Book excerpt: Public regulation of site-selection for nuclear power plants is woven into the fabric of the distinctively-American experience in exercising government control over privately-owned public utilities. Originally published in 1977, the authors have identified the various dimensions of public concern with the selection of new nuclear power sites. This volume, divided into four parts, explores the complex issues at the heart of American nuclear power: Part I contains literature which describes the process of power-plant siting as conducted by the utilities; Part II contains studies and reports on the structure and process of public regulation; Part III describes local government, State, and other Federal agency regulation of siting; and finally, Part IV cites selected proposals and analyses of recommendations for regulatory reform. This is a valuable resource for any student interested in environmental studies and public policy reform.

Book excerpt: Originally published in 1986. Nuclear power is now regarded as essential to survival in the twenty-first century. But the safety of nuclear power stations is a highly controversial topic, and where they will be sited is a most vital question. In this independent critique, based on four years of research, Stan Openshaw argues that reactor siting provides a simple means of offering additional, design-independent margins of safety. Reactor siting policies in the UK and USA are examined and it is suggested that UK siting practices need to be updated. The large number of potential alternative sites should be used to devise new planning strategies – strategies which will minimise both the residual health risks from accidents and the danger that a future change in public opinion might lead to calls for the closure of many existing sites on safety grounds.

Book excerpt: The presentation contains the results of a literature review of concepts for augmenting the safety of light-water moderated nuclear power plants as alternatives to underground siting. Two types of alternatives were considered. The first type, consisting of alternatives to LWR power production technology such as the high temperature gas reactors (HTGRs), the liquid-metal fast-breeder reactors (LMFBRs), etc., has been previously discussed. The second type, consisting of alternatives within LWR power production technology such as radioactive fission product containment methods, is presented here. The review was restricted to evaluations of the effectiveness of each concept to achieve safety benefits, rather than the necessity for achieving the benefits. For this reason, it was implicitly acknowledged that underground siting was being studied to reduce the consequences of a hypothesized core melt accident. It is generally assumed that such accidents are very unlikely to happen. Nevertheless, a basic tenet of the review was that such an event was possible and underground siting alternatives might be found which were both effective and economically feasible.

It covers the design phase and provides input for the safe operation of the power plant. It elaborates on the safety objective, safety principles and concepts that provide the basis for deriving the safety requirements that must be met for the design of a nuclear power plant. Contents: 1. Introduction; 2. Applying the safety principles and concepts; 3. Management of safety in design; 4. Principal technical requirements; 5. General plant design; 6. Design of specific plant systems.

This book was released on 2016 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: A strong trend of returning to nuclear power is evident in different places in the world. Forty-five countries are planning to add nuclear power to their grids and more than 66 nuclear power plants are under construction. Nuclear power plants that generate electricity and steam need to improve safety to become more acceptable to governments and the public. One novel practical solution to increase nuclear power plants' safety factor is to build them away from urban areas, such as offshore or underground. To date, Land-Based siting is the dominant option for siting all commercial operational nuclear power plants. However, the literature reveals several options for building nuclear power plants in safer sitings than Land-Based sitings. The alternatives are several and each has advantages and disadvantages, and it is difficult to distinguish among them and choose the best for a specific project. In this research, we recall the old idea of using the alternatives of offshore and underground sitings for new nuclear power plants and propose a tool to help in choosing the best siting technology. This research involved the development of a decision model for evaluating several potential nuclear power plant siting technologies, both those that are currently available and future ones. The decision model was developed based on the Hierarchical Decision Modeling (HDM) methodology. The model considers five major dimensions, social, technical, economic, environmental, and political (STEEP), and their related criteria and sub-criteria. The model was designed and developed by the author, and its elements' validation and evaluation were done by a large number of experts in the field of nuclear energy. The decision model was applied in evaluating five potential siting technologies and ranked the Natural Island as the best in comparison to Land-Based, Floating Plant, Artificial Island, and Semi-Embedded plant.
