Arising sometimes out of a prion philosophy, and at other times out of naive observations on actual life, there has for a long time existed the notion that mental power was a sort of entity which could be turned in any direction, to the solution of any problem. This is indicated by such phrases as, "He is a man of ability," or, "He has had good mental training," or, "He was well disciplined in college," or "He has great intellectual power," or "He is a man of deep insight," or "unusual foresight" In all these classes there is no specification of the lines in which these abilities are sharp or effective, no peculiar specification being considered in the general statement. The same is commonly heard in describing people in other realms of expression, as, "He is a man of fine feeling," or "He is very sensitive," or "He is very appreciative or full of sentiment;" or still again in another general field, "He is a man of strong will," or "of great force." From these more general affirmations concerning human character, there are numerous gradations toward the specific. For example, "He is a good reasoner," "an acute thinker, '' "a shrewd observer," or "He is a lover of the beautiful," or "is fond of history, '' or "has great courage.'' In all these it will be noticed that there is no particular line in which these capacities are said to be manifested. The question is not put: In what subjects is he an acute thinker, or of what sort of beautiful thing is he a lover, or in what phases of life is he courageous, e.g., in fighting, or in facing an audience or a woman; or of what sort of history is he fond, or in what lines is he a good observer. Again the question may be more narrowly put: He is a good mechanic, but with what tools? She is a good musician, but on what instrument? In short, does the merit consist in the mere drill given by the very fact of persistent concentration, or is there some residual value in the character of the subject-matter studied? These are questions which - theoretically, at least - are capable of something approaching an empirical and experimental solution, and whenever such a solution is feasible, mere theorizing is impertinent. I regard the appeal to the general principles of psychology with which our program begins as justified, chiefly if not wholly, by the possibility of gaining from this source a certain orientation for the entire subject. Sundry details, already in part experimentally determined, will be discust by my colleagues on the program. Let us consider the psychological question raised by the first problem mentioned: i.e., does the conscientious pursuit of any intellectual occupation result in rendering the mind more efficient in all other lines of work? The limitations of time forbid any attempt to discuss adequately the second question. We may at the outset clear the deck of certain possible grounds of misapprehension. That the higher branches of a study like algebra are both logically and psychologically dependent upon the previous mastery of their elementary features is a truism which requires no debate and ought to introduce no confusion into our deliberations. Similarly, the fact that certain studies like physics make use of material borrowed from other disciplines like mathematics is notorious, and again requires no discussion and should occasion no ambiguity. Evidently our essential problem does not have to do with the transfer from one region to another of specific information useful in two or more fields.
