Book excerpt: An illuminating look at how Philadelphia's antebellum free Black community defended themselves against kidnappings and how this "street diplomacy" forced Pennsylvanians to confront the politics of slavery. As the most southern of northern cities in a state that bordered three slave states, antebellum Philadelphia maintained a long tradition of both abolitionism and fugitive slave activity. Although Philadelphia's Black community lived in a free city in a free state, they faced constant threats to their personal safety and freedom. Enslavers, kidnappers, and slave catchers prowled the streets of Philadelphia in search of potential victims, violent anti-Black riots erupted in the city, and white politicians legislated to undermine Black freedom. In Street Diplomacy, Elliott Drago illustrates how the political and physical conflicts that arose over fugitive slave removals and the kidnappings of free Black people forced Philadelphians to confront the politics of slavery. Pennsylvania was legally a free state, at the street level and in the lived experience of its Black citizens, but Pennsylvania was closer to a slave state due to porous borders and the complicity of white officials. Legal contests between slavery and freedom at the local level triggered legislative processes at the state and national level, which underscored the inability of white politicians to resolve the paradoxes of what it meant for a Black American to inhabit a free state within a slave society. Piecing together fragmentary source material from archives, correspondence, genealogies, and newspapers, Drago examines these conflicts in Philadelphia from 1820 to 1850. Studying these timely struggles over race, politics, enslavement, and freedom in Philadelphia will encourage scholars to reexamine how Black freedom was not secure in Pennsylvania or in the wider United States.

Available in PDF, EPUB and Kindle. Book excerpt: Contrary to popular perception, slavery persisted in the North well into the nineteenth century. This was especially the case in New Jersey, the last northern state to pass an abolition statute, in 1804. Because of the nature of the law, which freed children born to enslaved mothers only after they had served their mother's master for more than two decades, slavery continued in New Jersey through the Civil War. Passage of the Thirteenth Amendment in 1865 finally destroyed its last vestiges. The Ragged Road to Abolition chronicles the experiences of slaves and free blacks, as well as abolitionists and slaveholders, during slavery's slow northern death. Abolition in New Jersey during the American Revolution was a contested battle, in which constant economic devastation and fears of freed blacks overrunning the state government limited their ability to gain freedom. New Jersey's gradual abolition law kept at least a quarter of the state's black population in some degree of bondage until the 1830s. The sustained presence of slavery limited African American community formation and forced Jersey blacks to structure their households around multiple gradations of freedom while allowing New Jersey slaveholders to participate in the interstate slave trade until the 1850s. Slavery's persistence dulled white understanding of the meaning of black freedom and helped whites to associate "black" with "slave," enabling the further marginalization of New Jersey's growing free black population. By demonstrating how deeply slavery influenced the political, economic, and social life of blacks and whites in New Jersey, this illuminating study shatters the perceived easy dichotomies between North and South or free states and slave states at the onset of the Civil War.

Available in PDF, EPUB and Kindle. Book excerpt: Pennsylvania contained the largest concentration of early America’s abolitionist leaders and organizations, making it a necessary and illustrative stage from which to understand how national conversations about the place of free blacks in early America originated and evolved, and, importantly, the role that colonization—supporting the emigration of free and emancipated blacks to Africa—played in national and international antislavery movements. Beverly C. Tomek’s meticulous exploration of the archives of the American Colonization Society, Pennsylvania’s abolitionist societies, and colonizationist leaders (both black and white) enables her to boldly and innovatively demonstrate that, in Philadelphia at least, the American Colonization Society often worked closely with other antislavery groups to further the goals of the abolitionist movement. In Colonization and Its Discontents, Tomek brings a much-needed examination of the complexity of the colonization movement by describing in depth the difference between those who supported colonization for political and social reasons and those who supported it for religious and humanitarian reasons. Finally, she puts the black perspective on emigration into the broader picture instead of treating black nationalism as an isolated phenomenon and examines its role in influencing the black abolitionist agenda.
