Bledsoe gained a respectable reputation in the 1840s and 1850s as a metaphysician and speculative theologian. His two major works, An Examination of President Edwards' Inquiry into the Freedom of the Will (1845) and A Theodicy; Or, Vindication of the Divine Glory, As Manifested in the Constitution and Government of the Moral World (1853), grapple with perplexing problems connected with causality, Christian theology, and moral philosophy. His fervent defense of slavery and the constitutional right of secession, however, solidified Bledsoe as one of the chief proponents of the idea of the Old South. In An Essay on Liberty and Slavery (1856), he assailed egalitarianism and promoted the institution of slavery as a positive good. A decade later, he continued to devote himself to fashioning the "Lost Cause" narrative as the editor and proprietor of the Southern Review from 1867 until his death in 1877. He carried on a literary tradition aimed to reconcile white southerners to what he and they viewed as the indignity of their defeat by sanctifying their lost cause. Those who fought for the Confederacy, he argued, were not traitors but honorable men who sacrificed for noble reasons. Under the leadership of the charismatic former slave François Dominique Toussaint Louverture, a disciplined and determined republican army, consisting almost entirely of rebel slaves, defeated all of its rivals and restored peace to the embattled territory. The slave uprising that we now refer to as the Haitian Revolution concluded on January 1, 1804, with the establishment of Haiti, the first "black republic" in the Western Hemisphere. The Haitian Revolution cast a long shadow over the Atlantic world. In the United States, according to Matthew J. Clavin, there emerged two competing narratives that vied for the revolution's legacy. One emphasized vengeful African slaves committing unspeakable acts of violence against white men, women, and children. The other was the story of an enslaved people who, under the leadership of Louverture, vanquished their oppressors in an effort to eradicate slavery and build a new nation. Toussaint Louverture and the American Civil War examines the significance of these competing narratives in American society on the eve of and during the Civil War. Clavin argues that, at the height of the longstanding conflict between North and South, Louverture and the Haitian Revolution were resonant, polarizing symbols, which antislavery and proslavery groups exploited both to provoke a violent confrontation and to determine the fate of slavery in the United States. In public orations and printed texts, African Americans and their white allies insisted that the Civil War was a second Haitian Revolution, a bloody conflict in which thousands of armed bondmen, "American Toussaints," would redeem the republic by securing the abolition of slavery and proving the equality of the black race. Southern secessionists and northern anti-abolitionists responded by launching a cultural counterrevolution to prevent a second Haitian Revolution from taking place.

As a result, the majority of American cities today elect council members in at-large and nonpartisan elections. This result of the turn-of-the-century Progressive movement, which worked for election rules that eliminated the power of the urban machine and the working class on which it was based, is today still a subject of lively debate. For example, in the mid-1980s, regular Democrats in Chicago sought to institute a nonpartisan mayoral election. Supporters thought that reform would make the electoral process more democratic, while opponents charged that it was meant to dilute the voting powers of blacks. Clearly, the effect of urban reform remains an important issue for scholars and politicians alike. Susan Welch and Timothy Bledsoe clarify a portion of the debate by investigating how election structures affect candidates and the nature of representation. They examine the different effects of district versus at-large elections and of partisan versus nonpartisan elections. Who gets elected? Are representatives' socioeconomic status and party affiliation related to election form? Are election structures related to how those who are elected approach their jobs? Do they see themselves as representatives concerned with the good of the city as a whole? Urban Reform and Its Consequences reports an unprecedented wealth of data drawn from a sample of nearly 1,000 council members and communities with populations between 50,000 and 1 million across 42 states. The sample includes communities that use a variety of election procedures. This study is therefore the most comprehensive and accurate to date. Welch and Bledsoe conclude that nonpartisan and at-large elections do give city councils a more middle- and upper-middle-class character and have changed the way representatives view their jobs. Reform measures have not, however, produced councils that are significantly more conservative or more prone to conflict. Overall, the authors conclude that partisan and district elections are more likely to represent the whole community and to make the council more accountable to the electorate.
