Book excerpt: The OECD has faced many challenges in the last 50 years, but perhaps none as great as the current global crisis. Response to the crisis has been swift and massive. But despite some cautious optimism, the immediate future does not offer much relief. The global economic system must undergo many structural changes if we are to avoid a repetition of this scenario. The job ahead is substantial and requires great perseverance. This is a key feature of the OECD , which has consistently worked with governments with a long-term view, to address structural problems through enhanced global co-operation. The crisis has left virtually no area of policy making untouched. It has brought many long-simmering issues, such as tax evasion, income inequality, good governance and competition issues, back to the centre stage. But other substantive, medium and long-term matters, such as climate change and poverty reduction, which were at the forefront of most government agendas only one year ago, are adding to the sense of urgency. This crisis presents opportunities as well as challenges, and the OECD is seizing these opportunities to formulate policies that will lead to a stronger, cleaner, fairer world economy. Over the past year, the OECD has pressed for a "stronger" world economy through its work in areas such as regulation; governance; trade (especially Doha); investment and competition; and, of course, developing policies for sustainable growth. Work on anticorruption, corporate governance and tax evasion has sought to restore trust in globalisation by making it "cleaner". So has, literally, our work on environment and climate change, another face of "cleaner". Finally, our work on employment and social inclusion, education, health care and economic development is key to developing a "fairer", more participative world economy. The OECD is the global standard setter in many of these fields. It helps governments to determine where policy changes are needed and how governments can implement those reforms. It is not surprising that the focus of much of this year's Annual Report is on the Organisation's analysis of and response to the crisis. The OECD 's unique ability to address the complex nature of the global crisis, which affects virtually every aspect of policy making, is presented and developed in the pages that follow. We will continue working with member and non-member countries, as well as with other international organisations, to establish the basis for a better world economy.

Book excerpt: Climate change threatens to destroy gains made in poverty reduction in many developing countries. Substantial funding will be needed to help poor countries tackle climate change. This funding must be additional to pledges already made for development assistance because developing countries are not responsible for the emissions which have caused climate change and the estimated costs cannot be met from existing development assistance or national budgets. The current economic crisis could derail efforts to tackle climate change or it could provide an opportunity to chart a new "greener" growth strategy in developing. Climate change should be central to the Department for International Development's (DFID's) work in developing countries and it needs to start establishing comprehensive climate change programmes. Sustainable management of the natural resource base is vital. DFID has focussed on water resources management and it should now consider the creation of marine and forestry management strategies to ensure that these sectors can continue to contribute to economic growth, in a sustainable manner. Developed countries should ensure that actions taken to reduce emissions do not impact negatively on developing countries. Tourism and export horticulture are important contributors to poverty reduction in many poor countries and these sectors should be supported to increase their pro-poor benefits and reduce their climate change impact. There is a need for more research into low carbon options which are appropriate for poor countries and for mechanisms to facilitate knowledge and technology transfer. The Copenhagen Conference to decide the successor to the Kyoto Agreement must agree stringent emission reduction targets or increase the risk of more severe climate change impacts.

To contain that threat, the world needs to cut emissions by about 50 per cent by 2050, and to start cutting emissions now. A global agreement to take action is vital. A fair global deal will require the UK to cut emissions by at least 80 per cent below 1990 levels by 2050. In this report, the Committee on Climate Change explains why the UK should aim for an 80 per cent reduction by 2050 and how that is attainable, and then recommends the first three budgets that will define the path to 2022. But the path is attainable at manageable cost, and following it is essential if the UK is to play its fair part in avoiding the far higher costs of harmful climate change. Part 1 of the report addresses the 2050 target. The 80 per cent target should apply to the sum of all sectors of the UK economy, including international aviation and shipping. The costs to the UK from this level of emissions reduction can be made affordable - estimated at between 1-2 per cent of GDP in 2050. In part 2, the Committee sets out the first three carbon budgets covering the period 2008-22, and examines the feasible reductions possible in various sectors: decarbonising the power sector; energy use in buildings and industry; reducing domestic transport emissions; reducing emissions of non-CO2 greenhouse gases; economy wide emissions reductions to meet budgets. The third part of the report examines wider economic and social impacts from budgets including competitiveness, fuel poverty, security of supply, and differences in circumstances between the regions of the UK.

Part 1 sets out the evidence for climate change and its consequences. Part 2 describes priorities for Copenhagen. The over-riding goal of the conference must be an agreement to limit climate change to an increase in global average temperature of 2 degrees C, which means reducing global emissions by at least 50 per cent on 1990 levels by 2050. Measures must be put in place now to ensure that emissions start to fall within the next decade. Developed countries must lead, with an 80 per cent reduction in emissions by 2050. Developing countries will need to take action to put themselves on a low carbon development pathway. The agreement must address all major sources of emission, including aviation, shipping and deforestation. Tackling deforestation is vital and the Government wants at least a 50 per cent reduction in deforestation by 2020 and a halt to global forest loss by 2030. The development of a carbon market would encourage efficient emissions reduction and provide large flows of money to support developing countries. The poorest and most vulnerable countries must get financial support to help adaptation to climate change and creating the financial means of support is a priority. Developing and deploying technology to tackle causes and effects of climate change is essential. The agreement must be legally binding with robust monitoring, reporting and verification arrangements. International institutions - either reformed or expanded existing ones or newly-created bodies - must be capable of implementing a deal quickly and at sufficient scale. The paper concludes with a description of action being taken in the UK to contribute to the global effort.
