Book excerpt: The Commission to Improve Minority Education (CIME) was established in 1990 to address problems hindering the education of ethnic minorities at community colleges. This report features the CIME action agenda for the national community college system for improving recruitment, retention and transfer rates of minority students. Part I features a prefatory message from the Commission, while part II includes a foreword from the Commission chair. Part III, "The Challenge that Words Alone Cannot Solve," is divided into five sections: (1) "The Nation's Community Colleges: Shouldering the Challenge," highlighting the role of the community colleges in providing access to education for minorities; (2) "Mandate for a Community College Action Agenda," detailing the foundations of the agenda in terms of the needs for improving minority opportunities; (3) "Making the Commitment: It's in Our Best Interest," describing the benefits of diversity for educational systems, public officials, and the business sector; (4) "In Support of Recommendations Made by Other National Organizations," acknowledging important statements on minority education by other organizations; and (5) "The Time for Community College Action is Now," stressing the importance of immediate action. The Minority Achievement Program (MAP) provided grants to selected colleges to test a range of programs and services to help certain student groups succeed in achieving their educational goals. Descriptions of 10 selected projects are provided, along with information on the school's enrollment and the amount of the award, which ranged from $2,145 to $9,000. Information is also provided on the purpose and findings of an evaluation of MAP. The evaluator, Herman Blake, considered common elements that led to success/failure of the MAP-funded activities, and based on individual projects offered conclusions on how colleges can best address minority students' needs. Four conditions that significantly affected project outcomes were identified: institutional commitment, program leadership, program conceptualization, and faculty involvement. In addition, these criteria were applied in evaluating the 10 selected projects. Six of the 10 projects were strong in all four areas. The other four projects, which had weaknesses in one or more of the four critical areas, were determined to have less successful outcomes. Recommendations for campuses and funding agencies are included. (SW)

Book excerpt: The underrepresentation of African American, Hispanic, and Native American students in Science, Technology, Engineering, and Math (STEM) fields is well documented. In response, educators and policymakers have designed programs and initiatives to enlarge the pipeline of underrepresented minorities (URMs) in the sciences. One such program funded by the National Institute of General Medical Sciences' (NIGMS) is Minority Opportunities in Research (MORE). MORE programs can be characterized as research and student development opportunities offered to URMs to promote participation in and the pursuit of biomedical research and graduate studies, namely the attainment of doctoral degrees. Through the quantitative analysis of the MORE R.E.S.U.L.T.S. database and program literature, this dissertation investigates the effectiveness of MORE programs at California State University Los Angeles, New Mexico State University, and San Francisco State University. The categories of data gleaned from the study include the following: (a) a description of the characteristics of participating students, (b) an assessment of student perceptions/quality ratings of intervention program components, and (c) identification of predictors of achievement/educational attainment/persistence.
