Book excerpt: This volume seeks to contribute to an interdisciplinary, comparative, and historical study of Western welfare states. It attempts to link their historical dynamics and contemporary problems in an international perspective. Building on collaboration between European-and American-based research groups, the editors have coordinated contributions by economists, political scientists, sociologists, and historians. The developments they analyze cover a time span from the initiation of modern national social policies at the end of the nineteenth century to the present. The experiences of all the presently existing Western European systems except Spain and Portugal are systematically encompassed, with comparisons developed selectively with the experiences of the United States and Canada. The development of the social security systems, of public expenditures!and taxation, of public education and educational opportunities, and of income inequality are described, compared, and analyzed for varying groupings of the Western European and North American nations. This volume addresses itself mainly to two audiences. The first includes all students of policy problems of the welfare states who seek to gain a comparative perspective and historical understanding. A second group may be more interested in the theory and empirical analysis of long-term societal developments. In this context, the growth of the welfare states ranges as a major departure, along with the development of national states and capitalist economies. The welfare state is interpreted as a general phenomenon of modernization, as a product of the increasing differentiation and the growing size of societies on the one hand, and of processes of social and political mobilization on the other. It is an important element of the structural convergence of modern societies -- by its mere weight in all countries -- and at the same time a source of divergence by the variations within its institutional structure.

Or do they regard the newcomers as undeserving and their claim for welfare rights as unjustified? These questions are at the heart of what has to become known as the 'New Progressive Dilemma' debate — and the predominant answers given to them are rather pessimistic. Pointing to the experiences of the US, where a multi-racial society in combination with a longstanding history of immigration encounters very limited welfare provision, many Europeans fear that the continent's new immigrant-based heterogeneity may push it toward more American levels of redistribution. But are the conflictual US experiences really resembled in the European context? Immigration and Welfare State Retrenchment addresses this question by connecting the New Progressive Dilemma debate with comparative welfare state and party research in order to analyse the role ethnic diversity plays for welfare reforms in the US and Europe. Whereas the combination of racial patterns and party politics had and still has serious consequences for the US welfare system, the general message of the book is that these are not resembled in the Western European context. While many Europeans are very critical of immigration and willing to ban immigrants from welfare benefits, both the institutional design of European welfare programs and the economically divided anti-immigrant movement prevent immigration concerns from translating into actual retrenchment in the core areas of welfare.

War and Welfare examines the legacy of the 'warfare state' and reveals how it paved the path for the welfare state in ensuing decades. Jytte Klausen shows how the institutional marks made by World War II were critical to capitalist reform after the war. She argues that the warfare state was a gift to the European Left, and asserts that state-expansion and the changing domestic order during the war, in most countries regardless of their stances, anticipated the welfare state. When the war ended in 1945, the reconstruction process rested on piecemeal decisions to remove or retain war-time controls over the economy, ranging from state cartels to wage fixing. Klausen argues that the welfare state ratified prior changes in state-society relations and represented a continuation of institutional development undertaken during the war years. Meticulously researched and cogently argued, War and Welfare offers a different angle on the conception and construction of the welfare state, and lends insights into what may lie ahead in the future.
