Available in PDF, EPUB and Kindle. Book excerpt: The United States-Australia alliance has been an important component of the US-led system of alliances that has underpinned regional security in the Indo-Pacific since 1945. However, recent geostrategic developments, in particular the rise of the People’s Republic of China, have posed significant challenges to this US-led regional order. In turn, the growing strategic competition between these two great powers has generated challenges to the longstanding US-Australia alliance. Both the US and Australia are confronting a changing strategic environment, and, as a result, the alliance needs to respond to the challenges that they face. The US needs to understand the challenges and risks to this vital relationship, which is growing in importance, and take steps to manage it. On its part, Australia must clearly identify its core common interests with the US and start exploring what more it needs to do to attain its stated policy preferences. This book consists of chapters exploring US and Australian perspectives of the Indo-Pacific, the evolution of Australia-US strategic and defence cooperation, and the future of the relationship. Written by a joint US-Australia team, the volume is aimed at academics, analysts, students, and the security and business communities.

The US is commonly thought of as the world's great purveyor of liberal values and the rule of law, and as a powerful friend indispensable to Australian security. In The US Lobby and Australian Defence Policy Vince Scappatura demonstrates how these conceptions are underpinned by the work of the Australian American Leadership Dialogue, Australia's most important, private, pro-US lobby group. As the inner workings of this lobby are unveiled for the first time, Scappatura also discusses the considerable costs to Australia of its strong military ties to the US, draws into question notions of "benign" US power, and demonstrates that suggestions of the US keeping Australia safe from invasion are flatly wrong. For Australia's national security elite, other considerations, to do with power and wealth and spreading political influence, are to the fore...

Book excerpt: Since 1940, when an Australian legation was established in Washington DC, Australian governments have expected much from their representatives in the American capital. This book brings together expert analyses of those who have served as heads of mission and of the challenges they have faced. Ranging beyond conventional studies of the Australian–United States relationship, it provides insights into the dynamics between Australian and US policymakers and into the culture of one of Australia’s oldest and most important overseas missions. It provides an appreciation of the importance of the embassy and the head of mission in Washington in mediating the relationship between Australia and the United States and of their role in managing expectations in Canberra and Washington. Australia Goes to Washington also sheds new light on personal trials and achievements at the coalface of Australian–United States relations.

Available in PDF, EPUB and Kindle. Book excerpt: In the early 1970s, two titans of Australian and American politics, Prime Minister Gough Whitlam and President Richard Nixon, clashed over the end of the Vietnam war and the shape of a new Asia. A relationship that had endured the heights of the Cold War veered dangerously off course and seemed headed for destruction. Never before—or since—has the alliance sunk to such depths. Drawing on sensational new evidence from once top-secret American and Australian records, this book portrays the bitter clash between these two leaders and their competing visions of the world. As the Nixon White House went increasingly on the defensive in early 1973, reeling from the lethal drip of the Watergate revelations, the first Labor prime minister in twenty-three years looked to redefine ANZUS and Australia's global stance. It was a heady brew, and not one the Americans were used to. The result was a fractured alliance, and an American president enraged, seemingly hell bent on tearing apart the fabric of a treaty that had become the first principle of Australian foreign policy.

Available in PDF, EPUB and Kindle. Book excerpt: Australia has always been reliant on 'great and powerful friends' for its sense of national security and for direction on its foreign policy—first on the British Empire and now on the United States. Australia has actively pursued a policy of strategic dependence, believing that making a grand bargain with a powerful ally was the best policy to ensure its security and prosperity. Dangerous Allies examines Australia's history of strategic dependence and questions the continuation of this position. It argues that international circumstances, in the world and in the Western Pacific especially, now make such a policy highly questionable. Since the fall of the Soviet Union, the United States has also changed dramatically, making it less relevant to Australia and a less appropriate ally on which Australia should rely. Malcolm Fraser argues that Australia should adopt a much greater degree of independence in foreign policy, and that we should no longer merely follow other nations into wars of no direct interest to Australia or Australia's security. He argues for an end to strategic dependence and for the timely establishment of a truly independent Australia.

Book excerpt: This volume summarizes the major findings of the conference participants over the last year. Beyond the thematic resemblance between this volume and the previous study of U.S.-UK relations, another similarity is the importance of two events in determining London and Canberra's relations with Washington. The terrorist attacks of September 11, 2001 (9/11) represent the first turning point. The British and Australian governments reacted similarly to these attacks -- immediately identifying 9/11 as a transformative moment in international relations. But the Australian Prime Minister's presence in Washington, DC, during the 9/11 terrorist attacks intensified the personal impact of the events, and within a few days his government had invoked the ANZUS Treaty to offer its full support to the United States. The second "big event" dominating both U.S.-UK relations and U.S.-Australia relations has been America's management of the Global War on Terror and, in particular, its leadership of the ongoing operations in Afghanistan and Iraq.

Book excerpt: With the ascendancy of the Coalition government in 1996 there was a marked shift of emphasis directed to deepening Australia's relations with America. The Coalition government strategically linked security and economic well-being and this linking was contextualized by threats both internal and external. By deepening the relationship of the US alliance in foreign, trade and defence policies, the Australian government sought to resonate on inherited and conservative perceptions of threat in the domestic environment. Maryanne Kelton introduces specific cases to demonstrate both the intensity and complexity of dealing with the US. Through these empirical studies the government's approach is examined across trade, security and industry sectors. The book adds to the current debate as it provides an explanatory framework for understanding the Australian government's choices in its relations with the USA across the broader spectrum of security issues.

Book excerpt: The essays gathered here evaluate the key policy dimensions of the Australian-American alliance as they are emerging in a post-Cold War international system. The authors review key bilateral issues of concern and broader regional considerations that are shaping the rapidly changing context of the relationship. They provide an excellent overview of Australian-American relations through the 1980s and 1990s and make some predictions about the next few years. The United States' bilateral relations with the other powerful players of the region, China and Japan, are analyzed, as are emerging strategic, economic and cultural factors in the Australian-American relationship to see what will dominate bilateral ties into the next century.
