To facilitate the rebalancing of the economy it is vital the air links to Great Britain, mainland Europe and the rest of the world are robust. The Committee identified in this report several hurdles to overcome. Air Passenger Duty (APD)-despite the APD on direct long-haul flights being reduced to zero, this does not assist the 98.5 per cent of passengers who travel from NI airports on short haul flights. Ways to reduce or, preferably, abolish APD on all flights into NI from GB and on all direct flights from Northern Ireland to any destination should be explored.Connectivity-air links to hub airports, particularly Heathrow, must be, at least, maintained at the current level, and further routes should be actively sought. Airports Commission review-the review is being carried out by the Airports Commission into options to maintain the UK's status as an international hub for aviation. As this report is not due until 2015 and the delay as to the future airport configuration and capacity in the South East of England is causing concern among the business community in Northern Ireland. The Committee urged the Government to expedite the review and its decision, as soon as possible given its importance to Northern Ireland's international connectivity. Internal access to Northern Ireland's airports-road and rail links to all three of NI'sairports must be improved. Visas-there should be introduced between the UK and Irish Government, a shared visit visa for the UK and the Republic of Ireland, as the current cost of two visas deters both business and leisure travellers from visiting both jurisdictions on a single visit.

Book excerpt: In this report the Transport Committee reject calls for a new hub airport east of London and urges the expansion of Heathrow where a third runway is long overdue. Building an entirely new hub airport east of London could not be done without huge public investment in new ground transport infrastructure, and there could be a substantial impact on wildlife habitat in the Thames estuary. The viability of an estuary hub airport would also require the closure of Heathrow - a course of action that would have unacceptable consequences. Adding new runways to expand a number of other existing airports will not, on its own, provide a long-term solution to the hub capacity problem. The report also rejects the notion of linking existing airports by high-speed rail to form a split-hub; the outcome from this would be highly uncompetitive in terms of passenger transfer times compared to competitor hubs overseas. Other recommendations cover: compensation for people affected by noise from expansion at Heathrow; a national strategy to improve road and rail access to major UK airports; ensure that the High Speed 2 (HS2) rail network serves Heathrow and develop dedicated rail services to serve Gatwick and Stansted; study how far Air Passenger Duty impacts on the UK economy; carry out an objective analysis of the impacts of introducing differential rates of Air Passenger Duty; promotion of airports in regions outside the south east and introduce an APD tax holiday for a 12-month trial period for new services from them.

Chapters focus on the following: the strategic framework; the environmental impacts; the air transport sector. It also looks at individual regions and the impact for them, including: Scotland, Wales and Northern Ireland, also the North of England, the Midlands, the South West and finally the South East. The framework itself can be used by public bodies, air operators and airlines for future planning applications. It also sets out the Government and devolved administrations' conclusions on the case for future airport expansion, taking into account the large consultation exercise of over half million respondents. This paper provides reasons why airport capacity should be expanded, but recommends a balanced approach to the issue. Among the reasons are: the economic importance of air travel for the country’s economy and the increased desire amongst the population for foreign travel, which should be balanced against minimizing, where possible the environmental effects to an area where airports are situated. These are some of the main cases for future development following a full environmental assessment: for Scotland: an additional runway at Edinburgh Airport; substantial terminal development at Glasgow Airport. For Wales: further terminal development needed at Cardiff airport. For Northern Ireland: development of increased capacity at Belfast. For the North of England: additional terminal capacity provided at Manchester Airport and development of increased capacity at Liverpool John Lennon Airport. For the Midlands: additional runway for Birmingham. For South West England: expansion of Bristol Airport. For South East England: a new runway at Stansted; further development of Heathrow supported, including a further runway and additional terminal capacity. Some options though are not to be followed through, including: two new runways at Gatwick, a development of a second runway at Luton, and a new airport at Cliffe, a new airport of central Scotland, and a new airport at Rugby.
