Book excerpt: Robert Young discusses the ways in which Canadians might reconstitute their country after Quebec separates and considers possible political and economic arrangements between Quebec and Canada - the "association" aspect of sovereignty-association - including the breakdown of economic cooperation. Arguing that the long-term future of Canada and the shape of Canada-Quebec relations will depend on how the transition to sovereignty takes place, Young provides a clear and detailed analysis of how the transition is likely to occur. His discussion addresses major issues to be negotiated during the secession - citizenship, national debt, borders, armed forces and public service, commercial and economic relations, currency, First Nations, minority rights, mobility and immigration, and environmental matters. For comparison, Young draws on the experiences of other countries where peaceful secession has occurred, including Czechoslovakia. The second edition includes a new preface and concluding chapter that discuss to what extent the situation has changed since the referendum of 1995.

Book excerpt: The pace of economic integration amongst European Union (EU) member states has accelerated considerably during the past decade, highlighted by the process of Economic and Monetary Union (EMU). Many aspects of the EU's apparatus, however, have failed to evolve in order to meets these new challenges. This book explores the issue of fiscal federalism within the context of EU integration from theoretical, historical, policy and global perspectives. It contrasts the pace of integration amongst EU member states with the failure of financial and administrative apparatus to evolve to encompass fiscal federalism, i.e. the development of a centralised budgetary system. This impressive collection, with contributions from a range of internationally respected authors, shall interest students and researchers involved with European economics and economic integration. Its accessible style will also make it extremely useful to policy-makers and professionals for whom European economic integration is a daily topic of conversation.

Book excerpt: Over the past few decades, a clear trend has emerged worldwide toward the devolution of spending and, to a lesser extent, revenue-raising responsibilities to state and local levels of government. One view is that the decentralization of spending responsibilities can entail substantial gains in terms of distributed equity and macroeconomic management. The papers in this volume, edited by Teresa Ter-Minassian, examine the validity of these views in light of theoretical considerations, as well as the experience of a number of countries.

Available in PDF, EPUB and Kindle. Book excerpt: World Bank Discussion Paper No. 271. This study incorporates data from comparable surveys across five African countries--Ghana, Malawi, Mali, Senegal, and Tanzania--to analyze how small and micro enterprises have been positively and negatively affected by policy liberalization schemes. Some grow rapidly by adapting their products, while others stagnate because of import competition and increased self- employment. Comparisons were made between small firms, with 6 to 49 workers, and microenterprises, with fewer than 6. The study suggests a two-pronged strategy: (1) to facilitate widespread participation in microenterprises, broad measures are needed to lower the costs of entry, generate demand for their goods and services, raise the educational level and incomes of the poor, and encourage informal financial institutions; (2) to stimulate growth of potentially dynamic enterprises, well-targeted measures may be appropriate to lower the costs of entry, increase access to credit, and provide demand-driven business services. Book excerpt: Young (political science, U. of Western Ontario) follows his analysis of the Quebec situation in The Secession of Quebec and the Future of Canada, written in mid-1994, with an update of developments since then. He describes the prelude to the 1995 referendum campaign on Quebec secession, and analyzes the arguments deployed by federalists and sovereignists, seeking to explain why the Yes forces gained ground in 1995 and almost won. He then assesses the fallout of the referendum and describes how the sovereignists and federalists are maneuvering around the prospect of another referendum. He provides predictions on what would happen after a Yes vote. Annotation copyrighted by Book News, Inc., Portland, OR
