Book excerpt: Depuis le début des années 1980, la situation du marché du travail des peu qualifiés s'est fortement dégradée: faible demande, offre écouragée, etc. Face à cette situation, les pouvoirs publics ont agi au travers de politiques de soutien à la demande de travail (allégeme iblés de cotisations sociales patronales), d'incitation à la reprise d'emploi (primes, crédits d'impôts). Cette thèse vise à analyser les conséquences de ces modifications structurelles sur le marché du travail des peu qualifiés et à proposer d nouvelles solutions pour en améliorer la situation. Nous montrons que malgré des délais d'ajustement conséquents, les allégements de cotisations patronales sont une arme efficace pour redresser l'emploi non qualifié. Toutefois elles freinent la carrière salariale et restent coûteuses. Des allégements ou des subventions à la ormation financées de manière par un reprofilage instantané permettraient un relance de la demande de travail pour des coûts ex ante nuls. Les incitations à la reprise d'emploi toutefois sont inefficaces du fait d'une demande insensible quand le salaire minimum est fortement contraignant. Nous montrons que l'introduction de concurrence sur le marché des placements des chômeurs permet une baisse du chômage. Les peu ualifiés ne peuvent toutefois pas en bénéficier qu'à travers l'introduction de subventions publiques. Nous proposons, face aux peu de bénéfices que retirent les peu qualifiés des mesures de réduction du temps de travail, l'introduction d'un ystème de permis sur les heures de travail, afin d'améliorer le bien-être général et individuel dans l'économie tout en gardant constant le nombre d'heures de travail.

There is no single solution to relieve these tensions, and attempts to address them will vary considerably across the region. However, this publication proposes three broad policy principles: (1) promote labor market flexibility while maintaining protection for all types of labor contracts; (2) seek universality in the provision of social assistance, social insurance, and basic quality services; and (3) expand the tax base by complementing progressive labor-income taxation with taxation of capital. These principles could guide the rethinking of the social contract and fulfil European citizens’ aspirations for growth and equity.
