Book excerpt: Gamal Abdel Nasser's 1955 decision to barter Egyptian cotton for Soviet bloc weaponry thrust Egypt onto center stage in the Cold War in the Middle East. What Egypt needed most, and what the United States was uniquely equipped to provide, was economic aid. For the Egyptian government--eager to take rapid strides toward economic development but crippled by a burgeoning population, a paucity of arable land, and a meager reserve of foreign exchange--American economic aid promised to serve as an enormously important crutch. For American policymakers, economic assistance appeared to be an ideal means of developing American influence in Egypt. Few aid relationships in the last three decades can match the drama and significance of the U.S.-Egyptian experience. This study shows how the American government attempted to use its economic aid program to induce or coerce Egypt to support U.S. interests in the Middle East in the quarter century following the 1955 Czech-Egyptian arms agreement. William J. Burns has analyzed recently released government documents and interviews with former policymakers to throw light on the use of aid as a tool of American policy toward the Nasser regime. He also offers valuable observations on the role of the American economic assistance program in the Sadat era.

In the years leading up to Eisenhower's election, America's predominant foreign economic program was based on the concept of "trade not aid," which deemphasized foreign aid and relied instead on liberalized world trade and the encouragement of private foreign investment to assure world economic growth. When Eisenhower took office in 1953, he embraced this doctrine. However, as problems in the Third World worsened, it became clear to Eisenhower and other architects of American foreign policy that trade and private investment were insufficient solutions to the economic woes of developing nations. In 1954 Eisenhower began to embrace economic aid as a core axis of his foreign economic policy. Burton I. Kaufman contextualizes Eisenhower's foreign policy leadership in the ongoing historical evaluation of Eisenhower's leadership prowess. Development agencies and researchers are preoccupied with policy; with exerting influence over policy; linking research to policy, and with implementing policy around the world. In this book, David Mosse argues that rather than being driven by policy, development practice is actually shaped by the exigencies of organisations and the need to maintain relationships. At the same time, however, development actors work hard at maintaining the fiction of representing authorised policy in their actions. This book (which can be characterised as being a social investigation) asks pertinent questions about international aid, in particular of British aid for rural development. It does so by examining in depth the experience of a development project in western India over a period of more than ten years and as it falls under different policy regimes. Mosse analyses development processes in the light of the broad experience of the project workers (which included himself), even if it means destabilising policy representations. The book is a compelling re-examination of the politics and ethics of engaging with development and a rare self-critical reflection practice.

Book excerpt: Aid to Africa is concerned with aid to Africa south of the Sahara, excluding the Republic of South Africa, an area containing 188 million persons, only about 13 per cent of the inhabitants of all underdeveloped areas. Particular attention is given to British aid policy, and hence with the fifteen UK and ex-UK territories, which receive almost all British aid to Africa south of the Sahara. They also account for half of the world total of UK aid. The first three chapters deal with certain problems of African economies which need to be appreciated as a background to aid policy. These include population growth and the problem of absorptive capacity. The next four chapters focus on aid and aid policy, covering the use of aid and its supervision, donors' policies, UK aid policy, and technical assistance. The final chapter draws some conclusions. Among these is that the emphasis of aid to Africa needs to shift to agriculture and rural development. Partly for this reason, the UK should enter more closely into the design of projects and the operation of programs.

Until the early 1970s, however, the Canadian food aid program was little more than a loosely connected collection of disparate programs designed to meet a host of sometimes conflicting objectives. In the wake of the world food crisis of 1972-75, a growing number of groups began to question the developmental effectiveness of food aid. In response, the Canadian government undertook an extensive review and assessment of its food aid program, which resulted in a series of new policy initiatives designed to change both the substance of food aid programs and the manner in which they were administered. These changes marked a watershed in the history of the Canadian food aid program, setting out the fundamental policy themes that have been consolidated and refined in the 1980s and early 1990s.

This paper provides the first systematic empirical analysis of aid and policy reform in the post-conflict growth process. It is based on a comprehensive data set of large civil wars and covers 27 countries that were in their first decade of post-conflict economic recovery during the 1990s. The authors first investigate whether the absorptive capacity for aid is systematically different in post-conflict countries. They find that during the first three post-conflict years, absorptive capacity is no greater than normal, but that in the rest of the first decade it is approximately double its normal level. So ideally, aid should phase in during the decade. Historically, aid has not, on average, been higher in post-conflict societies, and it has tended to taper out over the course of the decade. The authors then investigate whether the contribution of policy to growth is systematically different in post-conflict countries, and in particular, whether particular components of policy are differentially important. For this they use the World Bank policy rating database. The authors find that growth is more sensitive to policy in post-conflict societies. Comparing the efficacy of different policies, they find that social policies are differentially important relative to macroeconomic policies. However, historically, this does not appear to have been how policy reform has been prioritized in post-conflict societies.
