Book excerpt: To achieve lasting security in the Arabian Gulf region, U.S. policy, though currently focused on Iraq, must engage Saudi Arabia and Iran with all of its instruments of national power to encourage the spread of democracy within the region. Iraq, Saudi Arabia, and Iran are the three regional powers along the Persian Gulf. The Gulf region is important to the United States because of its resources, strategic geography, potential for crises and instability, and centrality to the Muslim religion. The endstate of U.S. policy in the Persian Gulf should be lasting peace and security, both of which can be encouraged by the spread of democracy. "Democracy" need not mean a carbon copy of that practiced by Western Europe or America. But it does mean governments that are representative, adhere to the rule of law, and protect the rights of minorities. Iraq, as an emerging democracy, has the potential to be a regional leader. An American presence in Iraq will need to continue for the distant future to meet Iraq's security needs and to provide U.S. forces access to the region. Iraq is a fundamental component of American foreign policy because it demonstrates America's commitment to freedom and security in the region. Saudi Arabia is a long-time partner of the United States in the Gulf and in the Global War on Terrorism. The U.S. Government has little desire to see the Saudi regime removed from power. American engagement with Saudi Arabia must focus on economic development, government reform, and respect for human rights. Iran is an important and complex part of U.S. policy in the Gulf. Its regime seeks hegemony in the region at America's expense by exploiting its mineral wealth, limiting access to the Gulf, attempting to foil America's efforts in Iraq, and through nuclear proliferation. The policy options for America towards the Iranian regime boil down to three things: regime change, containment, and engagement.

The objective of dual containment is to isolate these regimes politically, economically, and militarily. This paper evaluates recent American policy directed toward the region in order to place the policy of dual containment in perspective. The paper contains a review of the policy of dual containment itself by examining the writings of the authors of the policy. The debate that has surrounded the policy of dual containment is summarized. In conclusion, the paper offers three possible policy options for the future, provides some predictions of the near term future for the region, and closes with a policy recommendation. The paper concludes that dual containment is a sustainable policy for the region. In the long term, however, it is argued that the interest of the United States would be better served if a policy of incremental engagement toward Iran and Iraq was initiated. This policy option should begin with economic engagement leading eventually to restoring diplomatic relations. For this to become a reality, the regimes in Iran and Iraq need to demonstrate the desire and ability to accept the standards of behavior as established by the community of nations.

It discusses both the merits and problems inherent in dual containment, as well as the impact of this policy on its two intended recipients. The findings of this research conclude that dual containment is a sustainable policy in the near term and ensures that US vital national interests in the region are not challenged. Book excerpt: Since May 2019, U.S.-Iran tensions have heightened significantly, especially since U.S. military forces killed Qasem Soleimani, the commander of the Iran's Islamic Revolutionary Guard CorpsQuds Force (IRGC-QF) and one of Iran's most important military commanders, in a U.S. airstrike in Baghdad on January 2, 2020. The Trump Administration, following its 2018 withdrawal from the 2015 multilateral nuclear agreement with Iran (Joint Comprehensive Plan of Action, JCPOA), has taken several steps in its campaign of applying "maximum pressure" on Iran. Iran and Iran-linked forces have attacked and seized commercial ships, caused destruction of some critical infrastructure in the Arab states of the Persian Gulf, and posed threats to U.S. forces and interests, including downing a U.S. unmanned aerial vehicle. Iran has reduced its compliance with the provisions of the JCPOA. The Administration has been deploying additional military assets to the region to try to deter future Iranian actions. President Donald Trump has said he wants a diplomatic solution that would not only ease tensions but resolve broader disputes with Iran, centered on a revised JCPOA that encompasses not only nuclear issues but also Iran's ballistic missile program and Iran's support for regional armed factions. High-ranking officials from several countries have sought to mediate to try to de-escalate U.S.-Iran tensions by encouraging direct talks between Iranian and U.S. leaders. President Trump has stated that he welcomes talks with Iranian President Hassan Rouhani without preconditions, but no direct talks have been known to take place to date or are scheduled. The U.S.-Iran tensions have the potential to escalate into significant conflict in the wake of Soleimani's killing. Iran's materiel support for armed factions throughout the region, including its provision of short-range ballistic missiles to these factions, and Iran's network of agents in Europe, Latin America, and elsewhere, give Iran the potential to expand confrontation into areas where U.S. response options might be limited. The United States military has the capability to undertake a range of options against Iran, both against Iran directly and against its regional allies and proxies. A September 14, 2019, attack on critical energy infrastructure in Saudi Arabia demonstrated that Iran and/or its allies have the capability to cause significant damage to U.S. allies and to U.S. regional and global economic and strategic interests, and raised questions about the effectiveness of U.S. defense relations with the Gulf states in preventing future such Iranian attacks. Members of Congress have received additional information from the Administration about the causes of the U.S.-Iran tensions and Administration responses. They have responded in a number of ways; some Members have sought to pass legislation requiring congressional approval for any decision by the President to take military action against Iran.
