Book excerpt: Year ago the Chief of Staff of the Army initiated the Army After Next Project (AANP) as a means of stimulating constructive thinking about the Army's future throughout the service. AANP has quickly developed into a primary vehicle for long-range planning. Under the leadership of the Training and Doctrine Command (TRADOC), the AANP has conducted an ambitious program of studies, symposia and workshops, culminating in a Winter War Game and Senior Seminar held at Carlisle, January 27-February 6, 1997. A key line of initial inquiry for us has been to forecast the nature of the future security environment in which the Army will operate. That is the task Dr. Steven Metz set for himself in this monograph. In the pages that follow he propounds "currents of change" that will determine the future and sketches a series of plausible future security systems. Each system is characterized by the forms of conflict that will dominate it, the major strategic issues the United States might face, and the resulting military implications. While Dr. Metz's analysis leads to observations certain to be controversial, he illustrates quite clearly the primacy that environmental context will have in shaping our national security outlook and military strategy. Thus, Dr. Metz's observations on trends and systems warrant careful consideration as national policymakers and the Army's leaders build the military force of the future.

Using the current world situation as a starting point, the evolving trends in international relations, arms control and nuclear proliferation, the strategic threat and the evolution of technology will be analyzed in an effort to forecast the complexion of international relations twenty years hence. Then, within this context, nuclear deterrence and a non nuclear alternative nonoffensive defense, proposed by the Danish political scientist, Bjorn Moller, will be examined. In the final analysis, this project will suggest an appropriate direction for the evolution of the United States' National Military Strategy which, in the opinion of the author, provides the best probability for long term world peace.

Even after these changes, the US military is by far the strongest in the world, with huge advantages in training, equipment, and technology. Despite cutting its annual spending by about 30 percent, the United States spends more than the countries with the six next-largest military budgets combined. Heated debates continue to rage over US military spending. In the late 1990s, many commentators claimed that spending was too low, and the defense budget began to increase for the first time since the mid-1980s. Others argued that the United States had taken on too many military missions -- including frequent humanitarian interventions or peacekeeping operations -- and needed to scale back these deployments. Holding the Line presents objective and detailed assessments of the US defense budget and America's military strategy. Its contributors conclude that the United States must reshape its military to face the real challenges of the coming decades. They call for smaller US forces with more modern weapons, sensors, avionics, and communications systems. He requested an unconstrained examination of alternatives for making it more effective and efficient in carrying out the national security mission. This Report presents and evaluates alternatives responsive to the President's instructions. What emerged from the discussions and studies was a consensus that, by and large, the system has been generally adequate to meet our national security needs in peacetime, crisis, and wartime. We did find, however, a general perception of some fundamental shortcomings which may make it incapable of dealing adequately with our future needs. The present National Military Command Structure was created by the National Security Act of 1947, as amended. It has evolved, through a series of amendments up to 1958, from a decentralized National Military Establishment of separate Military Departments to today's Department of Defense (DoD) headed by a Secretary of Defense with full authority and responsibility for its operation.

Book excerpt: The U.S. Government is very much aware of the current crises afflicting the Third World. All of these severe problems need to be effectively addressed through informed policy decisions. Because of this mandate, policymakers, defense professionals, and strategic thinkers are debating questions about the Third World as they strive to develop appropriate American strategies for the future. In this study, the author examines the problems of the Third World and the debates that exist regarding the most effective U.S. response to these problems. He has concluded that the Third World is undergoing such significant change that most of the basic assumptions undergirding past and current U.S. policy are no longer viable. He urges a fundamental and radical revision of our national strategy toward the Third World, and recommends a future strategy that would see far more selective and discrete involvement in these staggering problems. If our national leaders accept his theories concerning failed states, they will be less inclined to attempt active intervention on a scale that approximates the current level of U.S. involvement. The United States will, in effect, disengage from large segments of the Third World, with only carefully selected humanitarian or ecological relief operations being executed. Such a strategy would, of course, have profound implications for the U.S. military and would require adjustments in force structure and operational directives concerning the application of military power in pursuit of national interests. During times of strategic transition, "muddling through" is not enough: basic concepts must be rigorously examined and debated. The Strategic Studies Institute sees this study as a means of supporting the process of developing a coherent post-cold war strategy for dealing with the Third World as it will be, not as it was.

Since the collapse of Soviet power, it has pursued a grand strategy that he calls "liberal hegemony," one that Posen sees as unnecessary, counterproductive, costly, and wasteful. Written for policymakers and observers alike, Restraint explains precisely why this grand strategy works poorly and then provides a carefully designed alternative grand strategy and an associated military strategy and force structure. In contrast to the failures and unexpected problems that have stemmed from America’s consistent overreaching, Posen makes an urgent argument for restraint in the future use of U.S. military strength. After setting out the political implications of restraint as a guiding principle, Posen sketches the appropriate military forces and posture that would support such a strategy. He works with a deliberately constrained notion of grand strategy and, even more important, of national security (which he defines as including sovereignty, territorial integrity, power position, and safety). His alternative for military strategy, which Posen calls "command of the commons," focuses on protecting U.S. global access through naval, air, and space power, while freeing the United States from most of the relationships that require the permanent stationing of U.S. forces overseas.
