Book excerpt: This report was undertaken to make local municipalities, utility companies, and the development industry aware of some of the ways in which residential development standards can be revised to make housing more affordable. The report examines the context for the review of development standards, and outlines the Working Committee's findings and recommendations to area municipalities. The report is limited to physical design standards identified by the Working Committee as providing the most cost savings while addressing the questions of feasibility, maintenance, and impact on marketability. Standards reviewed include right-of-way width, lot dimensions, house-to-house separation, elimination of double trenching, elimination of curbs, and alternatives to stormwater practices.

Book excerpt: Alternative development standards would encourage development patterns which are more affordable, discourage sprawl, are environmentally responsive, support transit, reduce automobile dependency, and create more liveable communities. This report considers development standards at two scales: local and regional, with a focus on the latter. It begins with discussion of why alternate standards are needed and a literature review of the current state of development standards and related initiatives. It then presents case studies of four urban centres chosen to explore existing development standards, explore the relationship to urban form, and assess the current status of regional and local development standards in North America. Finally, it illustrates a new approach to applying development standards, using a fictitious community that portrays a fabric of rural concession roads, natural water features, and an existing village. Before and after plans illustrate the evolution of this community, planned according to an integrated approach.

Available in PDF, EPUB and Kindle. Book excerpt: The study aimed to find ways to accelerate innovation in residential land use. Due to the widening gap between subdivision standards and demographically-driven hosuing needs, the obstacles to challenging established rules and regulations (fighting city hall), and the fact that few initiatives have made significant headway into modifying standards, this research sought keys to how innovative standards get introduced. The primary objective was to isolate critical factors enabling alternative development standards (ADS) according to developers who have succeeded in introducing ADS, as well as municipal officials involved in these projects. As a secondary objective, interviewees were asked for ideas on how to address complex regional scale (off-site) standards, such as those affecting stormwater, arterial road, school and park infrastructure. Interviews produced practical advice and strategies on how to successfully alter standards, which should assist future ADS proposals. Even more important, close inspection of this information revealed keys to successful initiatives, namely that proponents instinctively nurtured four critical conditions: (1) clear rationale for and presentation of proposals, (2) municipal receptivity, (3) ability to support an extended approval process, and (4) readiness of the housing market for alternative housing and community forms. Notably, proponents cultivated these key conditions rather than regard their absence as barriers to innovation. Concrete suggestions for how to change off-site standards were elusive; however a clear picture of deterrents to evolution of these standards emerged. Major deterents include adherence to "Cadillac" standards, lack of leadership, and most importantly, lack of information and communication, especially the availability of concise and relevant information and effective information exchange. Better information alone, particularly concerning who really pays for the full costs of expensive off-site infrastructure, would be productive. Developers, municipalities and higher-order levels of government each can uniquely contribute to the move towards more affordable, community-minded and environmentally sustainable land use standards. Recommendations are provided for each group that can, if implemented, accelerate the adoption of innovative standards so that they can better keep pace with changing housing needs.

Available in PDF, EPUB and Kindle. Book excerpt: Development projects are the building blocks of urban growth. Put enough of the right projects together in the right way, and you have sustainable cities. But getting the pieces to stack up takes a feat of coordination and cooperation. In our market economy, developers, designers, and planners tend to operate in silos, each focused on its own piece of the puzzle. Sustainable Development Projects shows how these three groups can work together to build stronger cities. It starts with a blueprint for a development triad that balances sound economics, quality design, and the public good. A step-by-step description of the development process explains how and when planners can most effectively regulate new projects, while a glossary of real estate terms gives all the project participants a common language. Detailed scenarios apply the book’s principles to a trio of projects: rental apartments, greenfield housing, and mixed use infill. Readers can follow the projects from inception to finished product and see how different choices would result in different outcomes. This nuts-and-bolts guide urges planners, developers, and designers to break out of their silos and join forces to build more sustainable communities. It’s essential reading for practicing planners, real estate and design professionals, planning and zoning commissioners, elected officials, planning students, and everyone who cares about the future of cities.
