Encounters with MANPADS threats in Mombassa, Kenya (2002), and Iraq (2003 and 2004) have highlighted the need to assess large aircraft survivability and methods to mitigate MANPADS damage. The Large Aircraft Survivability Initiative (LASI) is an Air Force initiative that encourages government and industry collaboration to improve commercial and heavy military aircraft survivability to MANPADS and other threats. The LASI team consists of the Air Force 46th Test Wing, NASA, and a number of industry partners.

INTRODUCTION Today’s operational environment presents threats the Army has not faced in nearly 20 years. Against peer competitors, the joint force may face air parity or even localized enemy air overmatch, challenging the assumption of air superiority the joint force has held since the Korean War. This will make maneuver forces vulnerable to air attack by fixed- and rotary-wing aircraft, unmanned aircraft systems, and cruise missiles. Maneuver forces lack capacity and capability to address these threats and the Army requires a speedy response. Because of that, it cannot easily look to how other nations have invested in air defenses to guide its force structure decisions. What makes Taiwan's air defense problem so difficult is the combination of its proximity to China and the massive investments that the People's Republic of China has made in a range of systems that threaten Taiwan's aircraft. China's fighter aircraft capabilities have surpassed those of Taiwan in the air. Furthermore, China now has the capability to destroy all of Taiwan's aircraft at their bases. Thus, Taiwan needs to rethink how it can accomplish its air defense goals. Fighter aircraft are not the only element of Taiwan's air defense; surface-to-air missiles are the other major element. This report analyzes how Taiwan might approach air defense, by downsizing and shifting its fighter aircraft force to focus on coercive scenarios, increasing its investment in surface-to-air missiles, and dedicating its surface-based air defense to becoming an enduring warfighting capability able to contribute throughout the duration of a sustained and effective defense of Taiwan. It describes the essential air defense problem posed by the People's Liberation Army, characterizes the current capabilities and level of funding that Taiwan invests in air defense, and then develop several alternative investment strategies. The Federal Bureau of Investigation (FBI) reports that there have been 29 instances in which civilian transport planes crashed after being hit by shoulder-fired missiles, causing up to 550 deaths. These include attacks on transports in Columbia, Angola, Congo, Chechnya, Sri Lanka, and Kosovo. Jane's Intelligence Review reported seven military transports were downed and another one struck by non-state use of man-portable air defense system (MANPADS) missiles from 1996 to 2001. The nature of the threat environment mobility assets face can be broadly categorized into three levels. The first includes the use of small to medium-caliber automatic weapons, up to 14.5-millimeter heavy machine guns, and infrared (IR) guided man-portable air defense systems. This level is characterized by the use of enemy-controlled agents, sympathizers, and terrorists. The next threat level includes more advanced, short to medium-range radar-guided anti-aircraft artillery and surface-to-air missiles. These systems are associated with regular combat units and more traditional nation-states. The final threat level, consisting of a sophisticated enemy air defense system with integrated high performance surface-to-air missiles and air interceptors, represents a major theater war scenario with a near-peer competitor. Currently only a few nation-states could present this most advanced level of threat.
