Book excerpt: High-occupancy vehicle (HOV) lanes have evolved as an important transportation supply management strategy for reducing peak-period traffic congestion in many urban areas. In HOV lane planning initiatives, accurate estimation of the travel time differentials between HOV Lanes and the adjacent general-purpose (GP) lanes is crucial in projecting the potential mode shift from solo driving to high-occupancy vehicles. Microsimulation-based operational analysis of traffic provides a promising approach to compute these travel time differentials more efficiently. In addition, microsimulation-based analysis provides the opportunity to evaluate the impacts of HOV lane implementation at a more disaggregate, section-by-section, basis in a corridor. In this research project, an HOV lane treatment plan for Highway 401 in Toronto was developed using the above approach based on a comparative operational analysis of three improvement scenarios. The research results showed the usefulness of microsimulation for evaluating HOV lane improvement options for large freeways on a section-by-section basis.

Book excerpt: This thesis focuses on the operational analysis, evaluation, and comparison between freeways with limited access HOV (High Occupancy Vehicle) lanes and those with continuous access HOV lanes. The study site is the SR-55 and SR-57 freeways in Orange County, California, which are managed by Caltrans District 12. The study focuses on a comparison of before and after volume-occupancy traffic-flow fundamental diagrams and the parameters derived from these diagrams. Determining critical occupancy and critical volume--both of which have heretofore been subjective due to noisy data and subject to traffic engineers' experience--is crucial to this analysis. To both remove the data collection labor and subjectivity associate with quantifying critical occupancy and volume, a Bayesian approach is proposed to develop a tool to systematically find the critical occupancy and critical volume by Markov chain Monte Carlo methods combined with piecewise linear regression. This research found two main results. First, freeway's performance after conversion from limited-access HOV facility to continuous-access HOV facility is uncertain. For the two study sites, SR-55 performed better, but SR-57 performed worse after conversion. Second, a common characteristic for the continuous-access HOV facility is that the shockwave speed became faster with conversion, which may cause the slow-down area in the upstream to be more extensive.

The only HOV facility in operation in Dallas as of the end of 1994 was on the East R.L. Thornton Freeway (I-30E). This research report provides an analysis of data related to the 1) operation of the HOV lanes; 2) operation of the freeway mainlanes; 3) combined HOV lane and freeway data; and 4) data relating to transit usage and operations. Both a "before" and "after" trendline analysis (where applicable) and a comparison to control freeways are used as a means of assessing the impacts of the HOV facilities. As of December 1994, 102.4 kilometers (63.6 miles) of barrier-separated HOV facilities were in operation in Houston, while 8.4 kilometers (5.2 miles) were in operation in Dallas. Approximately 76,000 daily person trips are served on the Houston HOV lane system. Sixty-four percent of total person trips on the Houston HOV lanes are being served by carpools and vanpools, with the remaining 36 percent being served by buses. The East R.L. Thornton HOV lane in Dallas serves approximately 13,000 daily person trips. Sixty-five percent of these trips are being served by carpools and vanpools, with the remaining 35 percent being served by buses
