Book excerpt: Our nation's physical infrastructure includes a variety of complex and interrelated systems that are critical components in providing for our quality of life and economic security. It includes the following sectors: aviation, roads and bridges, dams, drinking and waste water, energy, hazardous and solid waste, navigable waterways, public parks and recreation, rail, schools, security, and transit. There are many challenges with this infrastructure. To illustrate, the American Society of Civil Engineers recently graded the overall condition of our infrastructure as a "D." This indicates a drop from a "D+" four years ago. The estimated cost to repair and upgrade our infrastructure is over a trillion dollars. Given the many demands for federal resources, an effective national infrastructure strategy is essential. Ideally, this strategy would facilitate the funding of our most critical infrastructure requirements in an integrated fashion. The purpose of this paper is to evaluate our existing national infrastructure strategy. It will also offer recommended improvements based upon the recent experiences of the United States Army Corps of Engineers and the Department of Transportation within their respective sectors.

Book excerpt: Protecting the critical infrastructure and key resources (CI/KR) of the United States is essential to the Nation's security, public health and safety, economic vitality, and way of life. Attacks on CI/KR could significantly disrupt the functioning of government and business alike and produce cascading effects far beyond the targeted sector and physical location of the incident. Direct terrorist attacks and natural, manmade, or technological hazards could produce catastrophic losses in terms of human casualties, property destruction, and economic effects, as well as profound damage to public morale and confidence. Attacks using components of the Nation's CI/KR as weapons of mass destruction could have even more devastating physical and psychological consequences. The overarching goal of the National Infrastructure Protection Plan (NIPP) is as follows: Build a safer, more secure, and more resilient America by enhancing protection of the Nation's CI/KR to prevent, deter, neutralize, or mitigate the effects of deliberate efforts by terrorists to destroy, incapacitate, or exploit them; and to strengthen national preparedness, timely response, and rapid recovery in the event of an attack, natural disaster, or other emergency. The NIPP provides the unifying structure for the integration of existing and future CI/KR protection efforts into a single national program to achieve this goal. The NIPP framework will enable the prioritization of protection initiatives and investments across sectors to ensure that government and private sector resources are applied where they offer the most benefit for mitigating risk by lessening vulnerabilities, deterring threats, and minimizing the consequences of terrorist attacks and other manmade and natural disasters. The NIPP risk management framework recognizes and builds on existing protective programs and initiatives.

Book excerpt: This volume takes a fresh lookâ€"primarily from a technological perspectiveâ€"at the nation's "infrastructure": a collection of diverse modes that function as a system supporting a wide range of economic and social activities. Within an infrastructure system, operating and maintenance procedures, management practices, and development policies (i.e., the software) must work together with the facilities' hardware. This study has a strongly local perspective, drawing valuable information from workshops held in Phoenix, Cincinnati, and Boston. These workshops illustrated common elements of local experience that offer infrastructure practitioners, policymakers, and the public at large both understanding and guidance in the form of specific strategies that can lead toward "win-win" situations, where parties with potentially opposing interests seek a way to resolve infrastructure issues so that all parties gain. Local issues, combined across many regions, give infrastructure its strategic national significance. The book recommends specific principles that should be applied in national policy to support effective local infrastructure development and management.

Book excerpt: Infrastructure forms the economic backbone of modern society. It is a key determinant of economic competitiveness, social well-being and environmental sustainability. Yet infrastructure systems (energy, transport, water, waste and ICT) in advanced economies globally face serious challenges. For the first time, a leading team of researchers sets out a systematic approach to making long-term choices about national infrastructure systems. Great Britain is used as a case study to demonstrate how the methodologies and accompanying models can be effectively applied in a national infrastructure assessment. Lessons and insights for other industrialised nations and emerging economies are highlighted, demonstrating practical scenarios for delivering infrastructure services in a wide range of future socio-economic and environmental conditions. The Future of National Infrastructure provides practitioners, policy-makers, and academics with the concepts, models and tools needed to identify and test robust, sustainable, and resilient strategies for the provision of national infrastructure.

Book excerpt: According to the Dept. of Homeland Security (DHS), there are thousands of facilities in the U.S. that if destroyed by a disaster could cause casualties, econ. losses, or disruptions to national security. DHS issued the Nat. Infrastructure Protection Plan (NIPP) in June 2006 to provide the approach for integrating the nation's critical infrastructure and key resources. This report studied DHS's Jan. 2009 revisions to the NIPP in light of a debate over whether DHS has emphasized protection rather than resilience. The report discusses: (1) how the 2009 NIPP changed compared to the 2006 NIPP; and (2) how DHS addressed resiliency as part of their planning efforts. Charts and tables. This is a print on demand edition of an important, hard-to-find report.

Available in PDF, EPUB and Kindle. Book excerpt: The recent European Council Directive 114/08 requested the EU Member States to perform an assessment aimed at the identification and designation of the so-called European Critical Infrastructures (ECI). Every analysis of the results of the "first round" of identifications and designations has only taken into account the numbers of ECIs effectively designated, consequently leaving aside all of the other elements related to this important path towards a harmonized vision of the "European Security". This work, with its unprecedented approach, focuses on the elements that have maximized or frustrated the ambitious European objectives and on the issues that might have prevented the directive reaching its full potential. Furthermore, the study offers an in-depth perspective on the lessons learned - including those that can be learned from the US pre-post 9/11 CIP policies - as well as an assessment of the state of play of the Member States after the implementation of the directive, together with predictions for future challenges.

Book excerpt: External Dimension of the European Union’s Critical Infrastructure Protection Programme: From Neighboring Frameworks to Transatlantic Cooperation provides the basis, methodological framework, and first comprehensive analysis of the current state of the external dimension European Programme for Critical Infrastructure Protection. The challenges at the EU level are multidimension insofar as identifying, designating and protecting critical infrastructures with the ultimate goal of harmonizing different national policies of the Member States and creating the identity of the European Union in this arena. Modern society has become so reliant on various sectors of critical infrastructure—energy, telecommunications, transport, finance, ICT, and public services—that any disruption may lead to serious failures that impact individuals, society, and the economy. The importance of critical infrastructures grows with the industrial development of global and national communities; their interdependence and resiliency is increasingly important given security threats including terrorism, natural disaster, climate change and pandemic outbreak In the area of Critical Infrastructure Protection and Resilience, the European Union is constantly committed to setting the objectives for the Member States. At the same time, the European Commission promotes the importance of a common approach to Critical Infrastructure Protection (CIP), and ensure cooperation beyond the borders of the Union, while also cooperating with neighboring countries, including those soon willing to join the European Union. This book has been structured and written to contribute to current critical infrastructures, resilience policy development and discussions about regional and international cooperation. It serves as a reference for those countries willing to initiate cooperation and that therefore demand deeper knowledge on the security cultures and frameworks of their potential partners. Features: Provides an unprecedented analysis of the national frameworks of 14 neighboring countries of the EU, plus the United States and Canada Overcomes the language barriers to provide an overall picture of the state of play of the countries considered Outlines the shaping of national critical infrastructure protection frameworks to understanding the importance of service stability and continuity Presents guidelines to building a comprehensive and flexible normative framework Addresses the strategic and operational importance of international co-operation on critical infrastructure including efforts in CIP education and training Provides insight to institutions and decision-makers on existing policies and ways to improve the European security agenda The book explains and advocates for establishing stronger, more resilient systems to preserve functionalities at the local, national, and international levels. Security, industry, and policy experts—both practitioners and policy decision-makers—looking for answers will find the solutions they seek within this book.
