Book excerpt: Excerpt from American Police Administration: A Handbook on Police Organization, and Methods of Administration, in American Cities American police administration should not be confused with a manual on police practice and procedure. Administration relates to the organization, super vision and control of processes of police work; police practice and procedure relate to the actual doing of daily routine work. This study has been pursued with a full under 1 standing of the proper limitations of a treatise on the principles of administration. One of the chief sources of this work has been the material gathered and developed by the New York Bureau of Municipal Research during the course of some thirteen years devoted to the study of the problems of police administration and to the making of administrative surveys in many of the large cities of the United States. Mr. Graper has refined this wealth of raw material and that found in police reports, state laws and city charters, and through comparisons and selection has been able to set forth the best practices prevailing in police administration. This handbook will be useful to the superior police officer who is charged with the task of management and to those members of the rank and file who would aspire to fit themselves for higher administrative posts. Available in PDF, EPUB and Kindle. Book excerpt: As figureheads of the most visible segment of criminal justice, today’s police administrators are forced to tackle challenges never faced by their predecessors. Heightened local and global threats, advanced technologies, and increased demands for procedural transparency require new levels of flexibility, innovative thinking, and the ability to foster and maintain relationships within the community. It is more crucial than ever to recruit and retain capable leaders to guide law enforcement agencies at this pivotal time in history. Covering areas such as leadership in policing, use of force, and understanding how the law shapes police practice, Handbook of Police Administration examines the key topics that must be considered by law enforcement professionals. Recognizing that police leaders need the skills and traits of a politician, accountant, attorney, field lieutenant, and futurist, the authors cover a variety of contemporary issues surrounding police administration and management. Divided into five thematic sections, it considers the legal aspects of overseeing a public sector organization, as well as how research, technology, and training can assist modern police leaders in performing their duties more effectively and efficiently. The book covers problematic issues such as officers accepting gratuities, undercover work, and the time criteria required for promotional consideration. It concludes with a chapter comparing administrative issues in Australia with many of the subjects previously addressed with regard to U.S. protocol. Using a range of perspective, differing viewpoints, and controversial issues, Handbook of Police Administration provides a springboard to stimulate discussion at the cutting-edge of debate in the dynamic field of policing.

Book excerpt: This national best-selling text examines police administration from multiple perspectives: a systems perspective (emphasizing the interrelatedness among units and organizations); a traditional, structural perspective (administrative principles, management functions, and the importance of written guidelines); a human behavioral perspective (the human element in organizations); and a strategic management perspective (communications and information systems, performance evaluation, strategies and tactics, and prevailing and promising approaches to increasing effectiveness of police agencies). Coverage of management functions and organizational principles is streamlined while providing a stronger emphasis on diversity principles and on developing police agencies as learning organizations. A concluding chapter covers contemporary issues, including community engagement, collaboration, globalization, racial profiling, mass media, cybercrime, terrorism and homeland security. Case studies based on real-life events invite students to practice managing the conflicting circumstances, and Modern policing blog posts offer news and developments in the policing world.

Available in PDF, EPUB and Kindle. Book excerpt: This book is about police and police reform and about a movement called "problem-oriented policing," which is sweeping the country. The problem-oriented approach has been labeled "a philosophical revolution" and "the cutting edge of policing" (Malcolm, 1989). Two observers, Wilson and Kelling (1989), have written that the approach "con stitutes the beginning of the most significant redefinition of police work in the past half century" (p. 48). Such an esteemed development matters, and one expects knowledgeable persons to observe it and think about it. Our mission in this book is different from that of some observers, those concerned with management practice and philosophy. Ours is a more person-centered book, which views the problem-oriented move ment from the trenches where battles, not wars, are waged. We are concerned with what an erstwhile colleague of ours dubbed the "nitty gritty" and what others have called the "human equation." This is so because the core of our interest is on the experience of being problem oriented and how one engenders this experience. Coincidentally, such grass roots analysis happens to fit problem-oriented policing, which delegates thinking and planning to those on the frontlines. In the battles won by problem-oriented policing, ordinary police officers become generals or, at least, strategists of policing. The jobs that such men and women do are expanded, and we shall center on this expansion of the job.

This book was released on 2023-09-15 with total page 263 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book untangles the components of police education and advocates a robust community-based training model with significant civilian oversight. The recommended approach recognizes that the citizenry needs to be included in the provision of basic police education, for it is they who must both support and be served by their police. The police must be role models for society, demonstrating that freedom and rights come with obligations, both to the community as a whole and to individuals in need within that community. Ultimately, the quality of police training and the public’s safety depend not only on the leadership of police executives as well as the quality of educational institutions and police candidates but also on the building of a community’s trust in its police. The issues of police recruitment, education, and retention have greater consequence in an era when protests and other signs of negativity surround law enforcement. Several incidents, including, most notably, George Floyd’s murder by police, have sparked new training initiatives regarding police de-escalation and community engagement. At the same time, the proliferation of gun violence and a contentious political climate have led some officers to refrain from undertaking proactive types of policing. In this context, reform of the police education system is urgent. This book examines police training at all levels of government—local, regional, state, and federal. In addition, citizen participation programs, including the role of the media and programs for furthering law-related education (LRE), are highlighted. The proposed police education model recognizes that ordinary members of the American public need to contribute to the provision of basic police education, for it is they who must both support and be served by their police. The focus is on teaching a "guardian style" of policing at the local level. Police education would combine higher education, necessary practical proficiencies, and intensive field experiences through a gradual level of greater responsibility—likely extending over a 2-plus-year period for trainees with less than a year of previous college credits. This book will be of interest to a wide range of audiences such as law enforcement professionals and trainers, including those in executive development programs in police departments; community leaders, scholars, and policy experts who specialize in policing; concerned citizens; and students of criminal justice, especially those interested in police organization and management, criminal justice policy, and the historical development of police.
