Book excerpt: The 1988 Education Reform Act meant that schools had to manage themselves in ways which satisfied the world outside the school gates. Governors become more powerful, parents took on a greater influence and employers were given new rights. This book discusses the total management of schools as they respond to these new imperatives. It examines the responsibilities of Teachers, Head Teachers and Principals as they shape and execute their management plans. Against the background of a compulsory National Curriculum, the book also examines the management of the diverse pressures within the curriculum itself.

It seeks an answer to a paradox: the prevalence of the soft budget constraint in spite of the tremendous inefficiencies that it gives rise to, and its persistence in spite of reform of the system of which it is an integral part. The story aims at increasing our understanding of why the phenomenon exists. By studying the case of state in Tanzania before, during and after socialism, an explanation of the owned enterprises emergence, persistence and logic of the soft budget constraint is suggested. This introductory chapter presents an argument showing why this story is worth telling. It discusses the research topic and how the problem it presents is attacked. THE SOFT BUDGET CONSTRAINT The soft budget constraint is today a popular metaphor. Originally it was seen as a characteristic of the socialist system. It refers to the tendency of primarily state-owned enterprises to have their liquidity gaps or losses accommodated by the state, or some other external funding body, and to the resulting expectations of such bail-out. The concept was coined by the Hungarian economist Hmos Kornai. ' He distinguishes between four major forms of external financial assistance that contribute to the soft budget constraint: soft subsidies, soft taxation, soft credit and soft 2 administrative pricing.

Book excerpt: Public finance is crucial to a country’s economic growth, yet successful reform of public finances has been rare. Ethiopia is an example of a country that undertook comprehensive reform of its core financial systems, independent of the IMF and the World Bank, and successfully transformed itself into one of the fastest-growing economies in Africa. With Ethiopia’s twelve-year reform as its guiding case study, this book presents new analytical frameworks to help governments develop better financial reforms. It shows in detail how four core financial systems—budgeting, accounting, planning, and financial information systems—can be reformed. One of the principal findings presented is that governments must establish basic public financial administration before moving to more sophisticated public financial management. Other key findings include the identification of four strategies of reform (recognize, improve, change, and sustain), the centrality of ongoing learning to the process of reform, and the importance of government ownership of reform. This book will be of interest to researchers and policymakers concerned with public finance, developmental economics, and African studies.

Available in PDF, EPUB and Kindle. Book excerpt: This study of US and Soviet aid efforts in India during the Cold War “makes a major contribution towards a necessary discussion of the politics of aid” (Times Higher Education). Debates over foreign aid are often strangely ahistorical. Economists argue about how to make aid work while critics bemoan money wasted on corruption, ignoring the fundamentally political character of aid. The Price of Aid turns the standard debate on its head. By exposing the geopolitical calculus underpinning development assistance, it also exposes its costs. India stood at the center of American and Soviet aid competition throughout the Cold War, as both superpowers saw developmental aid as a way of pursuing their geopolitical goals by economic means. Drawing on recently declassified files from seven countries, David Engerman shows how Indian leaders used Cold War competition to win battles at home, eroding the Indian state in the process. As China spends freely in Africa, the political stakes of foreign aid are rising once again. “A superb, field-changing book . . . A true classic.” —Sunil Amrith

Available in PDF, EPUB and Kindle. Book excerpt: In June 1999, after three months of NATO air strikes had driven Serbian forces back from the province of Kosovo, the United Nations Security Council authorized creation of an interim civilian administration. Under this mandate, the UN was empowered to coordinate reconstruction, maintain law and order, protect human rights, and create democratic institutions. Six years later, the UN's special envoy to Kosovo, Kai Eide, described the state of Kosovo: "The current economic situation remains bleak.... respect for rule of law is inadequately entrenched and the mechanisms to enforce it are not sufficiently developed.... with regard to the foundation of a multiethnic society, the situation is grim." In Peace at Any Price, Iain King and Whit Mason describe why, despite an unprecedented commitment of resources, the UN Mission in Kosovo (UNMIK), supported militarily by NATO, has failed to achieve its goals. Their in-depth account is personal and passionate yet analytical and tightly argued. Both authors served with UNMIK and believe that the international community has a duty to intervene in regional conflicts, but they suggest that Kosovo reveals the difficult challenges inherent in such interventions. They also identify avoidable mistakes made at nearly every juncture by the UN and NATO. We can be sure that the international community will be called on to intervene again to restore the peace of shattered countries. The lessons of Kosovo, cogently presented in Peace at Any Price, will be critically important to those charged with future missions.

Available in PDF, EPUB and Kindle. Book excerpt: Aid and Ebb Tide: A History of CIDA and Canadian Development Assistance examines Canada’s mixed record since 1950 in transferring over $50 billion in capital and expertise to developing countries through ODA. It focuses in particular on the Canadian International Development Agency (CIDA), the organization chiefly responsible for delivering Canada’s development assistance. Aid and Ebb Tide calls for a renewed and reformed Canadian commitment to development co-operation at a time when the gap between the world’s richest and poorest has been widening alarmingly and millions are still being born into poverty and human insecurity.
