Available in PDF, EPUB and Kindle. Book excerpt: This book presents a framework for administrator peer evaluation within school districts that is already at work and succeeding. The evaluation design emphasizes results, promotes professional growth and development, models expectations for students and teachers, and meets Interstate School Leaders Licensure Consortium standards. Chapter 1 highlights the historical context for challenging the status quo of a school district and moving to a different level of professional engagement. Chapter 2 describes the genesis of a peer-evaluation concept for principals. A framework for student-based decision making is also outlined in this chapter. Chapter 3 documents the process of establishing a new format for the evaluation process. Chapter 4 contains crucial information for school districts seeking a model and describes the process of creating continuum-based principal performance and leadership standards. Chapter 5 contains a summary of progress, a view to the future, an examination of unresolved challenges, and the identification of future opportunities that will fuel efforts as the leadership role is redefined. Insights from principals' perspectives are also provided in this chapter. Appendix A contains a copy of the article, "Principals Evaluating Peers," in which the early phases of establishing the principal peer-evaluation process are described and its strengths and weaknesses identified. Available in PDF, EPUB and Kindle. Book excerpt: This book is about the practice of decision making by school principals and about ways to improve this practice by capitalizing on evaluation dimensions. Much has been written on decision making but surprisingly little on decision making in the school principalship. Much has been also written on evaluation as well as on evaluation and decision making, but not much has been written on evaluation in decision making, especially decision making in the principalship. This book presents two messages. One is that decision making in the principalship can be studied and improved and not only talked about in abstract terms. The other message is that evaluation can contribute to the understanding of decision making in the principalship and to the improvement of its practice. In this book we call for the conception of an evaluation-minded principal, a principal who has a wide perspective on the nature of evaluation and its potential benefits, a principal who is also inclined to use evaluation perceptions and techniques as part of his/her decision-making process. This book was conceived in 1985 with the idea to combine thoughts about educational administration with thoughts about educational evaluation. Studies of decision making in the principalship had already been on their way. We decided to await the findings, and in the meantime we wrote a first conceptual version of evaluation in decision making. As the studies were completed we wrote a first empirical version of same.

Available in PDF, EPUB and Kindle. Book excerpt: The basic purpose of this study was to determine the current status of principal evaluation in Illinois high school districts and to compare them with best practice as articulated by the Personnel Evaluation Standards. The six research questions that prompted this study were: (a) What is the purpose of the evaluation system set up for principals? (b) What type of criteria is used? (c) Are standards set for each of the criteria? (d) What data (instruments/evidence) are used in the process? (e) Who is involved in the evaluation process? and (f) How do the evaluation systems compare with the Personnel Evaluation Standards as articulated by the Joint Committee on Standards for Educational Evaluation? Data were collected via a written closed-choice questionnaire sent to all of the 108 high school districts in Illinois. Eighty-nine respondents submitted usable questionnaires, providing an 82% response rate. Results were analyzed in terms of size and district location (urban, suburban, and rural) using the chi-square statistic and frequencies were reported for the response categories. The following are conclusions based on the findings of this study: (a) Districts should explicitly state the purpose of their evaluation system to reflect the district's purposes, needs and context; (b) districts should examine, identify, and define their criteria and develop clear levels of performance to measure it; (c) districts should consider the use of multiple sources of data, along with the use of reliable and valid instruments; (d) procedures related to disciplinary steps and termination should be reviewed to address due process concerns; (e) districts should review Personnel Evaluation Standards to develop appropriate evaluation systems; (f) Administrator Academies and higher learning institutions may want to incorporate the use of Personnel Standards within their seminars; (g) studies should be conducted to determine the type of criteria used and the use of multiple sources of input; and (h) qualitative studies should be conducted to allow for more in-depth understanding of evaluation practices. The findings of this study should prove valuable to the Illinois State Board of Education, to districts, and to researchers as it provides the groundwork for comparisons among districts.

This book was released on 2018 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: Principals are leading schools during a time of continuous change. Society, students, and expectations are always evolving and school principals are focusing much of their work on transforming their students and schools. However, prior to the 21st century there was little attention paid to the performance evaluation of school principals. The Performance Evaluation Reform Act (PERA) enacted new law on how principals were to be evaluated in Illinois. This study researches the influence that the performance evaluation process, under the constraints of PERA, has on the transformational leadership abilities of school principals. This study also researches the influence of the evaluator-principal relationship on the principal's transformational leadership abilities. It concludes with findings that support the use of many of the practices embedded in PERA paired with the development of supportive relationships between evaluator and principal.
