Available in PDF, EPUB and Kindle. Book excerpt: Costa Rica’s strong agricultural sector is underpinned by the country’s political stability, robust economic growth and high levels of human development. The sector has achieved significant export success, yet raising productivity and staying competitive in world markets will require efforts to address bottlenecks in infrastructure, innovation and access to financial services. Maximising Costa Rica’s comparative advantage in higher-value niche products will depend upon more efficient services to agriculture, including better implementation of programmes, improved co-ordination among institutions, and reduced bureaucracy. While overall protection for agriculture is relatively low compared to OECD countries, it is nonetheless highly distorting to production and trade. Managing the transition to scheduled liberalisation presents an opportunity to reform costly policies, and to implement an alternative policy package with new investments in innovation, productivity and diversification, supported by transition assistance where needed. Costa Rican agriculture’s vulnerability to extreme weather events is expected to worsen with climate change, and even while the country is among global leaders in environmental protection, sustainable development and climate change mitigation, further adaptation efforts will be necessary.

Available in PDF, EPUB and Kindle. Book excerpt: Despite its tiny size and seeming marginality to world affairs, the Central American republic of Costa Rica has long been considered an important site for experimentation in cutting-edge environmental policy. From protected area management to ecotourism to payment for environmental services (PES) and beyond, for the past half-century the country has successfully positioned itself at the forefront of novel trends in environmental governance and sustainable development. Yet the increasingly urgent dilemma of how to achieve equitable economic development in a world of ecosystem decline and climate change presents new challenges, testing Costa Rica’s ability to remain a leader in innovative environmental governance. This book explores these challenges, how Costa Rica is responding to them, and the lessons this holds for current and future trends regarding environmental governance and sustainable development. It provides the first comprehensive assessment of successes and challenges as they play out in a variety of sectors, including agricultural development, biodiversity conservation, water management, resource extraction, and climate change policy. By framing Costa Rica as an “ecolaboratory,” the contributors in this volume examine the lessons learned and offer a path for the future of sustainable development research and policy in Central America and beyond.

This book was released on 2018-05-31 with total page 47 pages. Available in PDF, EPUB and Kindle. Book excerpt: If we must eat to survive, we must make agriculture sustainable. To make agriculture sustainable, we must consider the necessary strategic actions to understand the challenges in the sector, solve problems and innovate. That is why in July 2017, several Ministers and other senior representatives of the Ministries of Agriculture of Suriname, Guyana, Haiti, Dominican Republic, Jamaica, Belize, Barbados and The Bahamas participated in the Caribbean Agricultural Policy Forum organized by the Inter-American Development Bank (IDB). The Forum analyzed the agricultural policy strategies of the different countries and their impact on the performance of the sector. It was an opportunity to discuss the challenges the Caribbean’s agricultural sector faces, including: the vulnerability of small producers to price volatility in the global market and of course the impacts of climate change. The dialogue was based on agricultural public policy data collected for each Caribbean country within the framework of the IDB’s Agrimonitor initiative. The following publication gathers the main findings and summarizes how agricultural policies affect producers and consumers as well as how the limited funding for agricultural services, such as research and infrastructure, could limit the ability of Caribbean farmers to compete effectively in global markets. The analyses presented are therefore meant to contribute to the Caribbean’s regional dialogue for the design of more effective agricultural policies, which we hope will strengthen the sector and improve the lives of people in the region.

Book excerpt: Governments and other food system actors from the private sector, civil society, research and education institutions are being called upon to work together to enhance the sustainability, resilience and inclusiveness of food systems. The analysis presented in this case study provides an insight into the process and direction of food system transformation, and the key capabilities required. It portrays the interplay of different internal and external dynamics combined with the capacity of food system actors to connect, forge alliances and commit to specific actions that has enabled Costa Rica to move towards a more sustainable food system. As a result, the sustainability debate has increasingly opened up, moving from a focus on environmental sustainability in food production towards a broader discussion encompassing nutrition and health.
