Troppo spesso però, l'attività quotidiana non concede tempo per ragionamenti di cornice che, in ogni caso, dovrebbero sottostare alle scelte e agli indirizzi che guidano tale attività. È cosí che prevale la rapidità di giudizio e la capacità d'intuizione dell'amministratore, lasciando ad altri la possibilità di discettare di argomenti teorici che non sempre trovano attuazione nella pratica politico-amministrativa. D'altra parte, processi di riforma e riorganizzazione del sistema realizzati per parti, senza una visione d'insieme e con il solo obiettivo del contenimento dei costi, da un lato possono indebolire la tenuta complessiva del sistema e dall'altro, paradossalmente, possono determinare un aumento dei costi medesimi. In questo libro viene descritta un'ipotesi di governance del sistema istituzionale territoriale che non segue l'attuale procedere degli eventi ma che si sviluppa a partire da una visione non ortodossa. Attraverso tale modello viene ricercato il punto di sintesi tra l'esigenza di promuovere processi di liberalizzazione, di semplificazione di sistema e il necessario protagonismo pubblico ai fini dell'equità, della competitività sistemica e dello sviluppo del mercato.

If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
