Book excerpt: Despite doubling national rice production over the last thirty years, Bangladesh has continually experienced an annual food grain shortage of nearly 1.5 million tonnes. This shortage is likely to continue, as rice production must increase by at least 60 per cent in order to maintain the present level of requirements by the year 2020. Increasing rice production further is an enormous task since there is no scope for horizontal expansion of the rice area. Therefore, full exploitation of the present yield potential of the existing varieties could be one of the best short-term options to satisfy the present level of food demand. Study shows that human labour, draft power, fertilisers and pesticides make important contributions to the output of both local (LV) and modern varieties (MV). Results also imply that if young and educated people are involved with production activities, extension personnel pay frequent visits, credit is more easily available and fragmentation of land diminishes then the technical and allocative efficiency of rice farmers in Barisal district could be increased.

The concern is with the self-employed in agriculture, the small farmer. The study is concerned solely with ascertaining empirically the effect of schooling on agricultural efficiency and, when possible, the effect of access to information as measured by exposure to extension services. The study uses data from Korea, Malaysia, and Thailand; related findings from several other countries of Africa, Asia, and Latin America are reviewed. Surveys of individual farms provide the data used in the empirical analyses. Analyses from Thailand indicate that farmers of all educational levels are maximizing profits. However, more educated farmers do have higher levels of profits, which reflect the higher levels of productivity found in the production function analyses. Education has little effect on market efficiency. Higher levels of education and exposure to extension services increase the probabilities of using chemical fertilizers. The effects of education were much more likely to be positive in modernizing agricultural environments rather than in traditional ones.

Book excerpt: This paper reviews the theoretical and empirical work on allocative efficiency in traditional agriculture and presents a new study of technical efficiency among Tanzanian cotton farmers. The theoretical arguments are shown to apply primarily in a competitive context that differs significantly from that in which peasant farms operate. Reanalysis of earlier empirical studies shows that, on average, the marginal value products of inputs differ by more than 40 percent from the marginal factor costs to which they should be equated under allocative efficiency. Our own study among Tanzanian cotton farmers in Geita District reveals that output could be increased by 51 percent if all farmers achieved those levels of technical efficiency that were in fact achieved by the best farmers in the sample using the same inputs and technologies that the less efficient used. These results indicate that the efficiency hypothesis may not be applicable to much of peasant agriculture and that development policies might fruitfully place more emphasis on raising large numbers of farmers closer to the relatively high efficiency levels achieved by some of their neighbors.

Differences in input use and capital intensities in agricultural production in the various farming systems and agricultural productivity zones also affect advancements in technology. One conclusion based on the book’s research findings derives from the substantial spatial variation in agricultural productivity. For areas with similar agricultural productivity growth trends and factors, what works well in one area can be used as the basis for formulating best-fit, location-specific agricultural policies, investments, and interventions in similar areas. This finding along with others will be of particular interest to policy- and decisionmakers.

The present paper is to investigate the technical, allocative and cost or economic efficiencies of rice farms in Bihar. The farm level data used in the analysis was taken from cost of cultivation scheme, Government of India running in the state from 45 tehsils of Bihar. Rice is a staple food and consumed by large population of the state, nation and world level. The technical efficiency, allocative efficiencies of most of the farms were found to be 62% separately for each. Accordingly the degree of cost efficiency was estimated to be only 38.8%. Although, TE and AE being only 62%, farmers are still inefficient to achieve up to the optimal level of output. Given the available technology, farmers may reduce the paddy production cost by 61.2% to produce given level of output at least cost. Tobit analysis was carried out to assess the factors influencing efficiencies revealed that lack of education and quality seeds, and irrigation machinery were found to impact the efficiencies. Government and other policy making agencies have to formulate policies favourable to transform agriculture sector profitable which can attract the educated youth towards agriculture as profession. There is ample opportunities to minimize the cost of paddy production using a given level of technology coupled with proper and timey application of inputs, right combination of inputs with input and output prices to produce a given level of output at least cost. Besides assured supply of good quality seed, irrigation facilities, dissemination of new farming technologies, better education system and financial assistance, marketing infrastructures should be arranged timely so as to enhance the income of rural masses, and to reduce the poverty from the rural areas of the state in general and nation in particular.
