Book excerpt: The Vision for Water and Nature is the "environment and ecosystems" component of the World Water Vision exercise of the World Water Council. It represents the first meaningful attempt to fully integrate environment issues into the development of a comprehensive strategy for water resource management at the global level. The vision was developed by IUCN through an extensive consultation effort based on three thematic workshops on freshwater ecosystem management and social, economic and environmental security, respectively. Instead of considering the environment as one of many water management sub-sectors, IUCN's consultations led it to emphasize the crucial role of ecosystems as the basis of our life support systems, without which security cannot be achieved and sustained. The vision also proposes a plan of action to help us achieve the sustainable world we envision in 2025.

Book excerpt: The protection of water resources from deterioration in quality by pollution discharges is probably the biggest challenge in sustainable water resources management in the recent decades. In practice, most countries have adopted pollution control strategies and measures which are based on ‘end-of-pipe’ solutions: wastewater treatment plants and adjustments to the regulations, including taxes for wastewater discharges (Conventional Strategy). Although this approach involves very high costs, on many occasions, this strategy has been a complete failure. The research described in this book contribute to the development of sustainable solutions for the previously outlined problem. It was based on the validation of the Three-Step Strategic Approach concept (3-SSA), which includes: 1) prevention or minimisation of waste production; 2) treatment aimed at recovery and reuse of waste components, and 3) disposal of remaining waste with stimulation of natural self-purification of the receiving water body. The study showed overall positive effects of the 3-SSA, in comparison of Conventional Strategy, on wastewater management in the Upper Basin (389 km) of the Cauca river, the second most important river in Colombia. The Cost Benefit Analysis clearly favoured the 3-SSA, generating a major impact on the river water quality at lower cost compared to the Conventional Strategy.

Book excerpt: The U.S.-Mexico Transborder Region presents advanced anthropological theorizing of culture in an important regional setting. Not a static entity, the transborder region is peopled by ever-changing groups who face the challenges of social inequality: political enforcement of privilege, economic subordination of indigenous communities, and organized resistance to domination. The book, influenced by the work of Eric Wolf and senior editor Carlos G. Vélez-Ibáñez, centers on the greater Mexican North/U.S. Southwest, although the geographic range extends farther. This tradition, like other transborder approaches, attends to complex and fluid cultural and linguistic processes, going beyond the classical modern anthropological vision of one people, one culture, one language. With respect to recent approaches, however, it is more deeply social, focusing on vertical relations of power and horizontal bonds of mutuality. Vélez-Ibáñez and Heyman envision this region as involving diverse and unequal social groups in dynamic motion over thousands of years. Thus the historical interaction of the U.S.-Mexico border, however massively unequal and powerful, is only the most recent manifestation of this longer history and common ecology. Contributors emphasize the dynamic “transborder” quality—conflicts, resistance, slanting, displacements, and persistence—in order to combine a critical perspective on unequal power relations with a questioning perspective on claims to bounded simplicity and perfection. The book is notable for its high degree of connection across the various chapters, strengthened by internal syntheses from notable border scholars, including Robert R. Alvarez and Alejandro Lugo. In the final section, Judith Freidenberg draws general lessons from particular case studies, summarizing that “access to valued scarce resources prompts the erection of human differences that get solidified into borders,” dividing and limiting, engendering vulnerabilities and marginalizing some people. At a time when understanding the U.S.-Mexico border is more important than ever, this volume offers a critical anthropological and historical approach to working in transborder regions.
