Available in PDF, EPUB and Kindle. Book excerpt: It is unclear if U.S. policy makers and military leaders fully realize that we have already been thrust into an artificial intelligence (AI) race with authoritarian powers. Today, the United States’ peer adversaries—China and Russia—have made clear their intentions to make major investments in AI and insert this technology into their military systems, sensors and weapons. Their goal is to gain an asymmetric advantage over the U.S. military. The implications for our national security are many and complex. Algorithms of Armageddon examines this most pressing security issue in a clear, insightful delivery by two experts. Authors George Galdorisi and Sam J. Tangredi are national security professionals who deal with AI on a day-to-day basis in their work in both the technical and policy arenas. Opening chapters explain the fundamentals of what constitutes big data, machine learning, and artificial intelligence. They investigate the convergence of AI with other technologies and how these systems will interact with humans. Critical to the issue is the manner by which AI is being developed and utilized by Russia and China. The central chapters of the work address the weaponizing of AI through interaction with other technologies, man-machine teaming, and autonomous weapons systems. The authors cover in depth debates surrounding the AI “genie out of the bottle” controversy, AI arms races, and the resulting impact on policy and the laws of war. Given that global powers are leading large-scale development of AI, it is likely that use of this technology will be global in extent. Will AI-enabled military weapons systems lead to full-scale global war? Can such a conflict be avoided? The later chapters of the work explore these questions, point to the possibility of humans failing to control military AI applications, and conclude that the dangers for the United States are real. Neither a protest against AI, nor a speculative work on how AI could replace humans, Algorithms of Armageddon provides a time-critical understanding of why AI is being implemented through state weaponization, the realities for the global power balance, and more importantly, U.S. national security. Galdorisi and Tangredi propose a national dialogue that focuses on the need for U.S. military to have access to the latest AI-enabled technology in order to provide security and prosperity to the American people.

Book excerpt: Recognizing that robust decision making is vital in risk management, this book provides concepts and algorithms for computing the best decision in view of the worst-case scenario. The main tool used is minimax, which ensures robust policies with guaranteed optimal performance that will improve further if the worst case is not realized. The applications considered are drawn from finance, but the design and algorithms presented are equally applicable to problems of economic policy, engineering design, and other areas of decision making. Critically, worst-case design addresses not only Armageddon-type uncertainty. Indeed, the determination of the worst case becomes nontrivial when faced with numerous--possibly infinite--and reasonably likely rival scenarios. Optimality does not depend on any single scenario but on all the scenarios under consideration. Worst-case optimal decisions provide guaranteed optimal performance for systems operating within the specified scenario range indicating the uncertainty. The noninferiority of minimax solutions--which also offer the possibility of multiple maxima--ensures this optimality. Worst-case design is not intended to necessarily replace expected value optimization when the underlying uncertainty is stochastic. However, wise decision making requires the justification of policies based on expected value optimization in view of the worst-case scenario. Conversely, the cost of the assured performance provided by robust worst-case decision making needs to be evaluated relative to optimal expected values. Written for postgraduate students and researchers engaged in optimization, engineering design, economics, and finance, this book will also be invaluable to practitioners in risk management.

Available in PDF, EPUB and Kindle. Book excerpt: If you take an interest in military and national security affairs, you have probably read the works of Clausewitz, Sun Tzu, and Thucydides. But what about the books of the underappreciated military strategist Theodor Geisel, also known as Dr. Seuss? Until Dr. Seuss & National Security, the military aspect of Ted Geisel’s biography and his books have been overlooked by scholars and critics alike. Yet Dr. Seuss books possess direct relevance to national security in part because Ted Geisel’s service in the the US Army during WWII made a lasting impact on his worldview. Numerous traces of Ted Geisel’s intense and dangerous wartime experiences can be found in his children’s books. Tucked in between bright and vivid drawings of imaginary animals and whimsical settings, the reader may sometimes encounter foreboding dark forests, ariel bombardment, ruthless authority figures, and other evocations of military life. Each of the chapters in this edited volume employs a Dr. Seuss book to illuminate a national security topic. For example, Oh, the Places You’ll Go helps us understand grand strategy in outer space, I Had Trouble Getting to Solla Sollew puts new light on Clausewitz’s concept of the fog of war, and Hunches in Bunches can be seen as a primer on military intelligence. By using beloved childhood stories to illuminate national security topics, this book offers an entertaining way to approach complex topics that can be understood by specialists and non‐experts alike.

As cyberspace has emerged as the new frontier for geopolitics, states have become entrepreneurial in their sponsorship, deployment, and exploitation of hackers as proxies to project power. Such modern-day mercenaries and privateers can impose significant harm undermining global security, stability, and human rights. These state-hacker relationships therefore raise important questions about the control, authority, and use of offensive cyber capabilities. While different countries pursue different models for their proxy relationships, they face the common challenge of balancing the benefits of these relationships with their costs and the potential risks of escalation. This book examines case studies in the United States, Iran, Syria, Russia, and China for the purpose of establishing a framework to better understand and manage the impact and risks of cyber proxies on global politics.

Tom Clancy's Op-Center is back with this new thriller written by the New York Times bestselling authors of Tom Clancy's ACT OF VALOR and featuring a chilling, ripped-from-the-headlines scenario. Before 9/11 America was protected by a covert force known as the National Crisis Management Center. Commonly known as Op-Center, this silent, secret mantel guarded the American people and protected the country from enemies. The charter was top secret and Director Paul Hood reported directly to the president. Op-Center used undercover operatives with SWAT capabilities to diffuse crises around the world, and they were tops in their field. But after the World Trade Center disaster, in the interest of streamlining, OP-Center was disbanded-leaving the country in terrible danger. But when terrorists detonate bombs in sports stadiums around the country leaving men, women and children dead or mutilated, the President executes an emergency order to bring back Op-Center-an Op-Center capable of dealing with the high tech crises of the 21st Century, and there is a lethal one brewing in the Middle East. A renegade Saudi Prince with ambitions of controlling the world's oil supply has an ingenious plot to manipulate America into attacking Syria and launching a war against Iran. Next, they would ignite a sleeper cell to attack the America homeland, resulting in a bloodbath unlike any other. Only the men and women of Op-Center, using sophisticated technology, realize what is about to be unleashed. Only they have the courage to issue a warning no one wants to hear. But will anyone believe them?

Available in PDF, EPUB and Kindle. Book excerpt: In a world that is awash in ubiquitous technology, even the least tech-savvy know that we must take care how that technology affects individuals and society. That governments and organizations around the world now focus on these issues, that universities and research institutes in many different languages dedicate significant resources to study the issues, and that international professional organizations have adopted standards and directed resources toward ethical issues in technology is in no small part the result of the work of Simon Rogerson. – Chuck Huff, Professor of Social Psychology at Saint Olaf College, Northfield, Minnesota In 1995, Apple launched its first WWW server, Quick Time On-line. It was the year Microsoft released Internet Explorer and sold 7 million copies of Windows 95 in just 2 months. In March 1995, the author Simon Rogerson opened the first ETHICOMP conference with these words: We live in a turbulent society where there is social, political, economic and technological turbulence ... it is causing a vast amount of restructuring within all these organisations which impacts on individuals, which impacts on the way departments are set up, organisational hierarchies, job content, span of control, social interaction and so on and so forth. ... Information is very much the fuel of modern technological change. Almost anything now can be represented by the technology and transported to somewhere else. It's a situation where the more information a computer can process, the more of the world it can actually turn into information. That may well be very exciting, but it is also very concerning. That could be describing today. More than 25 years later, these issues are still at the forefront of how ethical digital technology can be developed and utilised. This book is an anthology of the author’s work over the past 25 years of pioneering research in digital ethics. It is structured into five themes: Journey, Process, Product, Future and Education. Each theme commences with an introductory explanation of the papers, their relevance and their interrelationship. The anthology finishes with a concluding chapter which summarises the key messages and suggests what might happen in the future. Included in this chapter are insights from some younger leading academics who are part of the community charged with ensuring that ethical digital technology is realised.
