They also examined the role of knowledge, technology, modern production practices, and infrastructure in supporting expanded agricultural production and the significant risks to future productivity posed by climate change. Enhancing agricultural growth and productivity is essential to meeting the worldwide demand for food and to reducing poverty, particularly in the poorest developing countries. Between 1998 and 2008, the period covered by this evaluation, the World Bank Group (WBG) provided $23.7 billion in financing for agriculture and agribusiness in 108 countries (roughly 8 percent of total WBG financing), spanning areas from irrigation and marketing to research and extension. However, this was a time of declining focus on agricultural growth and productivity by both countries and donors. The cost of inadequate attention to agriculture, especially in agriculture-based economies, came into focus with the food crisis of 2007-08. The crisis added momentum to an emerging renewal of attention and stepped-up financing to agriculture and agribusiness at the World Bank and International Finance Corporation (IFC), as well as at several multilateral and bilateral agencies. World Bank financing rose two and a half times from 2008 to 2009, though that increase in lending seems to have been accompanied by a decline in analytical work, which this review finds valuable for results. This evaluation seeks to provide lessons from successes and failures to help improve the development impact of the renewed attention to the sector. Ratings against the World Bank?s stated objectives and IFC?s market-based benchmarks for agriculture and agribusiness projects have been equal to or above portfolio averages in East Asia, Latin America, and the transition economies in Europe, with notable successes over a long period in China and India. But performance of WBG interventions has been well below average in Sub-Saharan Africa, where IFC has had little engagement in agribusiness. Inconsistent client commitment and weak capacity have limited the effectiveness of WBG support in agriculture-based economies, particularly in Sub-Saharan Africa, and constraints on staffing and internal coordination within the WBG have also hurt outcomes. Financial sustainability has been constrained by insufficient government funding and the difficulty of maintaining agricultural services and infrastructure. The WBG has a unique opportunity to match the increases in the financing for agriculture with sharper focus on improving agricultural growth and productivity in agriculture-based economies, notably in Sub-Saharan Africa. Greater effort will be needed to connect sectoral interventions and achieve synergies from public and private sector interventions; to build capacity and knowledge exchange; to take stock of experience in rain-fed agriculture; to ensure attention to financial sustainability and to cross-cutting issues of gender, environmental and social impacts, and climate; and to better integrate WBG support at the global and regional levels with that at the country level.

Importantly, agricultural transformation is also seen as a catalyst for broader economic development and a structural shift towards industrialization in developing economies. Given the central role of agricultural transformation in driving such change, as well as its contribution to development objectives such as poverty reduction, improvements in diet quality, and environmental sustainability, it is useful to measure and monitor progress on agricultural transformation. This is the purpose of the Agricultural Transformation Index (ATI), a newly developed composite index constructed from four indicators of progress on agricultural transformation: staple crop productivity, crop diversification, agricultural labor productivity, and food system expansion. Together, these indicators, which are calculated from publicly available, global datasets, can be used to examine progress over time on global, regional, and national scales. In addition to being transparent and easy to interpret, the index can be updated annually as new data is released. As demonstrated in this study, the ATI produces a plausible ranking of countries and is highly correlated with indicators of overall economic wellbeing such as GDP per capita or household-specific welfare measures such as poverty or the prevalence of undernourishment. The ATI is not only useful for identifying countries in need of support from international development partners or tracking their progress on agricultural transformation but can also highlight specific areas of agricultural transformation where technical or investment support might be directed by governments or their partners.

Book excerpt: In this paper, we study the transformation process Indian agriculture exhibited in the recent past, studying its policy implications. Between the years 2005-06 and 2015-16, more than 52 million workers left agriculture, which did not have any effect on agricultural output due to productivity improvements. We estimate the contribution of productivity growth and structural change in agriculture to national productivity growth during 1981-2016. We estimate differentials in agricultural productivity and in their ability to contribute to the structural change process for 21 major states of India. Using revised employment estimates, we trace major changes during the pre-reforms (before 1991) and post-reforms periods. Results show that in the pre-reforms period, the impact of productivity improvements in agriculture on agricultural output was equated by the new workforce entering into this sector, leading to a stagnant labor productivity trend. The labor-shift from agriculture during the early years of the post-reforms period, which increased further in the next decade, has led to a consistent rise in agricultural productivity. In the absence of reforms and the associated labor shift, the productivity growth in Indian agriculture would have been much lower. A similar labor shift during the last decade has not affected agricultural output, which has risen more rapidly. This result holds true for almost all states studied. There exists a positive relation between labor-shift and agricultural output in a cluster of states. Decomposition results indicate ‘within-sector’ productivity growth is the major source of overall growth, with a rising contribution of ‘structural change’. Studying the sources of growth across states offers new scope to achieve inter-sectoral productivity convergence.

As a result, a frequent debate centers on whether the apparel industry--the most female-intensive and globally engaged manufacturing industry--can be a key player in this strategy. In recent decades, the apparel industry has shifted production to low-wage developing countries, increasing the demand for women, closing male-female wage gaps, and bringing women into the formal labor force from agriculture and informal work. But is an apparel-led export strategy sufficient to induce a broader transition from jobs women do to survive to careers promising stable employment and a sense of identity? 'From Jobs to Careers' answers this question by focusing on seven countries where apparel plays a vital role in their export baskets--Bangladesh, Cambodia, the Arab Republic of Egypt, Pakistan, Sri Lanka, Turkey, and Vietnam. It finds that the apparel industry indeed can serve as a launching pad to bring more women into the labor market. For this approach to work, however, complementary policies must tackle the barriers that hinder women's pursuit of long-term workforce participation and better-paid occupations. Key policy recommendations include increasing the participation of female production workers in export-oriented apparel manufacturing and associated industries, upgrading within manufacturing-related industries, boosting access to education, and breaking glass ceilings. The report also seeks to shift the paradigm of how we think of women in the labor force by stressing the importance of their transition from jobs to careers--the so-called 'quiet revolution.'
