The study first outlines existing approaches to looking at congestion. It then builds on the previous work in the area of evaluating congestion by incorporating the public's perception of what they consider to be congested through the use of a web-based survey. The idea of utilizing public input is not frequently seen in studies that look at congestion and its impacts and what makes this study additionally more unique is the focus on drivers in the State of New Jersey.

Available in PDF, EPUB and Kindle. Book excerpt: The author is one of the prominent researchers in the field of Data Envelopment Analysis (DEA), a powerful data analysis tool that can be used in performance evaluation and benchmarking. This book is based upon the author’s years of research and teaching experiences. It is difficult to evaluate an organization’s performance when multiple performance metrics are present. The difficulties are further enhanced when the relationships among the performance metrics are complex and involve unknown tradeoffs. This book introduces Data Envelopment Analysis (DEA) as a multiple-measure performance evaluation and benchmarking tool. The focus of performance evaluation and benchmarking is shifted from characterizing performance in terms of single measures to evaluating performance as a multidimensional systems perspective. Conventional and new DEA approaches are presented and discussed using Excel spreadsheets — one of the most effective ways to analyze and evaluate decision alternatives. The user can easily develop and customize new DEA models based upon these spreadsheets. DEA models and approaches are presented to deal with performance evaluation problems in a variety of contexts. For example, a context-dependent DEA measures the relative attractiveness of similar operations/processes/products. Sensitivity analysis techniques can be easily applied, and used to identify critical performance measures. Two-stage network efficiency models can be utilized to study performance of supply chain. DEA benchmarking models extend DEA’s ability in performance evaluation. Various cross efficiency approaches are presented to provide peer evaluation scores. This book also provides an easy-to-use DEA software — DEAFrontier. This DEAFrontier is an Add-In for Microsoft® Excel and provides a custom menu of DEA approaches. This version of DEAFrontier is for use with Excel 97-2013 under Windows and can solve up to 50 DMUs, subject to the capacity of Excel Solver. It is an extremely powerful tool that can assist decision-makers in benchmarking and analyzing complex operational performance issues in manufacturing organizations as well as evaluating processes in banking, retail, franchising, health care, public services and many other industries.

This report presents details on the 2004 trends, findings and what can be done to address the growing transportation problems. Trend data from 1982 to 2002 for 85 urban areas provides both a local view and a national perspective on the growth and extent of traffic congestion. The 2004 Report provides clear evidence that the time for improvements has arrived. Communicating the congestion levels and the need for improvements is a goal of this report. The decisions about which, and how much, improvement to fund will be made at the local level according to a variety of goals, but there are some broad conclusions that can be drawn from this database. Book excerpt: This pioneering text provides a holistic approach to decisionmaking in transportation project development and programming, whichcan help transportation professionals to optimize their investmentchoices. The authors present a proven set of methodologies forevaluating transportation projects that ensures that all costs andimpacts are taken into consideration. The text's logical organization gets readers started with asolid foundation in basic principles and then progressively buildson that foundation. Topics covered include: Developing performance measures for evaluation, estimatingtravel demand, and costing transportation projects Performing an economic efficiency evaluation that accounts forsuch factors as travel time, safety, and vehicle operatingcosts Evaluating a project's impact on economic development and landuse as well as its impact on society and culture Assessing a project's environmental impact, including airquality, noise, ecology, water resources, and aesthetics Evaluating alternative projects on the basis of multipleperformance criteria Programming transportation investments so that resources can beoptimally allocated to meet facility-specific and system-widegoals Each chapter begins with basic definitions and concepts followedby a methodology for impact assessment. Relevant legislation isdiscussed and available software for performing evaluations ispresented. At the end of each chapter, readers are providedresources for detailed investigation of particular topics. Theseinclude Internet sites and publications of international anddomestic agencies and research institutions. The authors alsoprovide a companion Web site that offers updates, data foranalysis, and case histories of project evaluation and decisionmaking. Given that billions of dollars are spent each year ontransportation systems in the United States alone, and that thereis a need for thorough and rational evaluation and decision makingfor cost-effective system preservation and improvement, this textshould be on the desks of all transportation planners, engineers, and educators. With exercises in every chapter, this text is anideal coursebook for the subject of transportation systems analysisand evaluation.
