Book excerpt: L'objet de cette recherche a eu pour but d'analyser la prise en compte de l'équipement commercial dans l'aménagement urbain sur le territoire particulier des Alpes-Maritimes à travers l'élaboration d'un document de planification départemental imposé au niveau national mais mettant en jeux des stratégies locales. Pendant longtemps, le commerce est resté en marge des politiques urbaines, le laissant seulement aux influences du marché économique. Pourtant, il est un des éléments fondateurs de la ville. L'urbanisme commercial français, apparu avec la Loi ROYER du 27 décembre 1973, a posé un cadre national en matière d'autorisation d'implantation et de planification commerciale en réponse à un enjeu national de divergence entre "petits" commerces de centres-villes et "grands" commerces de périphéries. Dans un contexte national de décentralisation des pouvoirs au bénéfice des collectivités territoriales et de planification remis à l'ordre du jour avec la loi SRU, le Décret n°2002-1369 du 20 novembre 2002 et la Circulaire du 3 février 2003 vont établir les modalités d'élaboration du Schéma de Développement Commercial (SDC) prévu par la Loi ROYER. Avec la publication de ces textes d'application, l'Etat va imposer à tous les ODEC de France de réaliser un tel document à l'échelle départementale. Ainsi, les Alpes-Maritimes vont être amenées à réfléchir sur cette fonction urbaine particulière jusqu'alors non traitée à cette échelle. Département frontalier situé sur la façade maritime de l'Arc Méditerranéen, au sud-ouest de l'Europe et à l'extrême sud-est de la France, il jouxte la Ligurie, première province italienne frontalière. Avec plus d'un million d'habitants, les Alpes-Maritimes enserrent la Principauté de Monaco et comprennent l'unité urbaine niçoise dont l'influence de ses services s'étend bien au-delà de son périmètre. Les éléments naturels ont dicté et guidé son implantation humaine qui se littoralise et forme une conurbation. Ses caractéristiques socio-démographiques spécifiques et son attrait touristique reconnu internationalement ont des incidences sur l'équipement commercial local. Sa mission d'élaboration a ainsi été confiée à la toute nouvelle structure de cohérence de l'époque en matière d'aménagement du territoire, l'Agence d'urbanisme. Aidée très étroitement par la CCINCA sur les aspects techniques, elle a impulsé une dynamique partenariale et de concertation sans précédent à l'occasion de la démarche d'élaboration du document. Comment ce document de planification dédié au commerce a-t-il été réalisé ? Comment a-t-il abordé la présentation de l'armature commerciale ? Quels positionnements ont eu les différents acteurs ? Quel impact a-t-il eu ensuite sur le département ? Enfin, comment peut-il s'inscrire dans l'évolution récente du cadre législatif national ? Cette analyse s'effectue dans une optique originale jumelant les atouts de l'application des compétences géographiques au sein de la vie professionnelle et de la recherche géographique universitaire. Les différents points-clés du diagnostic sont abordés et complétés notamment par une approche qualitative de l'espace. Ainsi, le SDEC a permis de mettre en évidence les différentes stratégies de développement commercial qui se dessinent au sein même du département ainsi que le positionnement des différents organismes impliqués. Trois grandes orientations consensuelles que sont "le commerce comme outil de développement économique et touristique", "un aménagement commercial cohérent sur le territoire" et "une nécessaire mise en place d'outils de cohérence, de suivi et d'anticipation" ont finalement émergé. Après examen du projet de schéma par l'ODEC le 11 juillet 2005, la Décision n°2005-517 du 23 septembre de la même année a adopté le document pour la période 2005-2011. Cette recherche contribue donc à la connaissance d'un territoire original que sont les Alpes-Maritimes au travers d'un cadre législatif imposé au niveau national. Elle participe par le biais du commerce à la définition des individualités et de leur poids dans l'aménagement du territoire. L'intégration de l'urbanisme commercial dans le droit de l'urbanisme de droit commun est en marche avec l'adoption de la Loi de Modernisation de l'Economie (LME), soulève de nombreuses questions et ouvre de nouvelles perspectives pour la recherche scientifique. Elle se matérialise par l'insertion de la thématique commerciale dans les SCOT et les PLU. Par contre, la LME ne fait pas mention à un SDC départemental et a abrogé le paragraphe du Code de commerce qui l'intègre dans les missions de l'ODEC. Au regard de ces évolutions juridiques, il est fort probable que le SDEC ne sera pas réactualisé. Avec l'apparition des SDC, la planification commerciale en géographie a été suivie et analysée de manière fine par A. METTON depuis ces dernières dizaines d'années. D'autres géographes se sont aussi investis sur ces questions. La présente recherche relative à l'application d'une législation nationale au cas particulier du territoire des Alpes-Maritimes s'inscrit donc tout naturellement dans ce courant d'étude.

By 2050, nearly three-quarters of the country’s population will be living in cities. Along with the concentration of people, urbanization will lead to the increasing concentration of economic activities in cities, which today are estimated to account for about 75 percent of the country’s GDP and 70 percent of investments at the national level. To accompany these transformations, the Moroccan government has adopted, in recent years, ambitious programs to improve living standards in urban and rural areas. Significant improvements in living standards have been achieved through national master plans. Cities are the engines of today’s demographic and economic growth in Morocco, but they also face persistent challenges. Despite substantial public investments and strong potential for cities to absorb rural poverty, important pockets of urban poverty remain. Spatial disparities are a major cause for concern both for citizens as well as for national and local governments. In addition, Moroccan cities are not delivering on their full potential. Urbanization has not generated the same growth benefits in Morocco as it has in many other countries with similar contexts. These patterns suggest that Morocco needs specific policies to improve returns from its urbanization process. The main message of this note is that urbanization and spatial equity are not competing objectives when urbanization is supported and managed well. Well-managed urbanization allows for economies of scale in the provision of services and the development of more efficient labor. This note identifies priority actions to be taken at national, regional, and local levels to allow public authorities to act within a coherent framework and to help urban development to boost economic growth and promote shared prosperity for all.
