Book excerpt: Advisory work, by its very nature, is an intermediary between the re search worker and those who apply the results of his research. The challenge of advisory work is to devise means of and find pathways for transmitting research results to the user, overcome the reluctance of the latter to change, and often combine novel ideas with well-estab lished traditions. Nowhere is this challenge greater than in farming. This is especially true in developing countries, where the gap in the educational level between research workers and farmers may be ex tremely wide. Moreover, village-level advisers are often overburdened with non-professional functions and are not sufficiently backed up by well-trained professional advisers. Thus, in many of these countries there is a serious discrepancy between the knowledge available and that needed and actually applied on the farm. Advisory work in crop protection is no exception, but profits to some extent from two facts: (1) because of the potentially catastrophic nature of pest attack, governments often operate a supervisory crop protection service, the staff of which may be able to dispense some pest control advice; and (2) the staff of pesticide distributors tends to fill, at least in part, the need for advice on how to fight pests and dis eases with chemicals.

For most of modern history, however, rural Ireland and Irish agriculture were comparatively underdeveloped. This changed dramatically in the twentieth century, during which they were transformed. In 1900 they were synonymous with poverty; by 2000 they had become synonymous with progress. Many people and organizations contributed to this, but chief among these were the Irish agricultural advisory services.First established in the early 1900s, they are today operated as a public service by Teagasc, Ireland's Agriculture and Food Development Authority. With their establishment, agricultural instructors, trained to the highest international standards, were dispatched to every community in rural Ireland. Their brief was to work with farmers, helping them to improve their farm enterprises and, in so doing, to develop rural Ireland. This gradually bore fruit, as each succeeding generation of agricultural advisors and farmers cooperated to adopt the most modern agricultural approaches. This book tells their story.

Book excerpt: Agricultural transformation and development are critical to the livelihoods of more than a billion small-scale farmers and other rural people in developing countries. Extension and advisory services play an important role in such transformation and can assist farmers with advice and information, brokering and facilitating innovations and relationships, and dealing with risks and disasters. Agricultural Extension: Global Status and Performance in Selected Countries provides a global overview of agricultural extension and advisory services, assesses and compares extension systems at the national and regional levels, examines the performance of extension approaches in a selected set of country cases, and shares lessons and policy insights. Drawing on both primary and secondary data, the book contributes to the literature on extension by applying a common and comprehensive framework — the “best-fit” approach — to assessments of extension systems, which allows for comparison across cases and geographies. Insights from the research support reforms — in governance, capacity, management, and advisory methods — to improve outcomes, enhance financial sustainability, and achieve greater scale. Agricultural Extension should be a valuable resource for policymakers, extension practitioners, and others concerned with agricultural development.

Book excerpt: Agricultural extension provides the critical connection from agricultural innovation and discovery to durable improvements at scale, as farmers and other actors in the rural economy learn, adapt, and innovate with new technologies and practices. However, lack of capacity and performance of agricultural extension in lower- and middle-income countries is an ongoing concern. Research on agricultural extension and advisory services (in short, extension) has been an integral part of the CGIAR Research Program on Policies, Institutions, and Markets (PIM) since its inception. This brief synthesizes key findings from research funded by and linked to PIM from 2012 to 2021, presenting lessons learned and a vision for the future of extension. A list of all PIM-related extension and advisory services research is provided at the end. Designing and implementing effective provision of extension is complex, and efforts to strengthen extension services often fall into a trap of adopting “best practice” blueprint approaches that are not well-tailored to local conditions. An expansive literature examines the promises and pitfalls of common approaches, including training-and-visit extension systems, farmer field schools, and many others (Anderson and Feder 2004; Anderson et al. 2006; Waddington and White 2014; Scoones and Thompson 2009). To understand extension systems and build evidence for what works and where, the “best-fit” framework, a widely recognized approach developed by Birner and colleagues (2009) and adapted by Davis and Spielman (2017), offers a simple impact chain approach (Figure 1). The framework focuses on a defined set of extension service characteristics that affect performance: governance structures and funding; organizational and management capacities and cultures; methods; and community engagement — all of which are subject to external factors such as the policy environment, agroecological conditions, and farming-system heterogeneity. To enhance extension performance and, ultimately, a wide range of outcomes and impacts, new and innovative interventions can be applied and adapted within this set of extension characteristics.

Book excerpt: Feedstuff Evaluation contains the proceedings of the 50th University of Nottingham Easter School in Agricultural Sciences, held at Sutton Bonington in July 1989. The book presents papers discussing a wide range of topics on the accurate evaluation of feedstuffs for livestock. Initially, systems of expressing the nutritive value of feeds are considered. Modifications to feeding value as influenced by animal factors including intake and palatability are discussed. Specific dietary ingredients, being plant polysaccharides, fats, minerals and vitamins are detailed. Prediction of the nutritive value of compound feeds and individual feeds through classical wet chemistry and the more recent NIR is assuming considerable importance in the rapid evaluation of diets. Associated with these developments is an appreciation of the relevance of both inter- and intra-laboratory variation in determinations. Finally, the need to collate information into an interactive data-base is being actively pursued. It is evident that safety of animal feeds is becoming an increasingly topical issue and the last session considered the relevance of naturally-occurring toxic factors, residues, mycotoxins and, finally, animal pathogens. Veterinarians, farmers, farm administrators, and those involved in every aspect of nutrient supply to animals will find the compendium very insightful and informative.

The book examines the methodological challenges in analyzing the effectiveness of development policies. It presents a selection of tools and methodologies that can help tackle the complexities of which policies work best and why, and how they can be implemented effectively given the political and economic framework conditions of a country. The contributions in this book offer a continuation of the ongoing evidence-based debate on the role of agriculture and participatory policy processes in reducing poverty. They develop and apply quantitative political economy approaches by integrating quantitative models of political decision-making into existing economic modeling tools, allowing a more comprehensive growth-poverty analysis. The book addresses not only scholars who use quantitative policy modeling and evaluation techniques in their empirical or theoretical research, but also technical experts, including policy makers and analysts from stakeholder organizations, involved in formulating and implementing policies to reduce poverty and to increase economic and social well-being in African countries.

Agriculture contributes significantly to the growth of many developing countries. Its development is closely linked to several key interrelated factors such as infrastructure, research, extension, farm inputs, rural credit, price policies, and marketing. This paper examines agricultural extension within this context, drawing on a variety of ongoing cases throughout the world. The author stresses the need for governments to define a specific strategy for extension and to re-examine the role of the public sector.

Book excerpt: This is part of a series of descriptive reports and later in-depth analysis of the survey data. These series are aimed to provide an assessment of the state of agricultural extension and advisory services provision in Malawi in order to inform policy and reform processes and programming by the government and donors. These studies are in response to the re-quest by the Ministry of Agriculture, Irrigation and Water Development (MoAIWD) to look closely at the state of extension services provision with the intent to further strengthen the contribution such services make to food security, economic growth, and achieving sustainable development goals. This report summarizes key findings on the state of agriculture and nutrition extension and advisory services in Malawi based on responses from household and community surveys conducted in Malawi between August and October 2016 that focused on the demand side of agricultural extension service provision and access to those services. Nationally representative samples of 3001 households and 299 communities in all districts of Malawi, except Likoma, were interviewed for the study.
