Book excerpt: This collection of essays reflects the proceedings of a 1991 conference on "The United States Air Force: Aerospace Challenges and Missions in the 1990s," sponsored by the USAF and Tufts University. The 20 contributors comment on the pivotal role of airpower in the war with Iraq and address issues and choices facing the USAF, such as the factors that are reshaping strategies and missions, the future role and structure of airpower as an element of US power projection, and the aerospace industry's views on what the Air Force of the future will set as its acquisition priorities and strategies. The authors agree that aerospace forces will be an essential and formidable tool in US security policies into the next century. The contributors include academics, high-level military leaders, government officials, journalists, and top executives from aerospace and defense contractors.

Book excerpt: American Defense Policy has been a mainstay for instructors of courses in political science, international relations, military affairs, and American national security for over 25 years. The updated and thoroughly revised eighth edition considers questions of continuity and change in America's defense policy in the face of a global climate beset by geopolitical tensions, rapid technological change, and terrorist violence. On September 11, 2001, the seemingly impervious United States was handed a very sharp reality check. In this new atmosphere of fear and vulnerability, policy makers were forced to make national security their highest priority, implementing laws and military spending initiatives to combat the threat of international terrorism. In this volume, experts examine the many factors that shape today's security landscape - America's values, the preparation of future defense leaders, the efforts to apply what we have learned from Afghanistan and Iraq...

Book excerpt: Contrary to initial expectations, the end of the Cold War has not resulted in a spontaneous outbreak of international peace and stability. While the nuclear threat has diminished, previously suppressed ethnic and nationalistic rivalries have boiled over and become additive to existing trouble spots in Korea and Southwest Asia. In spite of these challenges, defense spending and military forward presence have declined as the lack of a peer competitor has deprived our national security strategy of a definable threat. The Air Expeditionary Force (AEF) attempts to deal with the uncertainty of the current volatile world by providing regional commanders in chief with effects-based packages of airpower that can quickly respond to US national security requirements. This employment strategy attempts to balance international uncertainty with a decreased forward presence and reduced force structure. Recently the Air Force has also touted the AEF as a tool to manage an operational tempo and deployment rate problem that is causing retention difficulties. In his paper, Colonel Nowak, USAF, argues that while the AEF is a step in the right direction, the focus appears to be too narrow. Current Air Force AEF planning is oriented toward a conventional force-on-force-style aggression like those aggressions we have seen in Iraq and the former republics of Yugoslavia. However, the most probably use of an AEF will be in a noncombat role, supporting humanitarian or peacekeeping operations. In these "nontraditional" types of AEFs, personnel and leadership skills, as well as the force composition, will be markedly different from a combat-style AEF. The study begins by reviewing the international and domestic context that has caused the Air Force to focus on expeditionary operations. It continues by discussing the historical roots of the AEF and its current employment philosophy. The study concludes by identifying courses of action that should keep the AEF viable in an uncertain international environment.

Available in PDF, EPUB and Kindle. Book excerpt: During the period 1995-97, the deployment of four Aerospace Expeditionary Forces (AEFs) to Bahrain, Jordan, and Qatar (x2) served as useful tests of the AEF concept first broached in its latter-day incarnation soon after "Operation Vigilant Warrior" in the Persian Gulf in 1994. Responding to a manifest need to be able to rapidly deploy aerospace power to deter or to halt aggression against U.S. interests abroad, USAF leadership has designed and implemented a new organizing concept for service culture and operations - the Expeditionary Aerospace Force (EAF). The deployments of AEFs I - IV to the Middle East provided experience, data, and "lessons learned" that have since been incorporated into the EAF design. Based on available unclassified information, this study first comparatively considers the strengths and weaknesses of the aerospace expeditionary force concept evinced in the four deployments of 1995-97. Then, factoring in additional accounts of participants and the views of other writers, the author mines the accumulated evidence for analytical insights around six issue categories: planning, diplomatic preparation, force protection, logistics, command and control, and training and education. The study concludes that force protection and logistics are the most vexing challenges confronting architects and implementers of the EAF concept. Force protection may indeed prove to be too hard and too expensive in some cases.

Book excerpt: "During the Cold War, U.S. Air Force units typically operated either from bases on American territory or from main operating bases (MOBs) in allied countries where access was assured under long-accepted arrangements. In the decade following the end of the Cold War, the number of MOBs abroad has been drastically reduced, and most remaining USAF assets have been pulled back to bases in U.S. territory. Meanwhile, given changes in the international security environment and consequent adjustments in U.S. national security strategy, Air Force units have increasingly been required to deploy to, and operate from, forward locations in many countries outside of the Cold War alliance structure. Under the nascent Expeditionary Aerospace Force (EAF) concept, gaining access to and maintaining positive relations with host countries are prerequisites to successful expeditionary operations. This study was inspired by the view stated at Air University in 1999 by then-Maj Gen Donald G. Cook, first EAF Implementation Director, that [beta]diplomatic preparation of the battlefield[gamma] is a neglected concept and enterprise that should receive more attention from EAF architects. As the first and only systematic study of [beta]diplomatic preparation, [gamma] this Research Paper selectively surveys existing and prospective USAF initiatives that attempt to come to grips with political-military ([beta]pol-mil[gamma]) challenges associated with expeditionary operations."--Air University abstracts.

Available in PDF, EPUB and Kindle. Book excerpt: This anthology discusses the converging operational issues of air base defense and counterinsurgency. It explores the diverse challenges associated with defending air assets and joint personnel in a counterinsurgency environment. The authors are primarily Air Force officers from security forces, intelligence, and the office of special investigations, but works are included from a US Air Force pilot and a Canadian air force officer. The authors examine lessons from Vietnam, Iraq, Afghanistan, and other conflicts as they relate to securing air bases and sustaining air operations in a high-threat counterinsurgency environment. The essays review the capabilities, doctrine, tactics, and training needed in base defense operations and recommend ways in which to build a strong, synchronized ground defense partnership with joint and combined forces. The authors offer recommendations on the development of combat leaders with the depth of knowledge, tactical and operational skill sets, and counterinsurgency mind set necessary to be effective in the modern asymmetric battlefield.

Book excerpt: “A bold and courageous clarion call from a highly respected serving officer that should be read and heeded by anyone interested in the future of the US Air Force.” —Everett Dolman, School of Advanced Airpower Studies Looking ahead to future airpower requirements, this engaging and groundbreaking book on the history and future of American combat airpower argues that the US Air Force must adapt to the changes that confront it or risk decline into irrelevance. To provide decision makers with the necessary analytical tools, Jeffrey J. Smith uses organizational modeling to help explain historical change in the USAF and to anticipate change in the future. While the analysis and conclusions it offers may prove controversial, the book aims to help planners make better procurement decisions, institute appropriate long-term policy, and better organize, train, and equip the USAF for the future. “Those airmen willing to actively engage such discussions would do well to turn to Smith’s book as the basic point of departure for debates concerning the intricate relationship between the Air Force’s past, present, and future.” —Strategic Studies Quarterly “This book is ‘out of the box’ thinking and is very timely given the recent and evolving Air Force roles and missions.” —Brigadier General Al Rachel, USAF (Ret.) “Colonel Smith has a great grasp of what the forthcoming debate will require. The Congress must reduce the spending at the very time our enemies are overtaking our capabilities. The debate needs to be engaged now. This book comes on the scene at just the right time.” —Denny Smith former US Congressman and Air Force F-4 pilot
