Book excerpt: "This thesis examines historical targeting theories for airpower and their effects on the Air Force organize, train, and equip functions. This analysis is intended to develop lessons learned in order to focus Air Force cyberpower organize, train, and equip functions. Just as early theorists conceptualized the use of airpower, so must the Air Force develop a cyberpower targeting theory to apply in future war. Following World War I, Airmen at the Air Corps Tactical School (ACTS) developed an "Industrial Web Theory" for targeting to achieve victory through airpower. This theory informed senior leadership decisions regarding organize, train, and equip functions for the Air Force throughout its use. The targeting theory was employed with mixed results from World War II through the Vietnam War. In the late 20th century, Colonel John Warden conceptualized and validated an airpower targeting theory based around a concept of the enemy as a system. This model earned its success in Operation DESERT STORM and is continually used in doctrine, education and training, and planning today. Although the Air Force went to war with the force it had in the early 1990's, Colonel Warden's theory informs organize, train, and equip decisions for senior leaders today. An Air Force cyberpower targeting theory should consider lessons learned by early airpower theorists and practitioners. Just as Airmen attempted to influence the third warfighting domain during airpower's infancy and maturation, Airmen are attempting to influence the fifth warfighting domain of cyberspace today. This thesis evaluates early airpower targeting principles and attempts to draw parallels in order to propose a cyberpower targeting theory. Next, the thesis draws upon limited artifacts inherent to wielding cyberpower -- attribution, authorities, and centers of gravity -- and acknowledges their impacts upon leaders and practitioners of cyberpower. Finally, the thesis proposes a cyberpower targeting theory based on offense, defense, and exploitation objectives. In September 2006, the Joint Chiefs of Staff endorsed a definition of cyberspace as "a domain characterized by the use of electronics and the electromagnetic spectrum to store, modify and exchange data via networked systems and associated physical infrastructures." The medium's beginnings can be traced back to World War II when the first analog computer, Colossus, was invented to aid the wildly effective Allied code-breaking effort against Germany, codenamed ULTRA. The development of cyberspace was slow, but reached critical mass in the 1980s when the Internet (a network of networks) supplanted the ARPAnet (Advanced Research Projects Agency net). Since that time, the spread of computer networking has become ubiquitous in the developed world, and continues to expand worldwide at a breakneck pace with the proliferation of mobile computing smart phones.Conflict has already started in cyberspace. One of the earliest examples is the American sabotage on a Soviet oil and gas pipeline in the early 1980s. A more recent example is the cyber attack on the Iranian nuclear program using the Stuxnet computer virus. The Stuxnet virus corrupted the control system for the centrifuges Iran had been using to enrich uranium, destroying or disabling the centrifuges in the process. Western analysts believe that this cyber attack, in conjunction with other measures, has delayed Iran's nuclear weapons program until 2015. This delay, achieved non-kinetically, is the best most experts believed the United States or its allies could have attained with an air strike on those same centrifuge facilities. Cyber power is the ability to exploit cyberspace to create advantages and influence events. As Stuxnet demonstrates, cyber power can produce strategic, operational, and tactical effects on par with the traditional violent means of conflict - land, sea, and air power.Yet, cyber power theory appears to be lagging the pace of conflict. This is not unique to the cyberspace domain. Air power was introduced into conflict in World War I (WWI), but air power theory did not develop significantly until after the war ended when those who participated in or observed the conflict had the opportunity to reflect on those experiences. Giuolio Douhet's Command of the Air, Brigadier General Billy Mitchell's Winged Defense, and Sir John Slessor's Air Power and Armies were all published prior to the start of World War II (WWII).

The paper then assesses how effectively the U.S. Air Force has incorporated the targeting discipline into its current doctrine and infrastructure. The last chapter examines the potential implications in order to answer the "so what" associated with the paper's findings. The conclusion reached is Air Force targeting suffers from a lack of vision, doctrine and the requisite infrastructure underpinning practice that represents a source of operational risk to the effective employment of airpower.

Book excerpt: The rapid growth in the importance of the cyber domain to US military operations spurred a reaction by the Department of Defense to organize cyber forces before the US Government had fully digested the nature of cyberwarfare. This paper uses the emergence of the air domain to understand how new technology changes warfare, and how the US reacts to technological changes through the organization of military forces. The research looked at the government documents and studies related to military organization written during the interwar years through the time right after the National Security Act of 1947 to determine how and why the airplane led to the reorganization of air forces within the military. Furthermore, cyberspace forces were organized around a functional command construct instead of integrated into the existing geographic commands. This paper will also explore how this affected the employment of airpower after the air forces were given greater autonomy based on their perceived strategic capabilities. The fusion of this historical analysis shows a highly questionable effectiveness for the future of the current organizational construct of cyber forces. This paper explores the idea of an independent cyber service, through the lens of how new domains were organized in the past. Though not in tactics or warfare theory, the similarities with the debates surrounding air forces and cyber forces organization is striking, especially with arguments against independent organization and the role of emerging technology in warfare. The conclusion is that cyber force organization has actually made both of the major mistakes that airpower organization did once before, and this should serve as a warning of potential strategic surprise and disruption of the joint force in war"--Abstract.

Available in PDF, EPUB and Kindle. Book excerpt: Coercion--the use of threatened force to induce an adversary to change its behavior--is a critical function of the U.S. military. U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater.
