Book excerpt: This paper estimates the potential effects of achieving the agricultural goals set out in Iraqs National Development Plan (NDP) 20132017 using a dynamic computable general equilibrium model. The findings suggest that raising agricultural productivity in accordance with the NDP may more than double average agricultural growth rates and add an average of 0.7 percent each year to economywide gross domestic product during the duration of the plan. As a consequence, the economy not only diversifies into agriculture, but agricultural growth also lifts growth in the food processing and service sectors.

This year's report details, for the first time, progress toward the WBG's twin goals of ending extreme poverty by 2030 and promoting shared prosperity and assesses the state of policies and institutions that are important for achieving them. The report continues to monitor progress on the Millennium Development Goals (MDGs). Also for the first time, the report includes information about high-income countries. It finds that while gaps in living standards have been closing in many countries, the well-being of households in the bottom 40 percent, as measured by the non-income MDGs such as access to education and health services, remains below that of households in the top 60 percent. The focus of this year's report is on three elements needed to make growth more inclusive and sustainable: investment in human capital that favors the poor, the best use of safety nets, and steps to ensure the environmental sustainability of economic growth. These three elements are imperative to all countries' development strategies, and are also fundamental to global efforts to achieve the twin goals, the MDGs, and the Sustainable Development Goals that will succeed the MDGs. Global Monitoring Report 2014/2015 was prepared in collaboration with regional development banks and other multilateral partners.

Book excerpt: The relative contribution of a sector to poverty reduction is shown to depend on its direct and indirect growth effects as well as its participation effect. The paper assesses how these effects compare between agriculture and non-agriculture by reviewing the literature and by analyzing cross-country national accounts and poverty data from household surveys. Special attention is given to Sub-Saharan Africa. While the direct growth effect of agriculture on poverty reduction is likely to be smaller than that of non-agriculture (though not because of inherently inferior productivity growth), the indirect growth effect of agriculture (through its linkages with nonagriculture) appears substantial and at least as large as the reverse feedback effect. The poor participate much more in growth in the agricultural sector, especially in low-income countries, resulting in much larger poverty reduction impact. Together, these findings support the overall premise that enhancing agricultural productivity is the critical entry-point in designing effective poverty reduction strategies, including in Sub-Saharan Africa. Yet, to maximize the poverty reducing effects, the right agricultural technology and investments must be pursued, underscoring the need for much more country specific analysis of the structure and institutional organization of the rural economy in designing poverty reduction strategies.

Beyond numbers, the report focuses on the fundamental factors that have driven improvements in food security and malnutrition: poverty reduction, economic growth, improvements in maternal and childhood nutrition and public health, increases in the quantity and quality of the food supply and cessation of violence. Moreover, the report brings into sharp focus the issue of conflict, which is the major driver of food insecurity in the NENA region. Food security in the NENA region is fast deteriorating, driven by conflict and leading to a widening gap in well-being between conflict and non-conflict countries. Conflicts have long-lasting impacts on the food security and nutrition of both affected and surrounding countries in the region. Not only is food security deteriorating in the conflict and spill over countries, but the high costs of perpetrating, containing, preventing and dealing with the consequences of violence undermine their ability to mitigate the decline in living standards.

Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain. This report aims to examine the drivers, constraints, and social implications of agricultural development in MENA and to explore possible cornerstones for new and sustainable development strategies in the context of economic transformation.
