Book excerpt: The relative contribution of a sector to poverty reduction is shown to depend on its direct and indirect growth effects as well as its participation effect. The paper assesses how these effects compare between agriculture and non-agriculture by reviewing the literature and by analyzing cross-country national accounts and poverty data from household surveys. Special attention is given to Sub-Saharan Africa. While the direct growth effect of agriculture on poverty reduction is likely to be smaller than that of non-agriculture (though not because of inherently inferior productivity growth), the indirect growth effect of agriculture (through its linkages with nonagriculture) appears substantial and at least as large as the reverse feedback effect. The poor participate much more in growth in the agricultural sector, especially in low-income countries, resulting in much larger poverty reduction impact. Together, these findings support the overall premise that enhancing agricultural productivity is the critical entry-point in designing effective poverty reduction strategies, including in Sub-Saharan Africa. Yet, to maximize the poverty reducing effects, the right agricultural technology and investments must be pursued, underscoring the need for much more country specific analysis of the structure and institutional organization of the rural economy in designing poverty reduction strategies.

Book excerpt: Much has been written on the determinants of input and technology adoption in agriculture, with issues such as input availability, knowledge and education, risk preferences, profitability, and credit constraints receiving much attention. This paper focuses on a factor that has been less well documented-the differential ability of households to take on risky production technologies for fear of the welfare consequences if shocks result in poor harvests. Building on an explicit model, this is explored in panel data for Ethiopia. Historical rainfall distributions are used to identify the counterfactual consumption risk. Controlling for unobserved household and time-varying village characteristics, it emerges that not just ex-ante credit constraints, but also the possibly low consumption outcomes when harvests fail, discourage the application of fertilizer. The lack of insurance causes inefficiency in production choices.

The technology considered in the study is New Rice for Africa (NERICA, reputed to be a major breakthrough in agricultural research in the Sub-Saharan Africa region (SSA). The present study employed state of the art econometric procedures to provide answers on reasons why the rates of technology adoption by smallholder producers have been very slow. On the other hand, competitive production and market orientation are essential in transforming the SSA's traditional agriculture into a more productive sector in order to achieve the multifaceted roles of accelerating GDP growth, reducing poverty and narrowing rural-urban income disparities ascribed to agricultural growth by the development economists in the contemporary times. Therefore, the study also examined determinants and impact of market participation and smallholder rice producers in Nigeria.

Brandt and Otzen's key book fills a gap in current literature, undertaking a wide-ranging conceptual reorientation of development cooperation, criticizing the current orthodoxy and its bias towards urban areas, and arguing that in order to effectively alleviate poverty across the world, agricultural and rural development measures need to be implemented both by central and subnational governments, aid agencies and the private sector.
