Along with the world's growing population and diminishing amounts of water and arable land, the gradual increase in severe weather presents new challenges and imperatives for producing new, more resilient crops to feed a more crowded planet in the twenty-first century. Innovation has historically helped agriculture keep pace with earth's social, population, and ecological changes. In the last 50 years, mechanical, biological, and chemical innovations have more than doubled agricultural output while barely changing input quantities. The ample investment behind these innovations was available because of a high rate of return: a 2007 paper found that the median ROI in agriculture was 45 percent between 1965 and 2005. This landscape has changed. Today many of the world's wealthier countries have scaled back their share of GDP devoted to agricultural R&D amid evidence of diminishing returns. Universities, which have historically been a major source of agricultural innovation, increasingly depend on funding from industry rather than government to fund their research. As Upton Sinclair wrote of the effects industry influences, "It is difficult to get a man to understand something when his salary depends upon his not understanding it." In this volume of the NBER Conference Report series, editor Petra Moser offers an empirical, applied-economic framework to the different elements of agricultural R&D, particularly as they relate to the shift from public to private funding. The agricultural productivity growth that fueled this change was generated primarily by agricultural R&D financed and conducted by a small group of rich countries-especially the United States, but also Japan, Germany, and France. In an increasingly interdependent world, both rich and poor countries have depended on agricultural research conducted in the private and public laboratories of these few countries, even if they have not contributed to financing the activity. But now the rich-country research agendas are shifting. In particular, they are no longer as interested in simple productivity enhancement. Dietary patterns and other priorities change as incomes increase. Food-security concerns are still pervasive among poor people, predominantly in poor countries. In rich countries we see a declining emphasis on enhancing the production of staple foods and an increasing emphasis on enhancing certain attributes of food (such as growing demand for processed and so-called functional foods) and on food production systems (such as organic farming, humane livestock production systems, localized food sources, and "fair trade" coffee). In addition to growing differences between rich and poor countries in consumer demand for innovation, research agendas may diverge because of differences in producer and processor demands. Farmers in rich countries are demanding high-technology inputs that often are not as relevant for subsistence agriculture (such as precision farming technology or other capital-intensive methods). As well as differences in value-adding processes to serve consumer demands, differences in farm production technologies are emerging to serve the evolving agribusiness demands for farm products with specific attributes for particular food, feed, energy, medical, or industrial applications.The purpose of this volume is to document the changing institutions and investments in agricultural R&D in less-developed countries, in part to form a companion volume to Paying for Agricultural Productivity by providing a more complete global picture of the issues."

Book excerpt: The United States embarked on bold polices to enhance its food and agricultural system during the last half of the 19th century, investing first in the education of people and soon thereafter in research and discovery programs aimed at acquiring new knowledge needed to address the complex challenges of feeding a growing and hungry nation. Those policies, sustained over 125 years, have produced the most productive and efficient agricultural and food system in history. The U.S. Department of Agriculture (USDA) is the primary agency responsible for supporting innovations and advances in food and agriculture. USDA funds are allocated to support research through several mechanisms, including the Agriculture and Food Research Initiative (AFRI). In 2008, Congress replaced USDA's National Research Initiative with AFRI, creating USDA's flagship competitive research grants program, and the 2008 Food, Conservation, and Energy Act, known as the Farm Bill, outlined the structure of the new program. Spurring Innovation in Food and Agriculture assesses the effectiveness of AFRI in meeting the goals laid out by Congress and its success in advancing innovations and competitiveness in the U.S. food and agriculture system. Spurring Innovation in Food and Agriculture evaluates the value, relevance, quality, fairness, and flexibility of AFRI. This report also considers funding policies and mechanisms and identifies measures of the effectiveness and efficiency of AFRI's operation. The study examines AFRI's role in advancing science in relation to other research and grant programs inside of USDA as well as how complementary it is to other federal research and development programs. The findings and conclusions of this report will help AFRI improve its functions and effectiveness in meeting its goals and outcomes.

As further proof of positive development, most of this growth was driven by developing countries, since growth in high-income countries stalled. But, spending growth in developing countries was largely driven by positive trends in a number of larger, more advanced middle-income countries--such as China and India--masking negative trends in numerous smaller, poorer, and more technologically challenged countries. Countries in this last group are often highly vulnerable to severe volatility in funding, and hence in spending, which impedes the continuity and ultimately the viability of their research programs. Many R&D agencies in this group lack the necessary human, operating, and infrastructural resources to successfully develop, adapt, and disseminate science and technology innovations. Agricultural R&D stakeholders, including policymakers, donors, R&D managers, and international development groups, need reliable and up-to-date information on the status and direction of spending and human resource capacity levels. The complex interaction of new global challenges, including the recent food and financial crises and the effects of climate change, highlights the need for a continuous updating of key agricultural R&D indicators. ASTI's role in this area is widely recognized and was discussed in the recent G8 and G20 reports. Through its widespread network of national, regional, and international partners, ASTI continues to monitor agricultural R&D spending levels worldwide and serves as an important implementer of the GCARD monitoring process--assuming ongoing international support is provided.
