area; and that in the future, modeling approaches should be used in addition to NWI mapping to better understand the full extent and distribution of wetlands in forested areas. The impacts of land use and climate change were then investigated through field studies of headwater wetland hydrology and community composition. Potential differences in headwater wetland hydrology were evaluated through an index of hydrophytic vegetation occurrence, the wetland prevalence index (PI). Changes in PI between sapling and canopy strata, with respect to local land use, indicated that decreased forest cover was associated with a shift in plant community composition, and that increasing road density was associated with a shift towards more upland type species, while increasing agricultural cover was associated with a shift towards more wetland type species. The effects of climate change, including rising temperatures and altered precipitation patterns were evaluated by developing an empirical model of water table depth for coastal headwater wetlands. Wetland water levels were simulated under current and potential future conditions to evaluate the impact of climate change on the hydrologic regime of headwater wetlands. Based on the model scenarios applied in this study, it appears that decreasing water availability may lead to drier conditions at headwater wetlands by the end of the 21st century, with a substantial decline in minimum water levels and a 3-10% decline in average annual percent saturation. Collectively, the results of this dissertation provide practical insights for improving the conservation and management of coastal headwater wetlands. Improved understanding of the extent and distribution of previously unmapped forested wetlands can improve the capacity to monitor wetland loss and degradation. Additionally, clarifying the influence of land use and climate on the hydrologic regime of these wetlands, can help improve the capacity to forecast and then mitigate potential future impacts to wetland hydrology.

Book excerpt: Abstract: Depressional wetlands may be restored passively by disrupting prior drainage to recover original hydrology and relying on natural revegetation. Restored hydrology selects for wetland vegetation; however, depression geomorphology constrains the achievable hydroperiod, and plant communities are influenced by hydroperiod and available species pools. Such constraints can complicate assessments of restoration success. Sixteen drained depressions in South Carolina, USA, were restored experimentally by forest clearing and ditch plugging for potential crediting to a mitigation bank. Depressions were assigned to alternate revegetation methods representing desired targets of herbaceous and wet-forest communities. After five years, restoration progress and revegetation methods were evaluated. Restored hydroperiods differed among wetlands, but all sites developed diverse vegetation of native wetland species. Vegetation traits were influenced by hydroperiod and the effects of early drought, rather than by revegetation method. For mitigation banking, individual wetlands were assessed for improvement from pre-restoration condition and similarity to assigned reference type. Most wetlands met goals to increase hydroperiod, herb-species dominance, and wetland-plant composition. Fewer wetlands achieved equivalence to reference types because some vegetation targets were incompatible with depression hydroperiods and improbable without intensive management. The results illustrated a paradox in judging success when vegetation goals may be unsuited to system constraints.

The objectives of this work were to: 1) determine whether the modeled predictions were accurate by growing four tree species that represented different plant communities under the modeled hydrologies in the greenhouse, and 2) determine how different tree species adapt to saturated soil conditions. Bald cypress (Taxodium distichum), sweet bay (Magnolia virginiana), pond pine (Pinus serotina), and swamp chestnut oak (Quercus michauxii) were grown in greenhouse experiments under three hydrologic regimes: i) ponded for 100 d, ii) ponded for 15 d, and iii) unsaturated. Loamy sand and sapric materials from a restored Carolina Bay were the substrate materials used to represent mineral and organic soils. Bald cypress (representing Non-riverine Swamp Forest) adapted well to 100 d of ponding by producing lateral roots near the surface, aerenchyma tissue in roots and stem, and increasing P uptake. In organic soils ponded for 100 d, bald cypress had significantly greater height, diameter, and total biomass than all other tree species. Sweet bay (representing Bay Forest) adapted well to 100 d of ponding by producing adventitious roots on the submerged portion of the stem. Pond pine (representing Pond Pine Woodland) was intolerant to 100 d of ponded conditions and 75% of the seedlings died in the ponded experiments. Swamp chestnut oak (representing Non-riverine Wet Hardwood Forest) was intolerant to ponding and all seedlings died in ponded treatments. A rhizotron study was conducted to further observe and quantify biological, morphological, and physiological changes in two wetland tree species with differing tolerances to saturated conditions. Bald cypress and swamp chestnut oak seedlings were grown under ponded and unponded conditions for 106 d in rhizotrons containing the same soils used in the contain.
