Book excerpt: Strengthening agricultural producer organizations (POs) and cooperatives has been recognized as a key way forward to support farmers in the West Bank and Gaza Strip (WBGS) and, in turn, promote food security, income generation and private sector development. [Author] Agriculture in the WBGS is characterized by smallholdings; there are just over 110 000 of these, and 90 percent are classified as small or medium-sized. [Author] the annual report on states that have limited or absent governance capability and are vulnerable to conflict or collapse. [Author] Yet, few would deny the extreme fragility of the WBGS given the conflict situation, a deadlocked political process and failing state and institutional performance. [Author] Access restrictions to natural resources, movement restrictions affecting goods and people, a longstanding economic food-access crisis, high unemployment rates, the breakdown of livelihoods, the COVID-19 pandemic and insufficient institutional capacity to respond have all negatively impacted the lives of the population. [Author] The key challenge is therefore how to increase the effectiveness of support for POs in an environment where citizens do not suffer only from poverty, economic exclusion and inequality but experience high levels of repeated or cyclical violence amidst weak support institutions and poor governance capability. Income levels have stagnated over the past decade; unemployment and underemployment are rising rapidly; public infrastructure and social services are grossly overstretched; and the fragile natural resource base is threatened with irreversible damage. This study aims to assess prospects for sustainable development in the OT, as well as outline a priority agenda of policy reforms, institutional development and investments needed to promote such growth. The report is in six volumes. Volume I provides a summary overview of the key findings and recommendations of the study. After commenting selectively on the current socioeconomic situation in the OT and its evolution over time, it discusses prospects for sustainable development in the future and outlines the priority agenda of policies and programs needed to promote such development. Volume II explores the strategic choices at the macro level that will be faced by the OT in the future and the implications for economic relations between the OT and the rest of the region. The study looks at the current situation and its evolution over the past 25 years. The study then examines several policy choices for the future affecting the structure of development in the OT. Volume III reviews the performance of the private sector (including, in particular, the industry and tourism sectors) in the OT. The study assesses the environment in which the private sector operates and its future prospects and makes recommendations for accelerating private sector development in the future. Volume IV reviews the evolution and structure of the agricultural sector in the OT; analyzes its current characteristics; assesses OT competitiveness in the immediate and longer term; outlines the main policy options and their implications; and provides a preliminary assessment of sectoral financial and technical assistance (TA) needs. Volume V assesses the current situation in the infrastructure sectors (electricity, water supply and sanitation, transport, housing and solid waste services) in the OT; identifies the major issues confronting these sectors; and outlines priorities for TA and investment needs. Book excerpt: Challenging the claim that Palestine's peasant economy progressed during the 1920s and 1930s, Amos Nadan skillfully integrates a wide variety of sources to demonstrate that the period was actually one of deterioration on both the macro (per capita) and micro levels. The economy would have most likely continued its downward spiral during the 1940s had it not been for the temporary prosperity that resulted from World War II. Nadan argues that this deterioration continued despite the British authorities' channeling of funds from the Jewish sector and the wealthier Arab sectors into projects for the Arab rural economy. The British were hoping that Palestine's peasants would not rebel if their economic conditions improved. These programs were, on the whole, defective because the British chose programs based on an assumption that the peasants were too ignorant to manage their farms wisely, instead of working with the peasants and their own institutions.
