Book excerpt: American Inquisitors is one of the small gems among Walter Lippmann's larger books. Written in response to the trials of John Scopes and William McAndrew in 1925 and 1927, this volume contains a succinct analysis of a basic problem of democracy: the conflict between intellectual freedom and majority rule. In both cases, the state, acting in the name of popular sovereignty, sought to suppress teaching that was contrary to the tenets of religious fundamentalism and patriotic tradition. In distilling the arguments surrounding both trials, Lippmann sounds a warning against the tyranny of the majority and challenges people to rethink their theories of liberty and democracy.American Inquisitors consists of five related dialogues, each exploring a different dilemma at the heart of democratic political theory. The first two establish the principles of majority rule and freedom of the mind in the persons of William Jennings Bryan and Thomas Jefferson, with Socrates urging a reexamination of all principles..These dialogues debate the will and the rational capacity of the people to rule and demonstrate the relative nature of freedom in democratic society.The third and fourth dialogues set a fundamentalist against a modernist and an Americanist against a scholar. Lippmann resists easy stereotyping and puts challenging insights and plausible arguments into the mouths of all the parties. These dialogues ask whether commitment to community comes before intellectual inquiry, 'or whether the search for truth precedes identity. The final dialogue, between Socrates and a conscientious teacher, attempts to define the mission of teaching and determine when and how to face the consequences of truth. Lippmann concludes that the program of liberty is to deprive the sovereign of absolute and arbitrary rule. Taken as a whole, the dialogues constitute an essential consistency within Lippmann's political thought, and delineate a recurring problem hi American politcal culture. American Inquisitors will be of special interest to political scientists, historians, sociologists, and American studies specialists.

Starting in the 1920s, various immigrant groups--the Irish, the Germans, the Italians, even the newly arrived Eastern European Jews--urged school systems and textbook publishers to include their stories in the teaching of American history. The civil rights movement of the 1960s and '70s brought similar criticism of the white version of American history, and in the end, textbooks and curricula have offered a more inclusive account of American progress in freedom and justice. Book excerpt: The Holy Office of the Inquisition (a royal tribunal that addressed issues of heresy and offenses to morality) was established in Peru in 1570 and operated there until 1820. In this book, Ana E. Schaposchnik provides a deeply researched history of the Inquisition’s Lima Tribunal, focusing in particular on the cases of persons put under trial for crypto-Judaism in Lima during the 1600s. Delving deeply into the records of the Lima Tribunal, Schaposchnik brings to light the experiences and perspectives of the prisoners in the cells and torture chambers, as well as the regulations and institutional procedures of the inquisitors. She looks closely at how the lives of the accused—and in some cases the circumstances of their deaths—were shaped by actions of the Inquisition on both sides of the Atlantic. She explores the prisoners’ lives before and after their incarcerations and reveals the variety and character of prisoners’ religiosity, as portrayed in the Inquisition’s own sources. She also uncovers individual and collective strategies of the prisoners and their supporters to stall trials, confuse tribunal members, and attempt to ameliorate or at least delay the most extreme effects of the trial of faith. The Lima Inquisition also includes a detailed analysis of the 1639 Auto General de Fe ceremony of public penance and execution, tracing the agendas of individual inquisitors, the transition that occurred when punishment and surveillance were brought out of hidden dungeons and into public spaces, and the exposure of the condemned and their plight to an avid and awestricken audience. Schaposchnik contends that the Lima Tribunal’s goal, more than volume or frequency in punishing heretics, was to discipline and shape culture in Peru.

In the United States, federal prosecutors enjoy a degree of power unmatched elsewhere in the world. They are free to investigate and prosecute—or decline to prosecute—criminal cases without significant oversight. And yet, no statute grants them these powers; their role is not mentioned in the Constitution. How did they obtain this power, and are they truly independent from the political process? In Constitutional Inquisitors, Scott Ingram answers these questions by tracing the origins and development of federal criminal law enforcement. In the first book to examine the development of the federal law enforcement apparatus in the earliest part of the early republic, Ingram explains how federal prosecutors' roles began as an afterthought but quickly evolved into powerful political positions.
