Book excerpt: From the back cover: Can national financial institutions, such as banks, function in a country as regionally diverse as Canada without seeming to discriminate between the regions...This book...considera a very real and specific aspect of the sharing of regulatory power within Confederation. The results of Benson's study indicate that national policies, pursued either by governments or by private sector firms, may well produce different results in different regions. This regional dieversity is often interpreted as discrimination and because of it provincial governments are sometimes led to take countrevailling action. The concept of a provincial government is one such response.

Book excerpt: This Financial System Stability Assessment paper discusses that Canada has enjoyed favorable macroeconomic outcomes over the past decades, and its vibrant financial system continues to grow robustly. However, macrofinancial vulnerabilities—notably, elevated household debt and housing market imbalances—remain substantial, posing financial stability concerns. Various parts of the financial system are directly exposed to the housing market and/or linked through housing finance. The financial system would be able to manage severe macrofinancial shocks. Major deposit-taking institutions would remain resilient, but mortgage insurers would need additional capital in a severe adverse scenario. Housing finance is broadly resilient, notwithstanding some weaknesses in the small non-prime mortgage lending segment. Although banks’ overall capital buffers are adequate, additional required capital for mortgage exposures, along with measures to increase risk-based differentiation in mortgage pricing, would be desirable. This would help ensure adequate through-the cycle buffers, improve mortgage risk-pricing, and limit procyclical effects induced by housing market corrections.

Download or read book Canada: The State of the Federation, 2011 written by Nadia Verrelli and published by McGill-Queen's Press - MQUP. This book was released on 2015-01-01 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this edition of Canada: State of the Federation, contributors consider whether and to what degree the relationship between the central government and the provincial and territorial governments has changed in the past decade. The authors address three overarching questions. First, is the power base changing in Canada? If so, how are governments responding? Second, what are the implications of the changing environment for the relationships between governments? And third, are there underlying forces – such as economic or technological change, or demands for citizen engagement – that are pushing some provinces and regions to become more assertive in the global environment? The papers are organized into four categories: those that identify and analyze the changing federal environment; those concerned with the implications of the 2011 federal election; those that deal with health policy and economic federalism; and those that explore the growing importance of the North and the changing dynamics among the provinces and the federal government. Among the topics discussed are the impact of a majority government based on a West-Ontario coalition, with Quebec represented primarily by the Opposition, the implications of the trade-off between health care spending and the public financing of other essential public goods, and second-generation trade agreements, such as the Canada-European Union Comprehensive Trade Agreement.

Although institutional factors such as the defects of the original constitution And The sometimes questionable interpretations of the Judicial Committee of the Privy Council are given due attention, Stevenson emphasizes the political economy of Canada, including its relationship with the United States And The vitality of Quebec nationalism as the major reasons Canada has not achieved the same level of centralization and stability as other federations in the industrialized world. This updated edition of Unfulfilled Union includes a new chapter that discusses the extensive changes that have taken place in Canadian federalism since the previous edition was published in 2004.

Book Synopsis Federalism and Economic Reform by : Jessica Wallack
Download or read book Federalism and Economic Reform written by Jessica Wallack and published by Cambridge University Press. This book was released on 2006-01-09 with total page 558 pages. Available in PDF, EPUB and Kindle. Book excerpt: This collection focuses on the ways in which federalism has affected and been affected by economic reform, especially global integration. The editors and contributors focus in particular on the political economy of institutional and economic change - how the division of authority between national and subnational governments shapes debates over policy changes, as well as how the changing economic environment creates incentives to modify the basic agreements between levels of governments. Each chapter contains a historical overview, and an in-depth account of division of authority, lines of accountability, and legislative, bureaucratic, and other arenas in which the levels of government interact for a particular country. The analyses are based on reform (or non-reform) episodes for each country - most from recent history, but some spanning the century. As a collection, the country studies span a range of developing and industrial countries with varying political systems.
